About this file

This statement of work outlines requirements for a helium leak detector unit with dry pumping system for the National Institute of Standards and Technology. The system must have a minimum detectable helium leak of 2x10-12 mbar liters per second or lower, operate on 100-240V power, weigh less than 105 pounds, and start up in under five minutes. Additional preferred features include the ability to detect hydrogen and operate in sniffer and spray modes. Delivery is required five months from offer receipt to NIST's Gaithersburg, Maryland facility. The contractor shall warranty the system for a minimum of one year and will be paid 100% upon acceptance, successful testing, invoice submission, and meeting technical requirements.

STATEMENT OF WORK

Helium Leak Detector Unit with dry pumping system

1.0 BACKGROUND

1. The National Institute of Standards and Technology (NIST) requires a Helium leak detector unit with dry pumping system. This unit will be used to conduct leak tests on experiments and Ultra High Vacuum (UHV) vacuum systems to help find and any leaks that will reduce the final vacuum the system can achieve. This Helium Leak detector will be use in many different labs on campus for the PML labs.

2.0 Technical Capability

This procurement is for commercial items. Therefore, prototypes or demonstration models will not be accepted. Additionally, used or refurbished instruments will not be considered. Evaluation of technical capability shall be limited to the information provided in the quotation and will reflect the Government’s assessed level of confidence that the quoter will successfully perform the requirement. Quotations that do not demonstrate that the proposed equipment meets or exceeds all requirements will not be considered further for award. If an offeror’s technical description and/or product literature does not indicate whether its proposed equipment meets a certain minimum requirement, NIST will determine that it does not meet the requirement.

3.0 REQUIRED EQUIPMENT

Helium Leak Detector system with the following Minimum capabilities, Stronger consideration shall be given to the solution that exceed the minimum.

1) Totally Dry Turbo Molecular pump and backing pumps “oil-free” pumping system.

2) Minimum detectable leak for Helium in vacuum mode to 2x10-12mbar liters per second or lower.

3) Maximum inlet test pressure of 20 millibar or higher.

4) Input voltage from mains Universal 100-240V 50/60 hz

5) Total power draw of system should be less than 1200Watts.

6) Total mass of system less than 105 LBS

7) The start-up time for the system to be ready to operate should be less than five mins under normal operation.

8) The startup process will have the option to allow for a longer internal calibration process that includes use of an internal calibrated helium leak system with software that corrects the mass scanning electronics.

9) The system must have a simple user interface that does not require a remote computer connection.

10) The response time for detection of leak ~one second or less.

11) The ability to zero background in leak detector mode so leaks can be found.

12) The system must have both audible and visual indication for leak detection.

13) Max size of main leak detector unit is to be 36”L x24”Wx 36”H or smaller

14) It is Ok to have a larger dry backing pump connected external to the system.

15) Cooling for system is provided by fans moving air only.

4.0 ADDED BENEFIT EQUIPMENT

The flowing items will be of added benefit to the helium leak system:

16) The ability to detect other gasses like Hydrogen (H2).

17) Having a larger dry backing pump connected external to the system to allow for fast pump downs of larger test systems.

18) Spare parts such as filaments, fuses and other normally items that need to be replaced under normal operation.

19) Sniffer mode operation, and helium spray nozzle for standard operation.

1. DELIVERABLES

Description
Format
Due Date
Helium leak detector unit with dry pumping system

Five months from receipt of offer

V. DELIVERY TERMS

Delivery shall be F.O.B Destination and shall occur in accordance with the delivery due dates provided in the above table.

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:

National Institute of Standards and Technology Shipping and Receiving 100 Bureau Drive, Building 301 Gaithersburg, MD 20899 C/O/ POC, Glenn Holland, Bldg. 216/A135

VI. INSPECTION & ACCEPTANCE

In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

Performance Tests:

Preliminary: Unpack and inspect new system

1.Power on and conduct internal calibration
2.Test a known leak with Helium
3.Connect to gas manifold and test for leaks

NIST may choose at its discretion to forego this part of acceptance testing.

A visual inspection of the equipment will be performed by the NIST TPOC to identify surface defects or any form of indication that any equipment was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance. The vendor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the equipment.

Ownership of the equipment shall transfer to NIST upon acceptance by the Government.

The Government will test, inspect, and accept or reject the equipment within 15 working days of the receipt of the equipment unless otherwise indicated above. The Government reserves the right to conduct quality assurance testing to confirm that a given instrument(s) meets the manufacturer’s and/or the Government’s performance specifications. It is anticipated that the equipment will meet all manufacturer’s specifications and/or the Government’s performance specifications identified in the most recent operations and maintenance manual for each piece of equipment and/or in this document.

VII. WARRANTY

The contractor shall warranty the entire system for a period of a minimum of 1 year after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4. Warranty shall commence upon acceptance of the system by the Government.

VIII. PAYMENT SCHEDULE

Advance payment is not authorized. The Contractor must invoice in arrears according to the payment schedule. The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:

1.100% after installation and acceptance by the TPOC of fully installed system, AND
2.After the successful completion of the testing requirements set forth in this document under section set forth in this document, AND
3.After successful demonstration by the instrumentation that it performs IAW the technical requirements set forth in this document AND
4.After receiving an invoice submitted properly, IAW the purchase order terms and conditions.

NOTE: Partial shipments and partial invoices will not be accepted, unless otherwise requested and accepted by the Contracting Officer prior to award offer. Proposed payment schedules shall be submitted with vendor’s response to the RFQ for consideration.
