[STATEMENT OF WORK: NOAA Ship Fairweather’s Survival Suit Inspections FY21]

FY2021

STATEMENT OF WORK: NOAA Ship Fairweather’s Survival Suit Inspections FY21

1. Introduction This statement of work (SOW) is to provide details and requirements for Vendors bidding to provide inspection services for Fairweather’s 125 survival suits.

These survival suits are from the safety inventory of a U.S. Government research vessel owned by the National Oceanic and Atmospheric Administration (NOAA).

2. Scope Vendors shall provide a base price for the 3-year inspection testing of 125 each survival suits. The collection contains a variety of sizes and brands (mostly Imperial and Stearns) of neoprene survival suits.

3. REQUIRMENT:

A. 3 year pressure Test of Immersion Suits per following guidance from Coast Guard.

Note: The following actions are in accordance with U.S. Coast Guard Navigation and Inspection Circular 01-08 dated 28 January 2008 titled Shipboard Inspection and Testing of Immersion Suits.

Note: It is recommended that the air pressure test be performed at a suitable shore-based facility equipped to make any necessary repairs in accordance with manufacturer's recommendations. In view of the wide variety of materials and adhesives used in immersion suits, it is strongly recommended that any repairs be carried out by a facility which has access to original manufacturer's recommended servicing instructions, parts and adhesives, and suitably trained personnel.

DESCRIPTION:

01. A suitable head piece, fitted with a means to inject air into the suit, should be inserted into the face orifice of the suit and secured so as to minimize leakage around the face seal.

02. A low pressure monitoring device, either integral to the fitting for air injection or as a separate device, should also be inserted.

03. If the is fitted with detachable gloves and/or boots, the wrists and/or cuffs should be sealed by inserting a short piece of suitable plastic pipe and securing the gloves/or boots with suitable wire ties or hose clamps. The zipper should be fully zipped and any face flap closed.

04 The suit should then be inflated to a pressure of 0.7 to 1.4kPa (0.1 to 0.2 psi). If an auxiliary inflatable means of buoyancy is provided, it should be inflated through the oral valve to a pressure of 0.7kPa (0.1 psi) or until firm to the touch.

05. Each seam and closure of the suit, oral tube and attachment points, and joint or valve of any auxiliary means of buoyancy should then be covered wit a soapy water solution containing enough soap to produce bubbles if there is a leak. If leakage is noted at a foot valve to the extent that air pressure cannot be maintained, the valves should be sealed before the test.

06. If leaks are observed by the propagation of bubbles at seams or closures, the leaking areas should be marked and, after cleaning the suit thoroughly with fresh water and drying it, repaired in accordance with manufacturer's recommendations by a manufacturer's approved facility B. Routine annual inspection per following guidance from Coast Guard.

DESCRIPTION:

01. Inspect the age of the immersion suit(s).

02. Inspect suit for rips, tears and abrasion in neoprene.

03. Check lights and whistles - replace batteries.

04. Inflate bladder and ensure no air leakage.
