20th SFG (A) Pre-Mission Readiness Program Statement of Work.
1. DESCRIPTION OF SERVICES. The contractor will provide all direct labor, training material, equipment, supervision (of contractor personnel), facilities, and all other items and services necessary to support four separate courses as follows (see attached statement of work for each) in support of the 20th Special Forces Group (Airborne):
· 5-day Mobile Force Protection course
· Optional Advanced Skills training course
· 5-day Surveillance Identification and Operations course
· 5-day Asymmetrical Threat Survivability course This training shall encompass instruction on antiterrorism/force protection subjects as delineated throughout this Statement of Work (SOW).
2. PERFORMANCE REQUIREMENTS. Following are the terminal learning objectives for each course and brief descriptions required for inclusion in each course “program of instruction” needed to satisfy the Government’s training requirement. At the completion of each course, each student, successfully completing the training, will have been taught the antiterrorism/force protection skills indicated and earned certifications, where appropriate. The contractor will provide students successfully completing each course, a certificate of completion. The contractor will report student failures to the senior ranking student in the class and the 20th SFG (A) Operations Officer.
2.1. The contractor will provide realistic training scenarios, including rates of speed (for driving and mobility training) during the conduct of this training will be limited only by road safety considerations, the student’s ability, vehicle capability scenario norms based on actual combat operations, and the instructor’s ability to control the training event.
2.2. The contractor shall provide a Program of Instruction (POI) that utilizes current Afghanistan and other current combat or other high risk operational threat profiles that are continually increasing in difficulty based on student ability to find, fix, and eliminate the enemy threat throughout all training venues. The attack profiles (direct action and/or clandestine, i.e., surveillance) and threat scenarios replicated during the practical exercises will be based on recent tactics used against U.S. troops. The students will be briefed on recent threat scenarios and “lessons learned” by the use of actual observations on the battlefield and open source materials that focus on current attack methodologies. Recent is defined as, within the preceding 12 months.
2.3. The contractor will provide each student with electronic copies of case studies, video clips, PowerPoint presentations, and any other type of printed or electronic information presented during the course, to include any type of required “read-ahead” material.
2.4. The contractor will provide rehearsal areas, vehicles, maps, sand table, and scaled models of the course/scenario area, to facilitate rehearsal opportunities during practice exercises.
3. TRAINING SITE/FACILITIES.
3.1. For consistency, the contractor will provide a training site that is owned or leased throughout the duration of this Blanket Purchase Agreement (BPA) and located within the continental U.S. The training site shall consist of multiple driving tracks that replicate paved and unpaved multi-lane road conditions similar to those that exist in Afghanistan and the other areas where 20th SFG (A) soldiers are involved in combat or other high risk operations. One track shall be a minimum of three quarters of a mile to facilitate all required driving training events within this SOW. The contractor’s proposed training site will be designed to meet all the training requirements stated herein.
3.2. The contractor will provide one lunch meal per training day for each course. Lunch will be served on the training site and consist of healthy food options.
3.3. The contractor will maintain an agreement with local (to the training site) motels for student lodging during each course. Pricing for double-occupancy rooms will be maintained at a discounted rate. The contractor will block off rooms and make reservations for each course based on student rosters for each course supplied by 20th SFG (A).
4. HOURS OF OPERATION. The contractor will provide 8 hours of daylight training daily, excluding meal time. Two 4-hour night training sessions will be provided as part of driving and mobility training in addition to the normal 8-hour day portion for a minimum of 8 hours of night training.
4.1. The breakdown of the training cycle for each course will be no less than 10% classroom training and no less than 75% scenario-based training where the students are actual participants in the various training scenarios.
5. GOVERNMENT FURNISHED EQUIPMENT. The equipment furnished by the Government will be used only in performance on this contract.
5.1. Equipment. The contractor will provide a list of mandatory and recommended items of equipment for each student in a welcome letter/administrative instructions provided prior to each course.
5.2. Vehicles. 20th SFG (A) will provide rental vehicles (1 per 2 students), full-sized sedan, mini-van or SUV with tinted windows, for use during vehicular portion of the Surveillance Identification and Operations course.
6. CONTRACTOR PROVIDED EQUIPMENT AND MATERIALS:
6.1. Equipment. The contractor will supply sufficient quantities of equipment for the number of students attending each course. The following listing of equipment is not intended to be all inclusive and represents the minimum equipment the Government anticipates is necessary:
--M-4 Carbine 5.56 rifle, to include appropriate ammunition --M-9 pistol, 9mm, to include appropriate ammunition --AK-47 Assault 7.62 rifle, to include appropriate ammunition --M-4 Carbine 5.56 rifle simunition barrel --M-9 pistol, 9mm simunition barrel --Communications equipment --Arms Room and or vault --Serviceable SUVs, training vehicles (full size sedans), ramming vehicles to facilitate the training requirements for driving courses for up to 24 students.
--Serviceable U.S. military HMWWVs to facilitate the training requirements for up to 18 students.
--Fuel/tires --Vehicle Rollover Simulator --220 lb. training dummy --Reduced Visibility Driving Helmet
HMWWV vs. Sedan: HMWWV, or suitable operational vehicle, will be used for a minimum 20% of the practical exercises and evaluations for driving courses. A suitable operational vehicle is one that will be used by the 20th SFG (A) in the operational environment that is the focus of the training. There will be no requirement for the HMWWVs to be utilized during any training event that calls for the damage or destruction of the vehicle. Sedans will be used primarily to teach fundamentals/training rehearsals. Operational vehicles will be available for training at all times.
6.2. Materials. The contractor will provide the following materials:
--Training ammunition (5.56 Ball and 9mm Ball and simunition ammunition AA21, AA12), lethal and non-lethal weaponry and simulation apparatus --Other simulation weapons and ammunition required to meet the training objectives, i.e., paint balls.
--Other pyrotechnic devices necessary to simulate a combat environment during training --Training aids consumed or destroyed in training to include targets, windshields, windows, doors, vehicle parts. Etc.
--Student handouts and all other training material, equipment and devices
7. PERSONNEL QUALIFICATIONS.
7.1. The contractor will provide subject matter expert instructors who are fully competent to perform the work indicated throughout this SOW.
7.1.1. Instructors. The contractor will provide instructors who have at least one year of documented experience in providing this specific type of training in environments and conditions the same as, or similar to, those found in Afghanistan and/or the other areas where 20th SFG (A) soldiers are involved in combat or other high risk operations. All instructors shall have documented and current (within the last 60 months) experience in real world situations in Afghanistan and/or the other areas where 20th SFG (A) soldiers are involved in combat or other high risk operations that are specific to the tactics being taught.
7.1.2. Instructor/Student Ratio. The contractor will meet a minimum 1:3 Instructor to Student ratio.
7.2. The contractor will provide vetted and trained role players for all courses, including surveillance OPFOR, medical casualties (during operational trauma management scenarios), and force-on-force scenarios.
7.3. All personnel supporting this contract, including instructors, role players, and back-side support, will be fulltime cadre of the contractor. There will be no subcontracting of personnel.
