About this file

This is a Statement of Work (SOW) for data visualization training services for the United States Secret Service (USSS) Office of Strategy, Planning, and Innovation (OSP). The contractor shall deliver two single-day, 8-hour in-person data visualization bootcamp trainings to 50 USSS employees (25 attendees per session) prior to September 30, 2026. The training will be conducted at USSS Headquarters, 950 H Street, NW, Washington, DC 20223, and must be delivered between 9:00am-5:00pm Monday through Friday except federal holidays or facility closures.

The training curriculum shall address five core objectives: defining data visualization, discussing its importance for business leaders, identifying various settings and styles of data visualization, identifying types of data visualizations and their appropriate use cases, and discussing how to present data to leaders unfamiliar with such presentations. The instruction shall focus on creating high-quality visualizations for quantitative and qualitative data using common Microsoft tools (Excel, PowerPoint, etc.) rather than advanced software packages such as R or Tableau. The training shall employ an interactive, hands-on workshop format to allow participants time to practice concepts and ask questions. The contract is structured as a Firm Fixed Price (FFP) award, with all contractor travel, personnel, equipment, supplies, facilities, tools, materials, and supervision included in the course cost. The contractor must provide a point of contact designated in writing to the contracting officer and is responsible for safeguarding all government equipment and information, maintaining physical security, and ensuring contractor personnel identify themselves as such when present in USSS facilities or meetings.

STATEMENT OF WORK (SOW)

Data Visualization Training

Part 1

GENERAL INFORMATION

1. INTRODUCTION: The United States Secret Service (USSS), Office of Strategy, Planning, and Innovation (OSP) delivers strategic planning, enterprise evaluation, and knowledge and information management for the USSS.

This is a non-personal services contract to provide two single day data visualization “bootcamp” trainings for OSP and USSS employees. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn is responsible to the Government.

1.1 Background: In 2024, OSP’s Enterprise Governance and Evaluations Division (now divided into the Enterprise Research & Evaluation Program [ERE] and the Enterprise Governance Management Program [EGM]), Enterprise Analytics Division (EAD), and Special Advisor Program (SAP) attended a highly successful data visualization training that supported the development of comprehensive evaluations and analysis to promote informed decision-making and drive positive transformation in programs, processes, and organizational units.

1.2 Objectives: OSP is seeking to provide data visualization training to its employees who did not attend the 2024 training and open the opportunity to analysts in other interested Directorates. The focus of the training should be on creating high-quality data visualizations for quantitative and qualitative data, improving communication of information, and better enabling leadership decision making. The data visualizations discussed should be developed using common tools, such as the Microsoft suite (Excel, PowerPoint, etc.), rather than more advanced software packages, such as R or Tableau. An ideal training would be an in-person, hands-on format with an interactive trainer (e.g., workshop style) to give employees time to practice implementing the concepts they learn throughout the training and ask questions along the way. OSP aims to train 50 USSS employees. To achieve this goal and reduce travel costs incurred from the contractor, two single day trainings should be provided back-to-back.

1.3 Scope: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the data visualization training as defined in this Statement of Work except for those items specified as Government furnished property and services.

Training course objectives are as follows:

• Define data visualization.

• Discuss why data visualization is important for business leaders.

• Identify various settings and styles of data visualization.

• Identify types of data visualizations and when to use each one.

• Discuss how to present data to leaders who may not be accustomed to such presentations.

1.3.1. Course Participants: The trainings will be delivered to 25 attendees each, for a total of 50 attendees.

1.4. Specific Tasks:

USSS provided identification when working in USSS facilities.

1.5.6. Contractor Travel: All contractor travel requirements will be included in the cost of the course.

1.5.7 Other Direct Costs: N/A

1.5.8 Data Rights: N/A

1.5.9 Organizational Conflict of Interest: Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.
