About this file

This is a Statement of Work specifying requirements for the inspection, overhaul, calibration, testing, preservation, packaging, and marking of Woodward Type Governors installed on 175 WLM Class Buoy Tenders operated by the U.S. Coast Guard. The work covers two specific governor models: Woodward Part No. 8540-619 (Caterpillar Part Number 124-3174) and Woodward Part No. 8540-569 (Caterpillar Part Number 124-3174).

The contractor must perform complete overhaul services including disassembly, cleaning of all contaminants, replacement of worn or damaged components with genuine Woodward parts, reassembly by factory-trained technicians, and calibration to meet Woodward Test Specification Procedure 10257MH for CAT 3508 Propulsion Diesel Engines. All overhauled governors must be restored to new governor performance standards. The contractor is required to submit an Initial Inspection Plan with inspection procedures and equipment lists, followed by a Final Test & Inspection Plan that incorporates current Woodward Test Specifications. An Initial Inspection Estimate and Final Test Report must be developed for each governor and submitted to the Coast Guard Contracting Officer for approval prior to shipment. The contractor must maintain a documented Quality System in accordance with ANSI/ASQC Q9003, implement a test equipment calibration program compliant with ANSI/NCSL Z540-1 traceable to NIST, and notify the Contracting Officer at least seven calendar days prior to any inspections or testing. Each overhauled governor must be individually packed in a wooden crate constructed per MIL-STD-2073 specifications and marked with specific information including stock number, part number, overhaul date, and a re-inspection date of 60 months from overhaul. Bar coding labels compliant with SFLC specification D-000-0100 REV F must be applied to all items.
