SCOPE OF WORK
Vendor shall provide administrative, vessel management and facilitation services to the Northern California Area Maritime Security Committee ("Committee") to support its position as the Committee's Secretariat, in compliance with the provisions of Navigation and Inspection Circular 9-02 (NVIC 9-02) and Title 33, Code of Federal Regulations, Part 103 (33CFR103).
A. Provider will act as the Committee's Secretariat, providing administrative, facilitation and logistical support of the Committee's charter and goals established by public regulation and Coast Guard policy. Such services shall include, but not be limited to; advanced notice of meetings, taking and preparing the quarterly Committee meeting minutes for review, arranging the Committee's meeting venue, arranging sub-committee meeting venues and publishing the Committee's minutes, agenda, and calendar on their website. Provider will provide meeting minutes to the FMSC within 10 working days of the meeting date.
B. Provider will use its expertise and recognized leadership in the Northern California maritime industry to provide a list of recommended candidate members to the committee as industry vacancies occur.
C. Provider will maintain a database of port stakeholders for the purpose of making notifications of: public meetings, non-Sensitive Security Information and bulletins, or other announcements as directed by the FMSC San Francisco. The provider will post these announcements and bulletins on their website.
D. Vendor will provide administrative and operational support for the San Francisco Vessel of Mutual Assured Protection (SF-VMAP) system. The administrative support will be in the facilitation of meetings between the USCG and ferry operators, maintenance of information databases and organization of the annual drill. The operational support will be provided through a 24hr watch for SF-VMAP activation, 24hr notification of ferry operators and information gathering of predetermined vessel status and response capabilities of SF-VMAP participants. Additionally the vendor will provide to all approved USCG personnel access to the VMAP Web Services.
E. Vendor agrees to provide related services to the Committee as may be required by public law, regulation or rule, and to meet the business code of conduct of the Committee's affiliated government agencies.
F. Vendor agrees to protect all Committee and Committee Work Group materials in accordance with Title 49, Code of Federal Regulation, Part 1520 (49CFR1520) - the rules governing the safe guarding Sensitive Security Information.
G. As part of the this agreement the vendor will provide to the Coast Guard their AIS data feed for the San Francisco Bay, Monterey Bay and Eureka regions. Which supports various command center, vessel traffic service and other sector operational programs, which is not available through the government feed.
PERIOD OF PERFORMANCE:
This contract shall be awarded as a base plus four-option year’s contract
Base year: 1 OCTOBER 2020 – 30 SEPTEMBER 2021 Option year 1: 1 OCTOBER 2021 – 30 SEPTEMBER 2022 Option year 2: 1 OCTOBER 2022 – 30 SEPTEMBER 2023 Option year 3: 1 OCTOBER 2023 – 30 SEPTEMBER 2024 Option year 4: 1 OCTOBER 2024 – 30 SEPTEMBER 2025
Terms:
This a firm fixed price order. Payment shall be made in the arrears.
