Statement of Work (Services)

TITLE:
Transformational Networking Technologies Support

Requesting Laboratory / Division / Group:

Communications Technology Laboratory

Smart Connected Systems Division

Transformational Networks and Services Group (674.05)

Background:

The Transformational Networks and Services Group in the Communications Technology Laboratory, Smart Connected Systems Division, at the National Institute of Standards and Technologies (NIST) develops foundational network science, network measurement science, engineering, standards, and best practices to support smart industrial transformations critical to national priorities such as industrial automation, smart grids, and smart transportation. The Group’s research efforts include 5G/6G core networks, optical and quantum networking, cloud computing, information-centric networks, edge intelligence, and teleoperation of automated vehicles.

Objective(s):

To obtain contractor services to develop a 5G/6G core network testbed, evaluate communication technologies for automated vehicles (AV) and industrial applications, and assess of the potential benefits that Named Data Networking (NDN) can bring to the AV and 6G use cases.

Scope of Work/General Requirements:

The Contractor shall develop a 5G/6G core network testbed, assess the potential benefits that future internet architectures like NDN may bring to vehicular networking and 5G/6G core networking, and identify potential standards gaps and corresponding enhancements. The Contractor shall also develop and benchmark new capabilities for high performance NDN forwarding and traffic analysis. Moreover, the contractor shall support the evaluation of communication technologies for diverse applications as well as the interconnection of our 5G/6G core network testbed with other partners testbeds. The Contractor shall provide all support for project oversight, administration, and technical execution of this contract. The Contractor is responsible for maintaining accurate records of project activities.

Base Period (1 JUN 24 – 31 MAY 25)
Requirement 1-1
The contractor shall develop our 5G/6G core network testbed (OpenCoreNet) built with opensource software, while making use of a source-available implementation for actual testbed setup. We completed the initial phase of OpenCoreNet using Open5GCore software, and the contractor will evolve it to support advanced capabilities. This includes enhancing the web application to better provision and manage the 5G core network platform while promoting reproducibility of network experiments. The contractor shall contribute to extending OpenCoreNet to support end-to-end network slicing, with QoS provided by different alternatives including SDN and P4. The contractor shall support NIST’s effort to generate testbed data in support of research on service interference assessment.
Requirement 1-2
We have developed a software toolkit for capturing, analyzing, and replaying NDN traffic traces and used it to create an initial dataset of NDN traffic traces. The contractor shall support an extensive traffic capture effort that involves installing our traffic dumpers on additional routers including on the global NDN testbed and the FABRIC testbed, running additional types of applications, and carrying out longer captures on a wider scale with application endpoints spread across the globe. For improved traffic anonymization, the contractor shall explore an update to the current simple form of address anonymization. The contractor shall also support potential proposal writing in collaboration with external academic partners.
Requirement 1-3
This task seeks to expand the eco-system around NIST’s high performance NDN software router (NDN-DPDK) by designing and developing new capabilities. We have developed the basics of disk-to-disk file transfer application using NDN-DPDK’s congestion aware fetcher. The contractor shall augment this application by exploring the usage of NUMA socket binding. To gain better insights on NDN-DPDK’s performance, we developed a forwarder visualization Web application to display NDN-DPDK status. The contractor shall extend the NDN-DPDK status webapp to monitor and manage the file transfer task.
Requirement 1-4
We have been experimenting with NDN-DPDK as an early experimenter on NSF’s FABRIC testbed. The contractor shall experiment with disk-to-disk file transfer over a high-speed network of NDN-DPDK routers, allowing us to measure the performance across a large network. This includes writing FABRIC scripts to automatically deploy the test scenarios on the FABRIC testbed. The contractor shall present and demo the experiment workflow and benchmark results at future FABRIC workshops. For better access to the FABRIC testbed, the contractor will make use of the recently established FABRIC facility port at NIST.

The Contractor shall provide monthly reports which detail activities accomplished, findings established, and completed deliverables.

