About this file
This Statement of Work details the Air Force Petroleum Office Laboratory Division's requirement for a Karl Fischer Titrator to support the launch mission at Cape Canaveral Space Force Station. The specific technical requirements include a fritless Karl Fischer titration system compliant with ASTM D6304, with detailed specifications such as benchtop dimensions, power requirements, automatic titration control, calculation capabilities, and interfaces for balance and computer communication. The system must be manufactured in a qualifying country source, delivered within 90 days of award to Cape Canaveral SFS, Florida, and include a one-year warranty.
The related federal contract opportunity is a Sources Sought notice issued by the United States Air Force at Wright-Patterson AFB to conduct market research and identify potential sources for the Karl Fischer Titrator. The acquisition targets the Analytical Laboratory Instrument Manufacturing sector (NAICS code 334516) with a business size standard of 1,000 employees. Interested firms are requested to submit capabilities packages by 3:00 PM EST on Friday, 6 June 2025, indicating their socio-economic status and capability to provide the required equipment. The government is considering whether the subsequent solicitation will be a full and open competition or a small business set-aside.

The Aerospace Fuels Laboratory (AFPET/PTPLH) has a requirement for one Karl Fischer titrator. This is a requirement to support the launch mission of Cape Canaveral Space Force Station.
II. Scope:
Please see Minimum Technical Requirements.
III. Minimum Technical Requirements:
1. Consist of a fritless Karl Fisher titration system must fully comply with the testing specifications of ASTM D6304, “Standard Test Method for Determination of Water in Petroleum Products, Lubricating Oils, and Additives by Coulometric Karl Fischer Titration.”
2. Be a benchtop unit not to exceed 18 in. (W) x 14 in (D) (not including balance).
3. Operate on power requirements of 90-120 VAC, 50/60Hz
4. Provide serial interface for communication to dedicated balance (RS-232) with options to customize balance type/manufacturer.
5. Provide interface for communication to a dedicated computer (USB or additional RS-232) for recording/processing of data.
6. Provide automatic titration control with:
a. automatic background correction
b. a measuring range of 10 µg to 50 mg water
c. sensitivity of no less than 0.1 µg water
7. Be capable of calculating:
a. Concentration in µg, %, ppm, and mg/L based on manual sample mass input from user or automated mass input from connected balance
b. Mean Standard Deviation of measurements
c. Coefficient of Variation of measurements
8. Be equipped with a printer for recording instrument output
9. Be equipped with a multi-line display for entry of mass and results display
10. Include installation, verification of functionality, and familiarization as well as all consumables required for setup and qualification.
11. Due to the technical nature of the requested product, vendors must demonstrate they directly employ staff qualified to install, provide training, and troubleshoot this requirement.
IV. Qualifying Country Products:

ii. Tractor/trailer, box, and flatbed containing cargo
iii. Tanker trucks
iv. Box Trucks
v. Tour buses
vi. Garbage/recycled waste trucks
vii. Concrete trucks/mixers, dump trucks
viii. Cranes, recreational vehicles, petroleum tanker
2. This inspection will be conducted at the truck gate. The following are exceptions to vehicles utilizing the CVDG:
i. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base.
This shall be accomplished 24 hours prior to requested entry time. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.
