STATEMENT OF WORK
VETERINARIAN SERVICES
Background: The contractor shall provide routine veterinary services on an as needed basis at the Wheatland Off Range Corrals, Wheatland, WY and Mantle Wild Horse and Burro Training and Adoption Facility in Wheatland, WY.
The contract veterinarian shall be the primary veterinarian for both facilities and shall be responsible to perform veterinary duties associated with each facility. However, it is anticipated that there will be times when the veterinarian is needed at both locations on the same day or days. This is due to BLM’s Wild Horse and Burro gather schedule which needs to remain flexible in order to accomplish gathers and removals which occur throughout the year. Therefore, the primary contract veterinarian shall provide a relief/backup veterinarian and/or veterinarians to perform veterinary duties at either facility that the primary contract veterinarian deems necessary during these times. The workload will vary seasonally at each facility. At times services will be required seven days a week at either location. Workload can be expected to vary depending on gather activity and the health of the population of animals held at either facility location.
The average number of horses that are expected at the Wheatland ORC will be approximately 1500 head with a maximum capacity of 3500 head. The facility is located 12 miles North of Wheatland, WY.
The average number of horses at the Mantle WH&B Training and Adoption Facility has a maximum capacity of 200 head and will routinely adopt out 50-80 animals yearly. The facility is located 24 miles South of Wheatland, WY.
A veterinarian must be available at either location within five (5) hours of notification and two (2) hours of an emergency. The name, address and telephone number of a relief/back-up veterinarian must be provided. The duties and minimum qualifications require a veterinarian licensed in the State of Wyoming, USDA accredited for issuing interstate health certificates, one year of experience with equines. Approximately 80% of the estimated workload is for animal preparation for adoption. The remaining 20% of the workload for veterinarian services includes but is not limited to the treatment categories identified in the schedule.
The Wild Horse and Burro Program can be subject to national scrutiny from horse advocacy groups and individuals that will require providing detailed reporting on overall animal health, individual tracking veterinary diagnoses and treatment.
1.0 OVERVIEW
The contractor shall provide routine and emergency professional veterinarian services on an as needed basis for up to 3500 wild horses and burros at the Bureau of Land Management (BLM) Wheatland Off-Range Corral and for up to 200 wild horses and burros at the BLM Mantle WH&B Training and Adoption Facility. The service period will be from September 21, 2022, through September 20, 2023.
2.0 OBJECTIVE
The Contractor shall furnish all contract oversight management, supervisory, and technically trained personnel, equipment, and supplies necessary to provide required routine and emergency veterinary services for wild horses and burros.
I. Service Breakdown
Approximately 80% of the estimated workload shall be basic level services and intermediate level services:
Basic Level Service examples include:
Visual examination to determine general health of individual animal;
Vaccination; worming, aging Drawing Blood Samples for equine infectious anemia (EIA) and preparing documentation for submission to the appropriate laboratory Health Certificate Preparation
Intermediate Level Service examples include:
Lameness \Respiratory disease\Castration\Colic
Advanced Level Service examples include:
Miscellaneous Surgeries/cryptorchids/hernia repair
The remaining 20% of the workload from veterinarian services includes, the treatment categories identified in the schedule. BLM personnel may assist the Contractor by performing services to restrain animals for the veterinarian by mutually agreed to procedures, considering BLM policies, as identified by BLM, in order to protect the health and welfare of all associated personnel and the wild equine being treated.
II. Specific veterinary services to be performed include:
A. Draw, prepare, and ship blood samples to the State Animal Disease Control Lab for testing of equine infectious anemia (EIA). Blood to be handled in accordance with Wyoming State Veterinary Laboratory regulations. Contractor will be responsible for blood tubes, shipping, and lab fees. The document preparation involves the Coggins Test Record and Inventory Sheet. The written test results shall be given to the Contracting Officer's Representative (COR).
B. The contractor will treat sick and injured horses and burros and provide all equipment, supplies and medications for those treatments. Advise BLM personnel in the administration of continued treatment.
(i) A record for each injured or sick animal treated shall be prepared and maintained in a BLM provided spiral notebook. This notebook shall be titled "Sick and Injured Horse and Burro Record". The record shall include animal tag number and herd area ( if herd area information is available) and any drugs, treatments and/or tests administered.
(ii) At a time specified by the Government the veterinarian shall review, by origin, the individual sick and injured horse and burro records to provide information on any trends of disease or conditions that may or may not exist.
(iii) As necessary will need to complete daily, weekly or monthly Herd Health Inspections as agreed upon with COR.
C. Humanely euthanize wild horses and burros when necessary and provide a written report to the Government on the reason. In non-emergency situations, a decision to euthanize will be made jointly by the COR and veterinarian. In emergency situations, BLM personnel, in accordance with BLM policy, have the authority to euthanize.
D. Collect tissue samples from postmortem examinations as directed by the Government.
E. Geld stallions by the accepted method prescribed by the American Association of Equine Practitioners (AAEP). Veterinarian shall furnish scalpel and emasculator. The address and phone number of the AAEP is 4075 Iron Works Pike, Lexington, KY 40511, (606) 233-0147.
F. Issue and prepare health certificates for interstate shipment of horses and burros.
G. The veterinarian shall have access to a portable x-ray machine and perform the services required to obtain x-rays on an as needed basis.
H. The veterinarian shall advise BLM and present to the Government, throughout the life of this contract, a proactive health care plan for the approach to be used in maintaining good health and containing and preventing the spread of disease in equines.
I. The veterinarian shall perform treatments for miscellaneous lameness on an as needed basis.
J. The veterinarian shall perform miscellaneous surgeries on an as needed basis. The Contractor’s proposal shall specify the types of surgeries that shall be covered for the fixed unit price stated in the schedule.
K. When the use of needles is required (i.e. vaccinating, drawing blood) a sterile needle shall be used for each animal. Disposal of all sharps and syringes will be the Veterinary Contractor’s responsibility in accordance with State Health and OSHA regulations.
L. The Contractor shall provide veterinarian personnel to respond within 2 hours of receiving notification via phone for emergency veterinarian services.
M. The Government and the Contractor will mutually agree upon routine service dates at each facility.
The Government shall furnish the following equipment and services:
BLM employee(s) performing services to restrain animals in a padded hydraulic chute for the veterinarian by mutually agreed to procedures, considering BLM policies, as identified by BLM, to protect the health and welfare of all associated personnel and the wild equine being treated.
The Government furnished supplies may be ordered through the contracted veterinarian to keep on hand for future tasks and to have personnel perform treatments on animals as directed by the veterinarian. The Contractor is not authorized to acquire any real or personal property at the Government's expense under this contract.
III. PERSONNEL SPECIFICATIONS/REQUIREMENTS
To be eligible to perform under this contract, each contract employee must meet the following requirements.
A. The Contractor shall submit their plan for providing services as stated in sections I, II and III.
B. The Contractor shall submit personnel resumes for primary contract veterinarian personnel and all backup veterinarian personnel who shall be performing duties under the contract.
C. Possess a veterinarian license in the state of Wyoming.
D. Possess USDA accreditation for issuing interstate health certificates.
E. Possess skill in handling and treating un-gentled horses and burros.
Pre-Work Conference:
A pre-work conference will be held at the Wheatland ORC on the first day veterinary services are required after contract award. The primary veterinarian and the backup veterinarian shall attend. This conference will be one working day and is intended to inform the veterinarian of the operation protocol of Wheatland ORC and Mantle Training and Adoption Facility.
