Statement of Work Law Enforcement Patrol Truck Equipment Installation Brand Name or Equal
The Bureau of Land Management (BLM), Office of Law Enforcement and Security (OLES) is requesting a quote for police equipment installation on a One (1) Each, 2019 Ford F-150 4X4 Crew Cab pick-up truck.
One (1) Each, 2023 Ford 4X4 Crew Cab pick-up truck.
One (1) Each, 2019 Chevy 4X4 Tahoe SUV The following is a statement of work that includes all components to be installed and configuration preferences.
SCOPE OF WORK
The BLM OLES must provide effective emergency response vehicles to ensure the safety of our Agents in the performance of their duties. The BLM will be purchasing law enforcement vehicles that require up-fitting (outfitting). These new vehicles will be replacing older vehicles.
The up-fitting of the components required to perform daily police work and investigations is of utmost importance to the mission, through the ability to safely respond with adequate emergency lighting; this objective is achieved through the quality up-fitting of vehicles by a vendor which meets or exceeds industry standards. Service is required for the vehicles which includes the up fitting with emergency lighting, audible warning, and other miscellaneous law enforcement mission specific equipment.
Proper installation of the equipment is required for each law enforcement packaged vehicle. The installation shall comply and be consistent with equipment manufacturer instructions, this includes all non-OEM after-market items which are necessary for a fully operational law enforcement vehicle. The vendor shall provide and install all the emergency vehicle equipment in a consistent and standardized manner. Acceptable emergency lighting manufacturers include: Whelen, Federal Signal, Feniex, brand name or equal.
The vendor shall ensure that the wiring throughout the vehicle is laid in a professional manner and must include protective sheathing in areas which may subject the wiring to crimping and/or wear that may cause failure to the equipment and or potentially damage the vehicle. The standard for our vehicles includes that all connections utilize butt connectors, solder and shrink wrap at all connection points. All exterior accessories should be secured using either nylon insert lock nuts or threadlocker (Loctite), brand name or equal.
Government Furnished Equipment:
The BLM will provide to awarded vendor:
· For each three (3) vehicles: Motorola APX 8500 and SATRAD CHNB Radios
· BLM will deliver vehicles within 300 Mile radius from Santa Fe New Mexico.
Exterior
1. Mount, install, and wire in all 3 vehicles, off-road LED light bar (red/blue flashing with solid white option for take downs) provided by the vendor. Lightbar should be mounted on the front of the vehicle above the bumper. Wiring and necessary brackets/ connectors provided by vendor.
2. Mount, install and wire in all 3 vehicles, Grill/LED lights (red/blue flashing with solid white option for take downs) provided by the vendor. Should be mounted in the grill in an inconspicuous manner. Wiring and necessary brackets/ connectors provided by vendor.
3. Mount, install, and wire in all 3 vehicles, dual-row LED truck tailgate warning light bar (red/blue flashing), provided by vendor, in gap between rear bumper and bottom of the tailgate. Wiring and necessary brackets/ connectors provided by vendor.
4. Install and wire white hideaway into front headlights in all 3 vehicles. Seal connection in headlight with waterproof material.
5. Install and wire in all 3 vehicles white hideaway into rear taillights. Seal connection into taillights with waterproof material.
6. Mount, install, and wire in all 3 vehicles LED hideaway lights (red/blue flashing) as inconspicuously as possible on the side of the vehicle. Wiring and necessary brackets/ connectors provided by vendor.
7. Install and wire in all 3 vehicles, Vehicle Blackout kit. The contractor will purchase and install an Intermotive Vehicle Controls Blackout Module brand name or equal vehicle blackout kit. Wiring and necessary brackets/ connectors provided by vendor.
8. Mount, install, and wire in all 3 vehicles, blackout IR lamp. Should be mounted in the grill in an inconspicuous manner. Wiring and necessary brackets/ connectors provided by vendor.
9. Install government furnished Motorola APX8500 and SATRAD CHNB Radio antennas, to be mounted on all 3 vehicles in the most inconspicuous way possible.
10. Mount, install, and wire in all 3 vehicles, 100-Watt emergency vehicle speaker. Speaker should be mounted on the front of the vehicle in inconspicuous manner. Wiring and necessary brackets/ connectors provided by vendor.
11. Install in all 3 vehicles 12v ProMax Low Voltage Disconnect Switch, brand name or equal.
Interior
1. Install in all 3 vehicles Motorola APX 8500 and SATRAD CHNB Radios in center console.
2. Install in all 3 vehicles, Emergency equipment control head (handheld) on driver side or center console (location agreed upon by agency representative).
3. Radio control heads (provided by BLM) should be installed in stock vehicle (location agreed upon by agency representative) for all 3 vehicles. Speaker should be mounted in an inconspicuous location (location agreed upon by agency representative). Radio antenna should be mounted in inconspicuous location (preferably in place of stock radio antenna). GPS Radio antenna should be installed between stock GPS antenna or bracket and attached to tuffy vault in bed of truck.
4. Mount, wire, and install for all 3 vehicles front interior light bar (red/blue flashing with solid white option for take downs). Should be installed at the top of the windshield in an inconspicuous manner and so that windshield tinting can supply added concealment. Wiring and necessary brackets/ connectors provided by vendor.
5. Mount, wire, and install, in all 3 vehicles, interior rear flashers/traffic advisor lights (red/blue flashing) in the back corner of each side of the cab. Wiring and necessary brackets/ connectors provided by vendor.
6. Install in all 3 vehicles, interior dome light with white and red-light options. Wiring and necessary brackets/ connectors provided by vendor.
7. Install and secure lockable under-seat storage box in rear passenger compartment. Storage box should include rifle and shotgun holder with two electronic releases (location agreed upon by agency representative).
8. Install in all 3 vehicles, weBoost Drive X vehicle signal booster kit, brand name or equal.
