4.0 DESCRIPTIONS / SPECIFICATIONS

4.1 Procurement specification, HSH Notes dated 11/28/2021 provide both general and specific item information. Where there is a conflict between this SOW and HSH Notes, the SOW prevails

1. Introduction

The purpose of this Procurement Specification is to provide General Requirements, Deviation Control, Packaging and Marking Requirements and Technical Point of Contact for use in the procurement of Habitability material.

This procurement specification forms part of the requirements when invoked through the line item descriptions. For some categories, HSH Notes is invoked by reference in other HAB Procurement Specification Notes.

All items shall comply with these HSH Notes.

1. General Requirements

1. Drawings cited in line item descriptions are available through the HAB Program web site https://MSCorpHab.com.

1. Unless otherwise indicated, abbreviations are in accordance with ASME Y14.38 or https://MSCorpHab.com.

1. Many Military and Federal Specifications are being canceled and/or converted to commercial equivalents. Referenced drawings have not in all cases been updated to cite the currently applicable specification. Line item descriptions cite current specifications and take precedence over these Notes. If a referenced specification has been canceled without replacement and the line item description or Statement of Work do not cite an updated replacement specification, the Contractor may substitute a commercial equivalent. If there are option choices available within the cited specifications that are not specified by the contract, the Contractor shall select the grades and conditions etc. as the Contractor recommends.

1. Unless otherwise stated, the applicable revision of each reference shall be the one in effect on 11-28-2021. Applicability of revisions should be interpreted through the applicable database such as the Acquisition Streamlining and Standardization Information System (ASSIST) database for Government Specifications and Standards (https://quicksearch.dla.mil), and https://webstore.ansi.org/ for commercial documents.

1. Vendor shall forward a copy of all orders, modifications, and changes to baldev.s.gill.ctr@us.navy.mil and Richard.b.minzer.ctr@us.navy.mil upon receipt.

1. Request for Deviation (RFD) or Engineering Change Proposal (ECP)

All items shall be made strictly in accordance with the invoked line item description and Statement of Work except where a Request for Deviation (RFD) or Engineering Change Proposal (ECP) has been approved explicitly for these requirements. Some references such as Type Drawings permit deviations and/or further development beyond the level of detail on Type Drawings. However, any deviation requires documentation and submittal for approval.

2. RFDs and ECPs must be precisely defined. The government may require detailed sketches, drawings, data or samples to clarify and document any requests. Due to the Habitability nature of the items, appearance is a factor in the evaluation of all RFDs and ECPs. Submittals shall include contract number, applicable CLIN and Find Number, description of the differences, reason for the differences, cost impact, schedule impact, identification of units which are affected, any effect on logistics support, action taken to prevent future recurrence of any non-conformance, reference to all previous correspondence that is related to the RFD or ECP or similar requests, and the contractor's point-of contact including phone number, fax number, and e-mail address. Submittals shall be in the contractor's format. The submission of requests via electronic means (e.g., e-mail) is preferred.

2. Reference to a manufacturer's model number or item number is intended to be descriptive and not restrictive. The referenced items represent the required sizes, configuration, materials, finish, quality, and workmanship. Alternate proposals for items that are believed equal or a better value to the government are required to be submitted requesting approval.

2. For any item, vendors may propose equivalent commercial items. For each alternate or substitute item, the vendor's proposal shall include a detailed description and catalog cuts, including renderings or photographs. Additional detail, drawings, or even a sample, may be required to obtain approval if the catalog and description does not adequately describe the item.

2. Any level of bulk packaging larger than the Unit of Issue cited in the item description would be a deviation which must be approved.

2. Approval of all Drawings, Substitutes, Deviations, RFDs, or ECPs shall be by the requiring activity Mid-Atlantic Maintenance Center (MARMC) Code 352. Requests shall be e-mailed to MARMC (william.f.foley12.civ@us.navy.mil) by the vendor with copy to any PCO or ACO.

2. The MARMC Program Manager will forward the Government response to the vendor, via the PCO/ACO, not later than thirty (30) days after receipt. Time will not be added to the vendor's production schedule because of failure to identify and submit requested deviations, waivers, drawings, or requests for clarification.

1. Preservation, Packaging and Marking

3. Preservation, packaging, packing and marking shall be in accordance with ASTM D3951-2018 "Standard Practice for Commercial Packaging," and as additionally noted herein.

A. Packaging and packing shall additionally be sufficient to afford adequate protection against deterioration and physical damaging (including marring or abrasion to finished surfaces) during shipment and handling. The vendor is responsible to correct any damage or loss. Paragraph 4.2 of ASTM D3951 does not apply; the stronger wording of paragraph 4.1 is not superseded by the subparagraphs of 4.2. If it arrives damaged, it was inadequately packaged. However, for cases where government shipping applies, the vendor is not responsible for damage if sturdy shipping containers have been clearly abused and damaged. Each Find Number shall be packed, packaged and marked, such that when an outer or intermediate container is opened, it is still protected and can be staged, handled and redistributed by Find Number without additional repackaging or marking.

B. Each shipment larger than 70 pounds or 12 cubic feet shall be palletized for handling with a fork lift.

C. The use of asbestos, excelsior, loose fill of any type (peanuts or shredded material), newspaper or shredded paper of all types (including waxed paper, computer paper and similar hygroscopic or non-neutral material) is prohibited.

D. Material under these HSH NOTES will be shipped to the Department of Defense, and compliance such as with ISPM Publication No.15 for wood is required.

E. ASTM D3951 Options for Export Shipments shall apply if and only if the order or contract calls out such as “Package for Export.”

F. The contractor shall provide a packing list identifying the contents of each shipment with the shipment. DD Form 250 "Material Inspection and Receiving Report" may be used as the packing list provided that it contains all of the information required below and that it applies to the specific shipment.

3. Marking