Option Period (1 JUN 25 – 31 MAY 26)
Requirement 2-1
The contractor shall investigate how 5G/6G can support selected industry applications, including automated driving and industrial control applications. Teleoperation refers to remote monitoring, assistance, and driving of vehicles by human or automated teleoperators, and supporting vehicle teleoperation is a major goal of 5G. The contractor shall emulate the vehicle teleoperation application over NIST’s OpenCoreNet testbed. In collaboration with NIST’s Networked Control Systems Group (674.01), the contractor will establish an end-to-end 5G testbed and explore end-to-end service for automated control in support of smart manufacturing applications.
Requirement 2-2
OpenCoreNet will be able to connect to 5G (and later 6G) RANs across NIST and other external entities to support different applications. The contractor will assist in connecting the 5G core network to physical gNB and UE equipment. The contractor shall train others on how to use the web application to deploy 5G core software on different platforms, and how to control the software through the web application. OpenCoreNet will be federated with selected testbeds in Europe and Asia to enable global research collaborations and explore new network federation concepts. The contractor will assist in making OpenCoreNet capable of participating in such federation, which includes leveraging the ETSI GANA (Generic Autonomic Network Architecture) framework.
Requirement 2-3
As an emerging network technology, NDN can support next generation networking by providing new network-layer concepts to 5G/6G core networking. The goal of this task is to study and showcase the use of NDN in 5G/6G core networking. The contractor shall investigate different alternative approaches in which NDN support can be added to existing 5G and future 6G networks, with a focus on those that help unleash the full potential of NDN mobile edge computing and caching. As part of showcasing an approach to using NDN in 5G core networking, the contractor shall develop NDN-UPF as a 5G network function that can handle forwarding for traffic flows carrying NDN packets, and explore the possibility of using NDN-based protocols for autonomous vehicles to take advantage of a high performance NDN-UPF. The developed NDN-UPF would enhance the feature set of a 5G/6G network, by adding in-network caching and content-based security to the core network.
Requirement 2-4
The contractor shall acquire an understanding of 3GPP standards (including Release 18 on 5G-Advanced) related to 5G/6G core network and service enablement. Investigate the networking requirements and standardization needs to support safe teleoperation for automated vehicles, and explore measurement methods for assessing the performance of a vehicular teleoperation application. This is followed by potential contributions to the appropriate 3GPP standards development groups. The contactor shall also explore ways to bring some of the outcomes of our OpenCoreNet testbed efforts to the appropriate opensource communities.

The Contractor shall provide monthly reports which detail activities accomplished, findings established, and completed deliverables.

Government-Furnished Property, Material, Equipment, or Information:

All property, data and information provided by the Government in the performance of this task remains the property of the Government and shall be surrendered to the government upon completion or termination of this requirement. Likewise, all deliverables generated under this requirement remain the property of the Government.

The property listed in this section (below) is property that is incidental to the place of performance due to the contract requiring contractor personnel to be located on a Government site. Any property used by the Contractor within the location remains accountable to the Government. Per FAR Part 45.000(5) items considered to be incidental to the place of performance include office space, desks, chairs, telephones, computers and fax machines.

Standards of Acceptance:

The NIST TPOC or COR shall review each submitted deliverable and respond with an acceptance or request for revision email to the Contractor Point of Contact (POC) within 7 days of receipt.

The Contractor shall make any needed changes to the deliverables within 7 calendar days from receipt of electronic or written comments from the TPOC or COR.

This applies to deliverables which must be reviewed and approved for acceptance (reports, draft plans, drawings, etc.).

Key Personnel Minimum Qualifications:

It is anticipated that this work will require one (1) Key Personnel. The proposed key personnel shall possess the following minimum education and experience requirements:

Key Personnel Labor Category: Senior Computer Scientist

The Contractor Key Personnel shall possess theoretical knowledge and practical experience in distributed systems, network measurements and management, online API integration, standard network protocols (e.g., IPv4 and IPv6), high performance networking, and basic security and cryptography concepts (e.g., digital signatures, digital certificates, authenticated symmetric encryption, key agreement schemes).

Be familiar with emerging network technologies, in particular Named Data Networking (NDN) and 5G/6G core networking technology.

Able to independently design and efficiently implement all aspects of networking protocols at the network or application layers.

Knowledge of Go, C/C++, and JavaScript or a similar programming language is required for the implementation tasks, as well as experience with software version control systems (Git and GitHub/GitLab).

The Key Personnel shall have a PhD degree in a related field to the Statement of Work requirements and at least 5 years of demonstrated experience in each of the subject areas described above.

Place of Performance:

Work may also be performed offsite in order to continue work during times when NIST is closed or access is restricted, for example during a government shutdown or due to pandemic-related restrictions. Offsite work may also be permitted whenever the Government determines it is advantageous to the Government for progress or performance of the work. All offsite work or telework requests must be approved prior by the COR.

Period of Performance or Delivery Date:

One (1) Base Period 12-months period from the Date of Award, with one (1) 12-months Option Period.

Travel:

The Contractor may be required to travel for workshops, conferences, or standards meetings during the contract’s Period of Performance.

Each trip is expected to be less than a week in duration.

NIST will provide at least three weeks’ notice before each trip.

Prior approval from the Contracting Officer is required in these scenarios: lodging exceeding the government rate, airline/rental car upgrades, medical accommodations, driving instead of flying to destinations outside local travel, multiple destinations in a single trip, or trips longer than a week in duration.

Prior approval is requested by the contractor to the Contracting Officer via the COR. At a minimum, include the justification and documented cost comparison.

Travel Dates and Locations will be determined by the COR during contract execution.

Security:

(1) Safety: The Contractor employee must be responsible for knowing and complying with all installation safety prevention regulations. Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.

(2) Security: NIST is a restricted campus. An identification badge is required for access into buildings and must be presented to the armed Security Police when entering the campus.

(3) Regular Business Hours: Regular business hours are Monday through Friday, 8:00 am to 5:00 pm Local Time.

(4) Identification Badges: Contractor employees shall comply with NIST identification and access requirements. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office.

(5) Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security Office, at which time a NIST vehicle pass will be issued. The pass shall be displayed on the vehicle in accordance with NIST Security Office instructions.
