RIM ROCK RECREATION AREA

CONCEPTUAL SITE PLAN

STATEMENT OF WORK

PURPOSE

To commission a firm to develop a conceptual site plan for the project location to potentially include designs for recreation facilities such as vault toilets, trailheads, parking lots, hiking and biking trails, boat ramps, picnic tables, interpretive panels, kiosks, and others.

LOCATION OF WORK

The project is located west of the City of Casper at T 33 N., R. 80 W., Sections 21 and 28. The property is accessible by State Highway and County Roads.

BACKGROUND

The BLM, Casper Field Office (CFO) acquired a 646-acre parcel of land in 2018. The parcel is referred to as the Rim Rock property and has both historical and recreational significance. It is the potential location of the Battle of Red Buttes, fought between a large party of Sioux, Cheyenne, and Arapaho Indians and the 11th Kansas Volunteer Calvary supply wagons stationed at Fort Caspar on July 26, 1865. There are nearly pristine segments of the Oregon, Mormon-Pioneer, California and Pony Express National Historic Trails winding along the river. Additionally, the property offers nearly two miles of public river access along the North Platte River, a Blue-Ribbon trout fishery.

OBJECTIVES

The BLM is seeking a Contractor to develop a site plan and design that would provide implementable construction designs for the Rim Rock Recreation Area. The plan must be suitable for developing final plans for design/ build implementation of the project.

1) The contractor shall locate and map all current pedestrian uses, recreational impacts, and recreational use areas, as well as photo-document a representative sample of these sites for document discussions.

2) The contractor shall develop a conceptual site plan to provide visitor services to the recreation and visiting public. ADA and ABA Accessibility standards must be met.

· Site designs should consider, but are not limited to, recreation facilities such as vault toilets, trailheads, parking lots, hiking and biking trails, motorized uses, boat ramps, picnic tables, interpretive panels, kiosks, wildlife viewing stations, and others.

3) Develop a preliminary implementation strategy and schedule; including equipment, labor, and materials needed to implement the conceptual plan.

4) Develop a detailed cost estimate for project implementation, including materials and installation cost estimates. The contractor will not provide professional engineering services for this conceptual site plan. Costs for NEPA analysis and permit acquisition will not be included in the estimate.

5) Summarize all findings in a written conceptual plan suitable for developing final plans for design/build implementation of the project. The plan will include maps, drawings, and photos typical of conceptual site plans.

CONTRACTOR REQUIREMENTS

1) The contractor shall provide all professional services, labor, materials, facilities, and travel (except as otherwise specified in the contract) to successfully complete implementation-ready conceptual designs for the 646-acre parcel known as Rim Rock.

2) The contractor must be familiar with and demonstrate knowledge about:

· Project management

· Recreation facilities design

· Recreation Opportunity Spectrum and Outcomes Focused Management (OFM) frameworks, and visitor services standards for the BLM

· Interpretive planning and design

· Ability to implement ADA/ABA Accessibility standards and specifications

3) The contractor shall maintain good communication with the BLM COR and Technical advisor and provide written progress reports monthly.

4) The contractor will hold a regular meeting bi-monthly with the BLM to ensure expectations are being met. Additional meetings may be scheduled to address field reports, Draft Conceptual Plans or as otherwise necessary.

GOVERNTMENTAL SUPPLIED PROPERTY

1) The BLM, Casper Field Office shall supply the successful applicant with maps and/ or GIS .shp files (NAD 83) as necessary. The Rim Rock Recreation Area Management Plan will be provided to the contractor and will guide all site designs and plans.

2) The BLM will provide necessary background information and site-specific management goals upon request, as outlined in the work schedule below.

TECHNICAL REQUIREMENTS & DELIVERABLES

The contractor will provide the Casper Field Office, BLM, with a site design planning document that addresses the above Objectives. Additionally, this plan should include:

· Conceptual drawings, images and maps that illustrate each Objective’s specific proposals

· One digital (electronic) copy in Microsoft Word of PDF files and one printed paper copy of the draft plan shall be submitted to the BLM for initial review and comment. The BLM shall be allowed 30 days for review. The contractor shall make revisions and prepare the final plan in accordance with BLM recommendations.

· Final Site Designs: Two printed copies of the final plan shall be submitted to the BLM- Casper Field Office. In addition, the contractor shall provide to the Casper Field Office an electronic copy of the final report and a complete set of all photograph digital files on a media device (USB Drive). Digital files of all GPS and GIS data shall also be provided on a media device.

· Cost estimates for each Objective’s specific proposals, including estimates for materials or products.

· Overview of the conceptual style and values adopted in the plan.

· Summary of the results of feedback gained from interfacing with CFO and National Historic Trails Interpretive Center (NHTIC) staff about the plan.

PERIOD OF PERFORMANCE & FUNDING SCHEDULE

A pre-work conference will be scheduled at the Casper Field Office, BLM, 2987 Prospector Drive, Casper WY, 82604-2968 within ten days after contract award. This meeting will include a field visit to the project location.

The project timelines outlined below do not include the monthly status update meetings or conference calls with the BLM ID Team. As data collection begins, updating the BLM on the status of each Phase will enable us to better manage and allocate the needed/ required resources to assist the contractor. The dates listed below are proposed dates and intended to be “No Later Than” guidelines for the contractor to plan data collection and analyzation timeframes. After the contract has been awarded, final dates will be delineated during the Preliminary Project Meeting with the BLM tentatively scheduled for September 2020. There will be at least three meetings with the BLM post-award to discuss the recreational use and public safety requirements for the site and plan goals (Initiation meeting-1, data review meeting-2, first draft review meeting-3).
