1.0 PROJECT INTRODUCTION

1.1 GENERAL

The US Fish and Wildlife Service (USFWS) has a request for services to design and construct a new Fire Cache and Bunkhouse for the Desert National Wildlife Refuge Complex at the Corn Creek Field Station in Nevada.

All Design and Construction Services required in this RFP shall be performed by licensed Professionals registered in the State of Nevada.

1.2 REFUGE DESCRIPTION

Encompassing six major mountain ranges and seven distinct life zones, Desert NWR showcases the abundance and variety of nature that can be found in Southern Nevada, all just a short drive from Las Vegas.

The Service’s Nevada Fire Zone serves all the refuges in the Desert NWR Complex and partner land management agencies by supporting their wildfire suppression, vegetation control and other preventative measures to reduce wildfire risk, and habitat management through burn plans and associated prescribed burns. The Nevada fire program was first established in 2000; however, staffing was only recently built up and the construction of designated fire facilities is now urgently needed for successful and efficient operation of the Nevada Fire Zone. Currently, staff and operations are within the Desert Complex but decentralized among various locations. The proposed facilities will concentrate all Nevada Fire Zone facilities and base operations at the Corn Creek administrative area within Desert

NWR.

1.3 REQUIREMENTS

The Contractor is responsible for providing all design and construction services required for the final firm fixed price (lump sum) contract amount negotiated.

The Contractor shall design the Project in compliance with applicable requirements of federal and state laws, codes, rules, regulations, ordinances, and standards, including but not limited to, those outlined below. The Contractor shall have copies available of applicable codes and regulations for ready reference. These shall include but are not limited to the latest versions/editions of the International Building Code, the International Energy Conservation Code, NFPA 101, National Electric Code, National Plumbing Code, ADA/ABA, and others as applicable.

2.0 PROJECT REQUIREMENTS

2.1 SCOPE OF WORK AND PROJECT SUMMARY/REQUIREMENTS

The new NFZ Fire Complex will serve all National Wildlife Refuges (NWR) across Nevada, including two refuge complexes and one stand-alone refuge, totaling eight refuges (Table 1) and approximately 1.7 million acres of land managed by the U.S. Fish and Wildlife Service (Service).

The project will include, but may not be limited to, the following:

A. Review site data and confirmation of project requirements.

B. Upon award, determine and provide design schedule of work.

C. Upon Mobilization, evaluate existing conditions of the site and prepare and submit an updated a limited Topographic Survey of the Project Area, as necessary, to confirm horizontal and vertical control points and existing elevations. Note: a topographical survey was prepared in June of 2024 and is included with this solicitation.

D. Perform updated geotechnical analysis if deemed necessary. Develop the design for site improvements, site utilities, buildings, and foundation systems. Note: a Geotechnical Report was prepared in September 2024 and is included with this solicitation.

E. Prepare and submit DB Design Development and DB Construction Documents for review and approval, as required. Contractor shall adhere to Design Build Contract General Requirements and any other general conditions. Formal submittals and FWS review shall occur at the following intervals:

a. 50% Design Development

b. 90% Construction Documents

c. 100% Construction Documents

F. Provide schedule of construction work.

G. Obtaining any required construction permits. Contractor shall pay for all permit and inspection fees associated with the Work. This shall include but may not be limited to:

a. Electrical permit and electrical inspections on projects. Contractor shall apply for, pay, and secure permits for the project.

b. For plumbing, the Contractor to perform a pressure test and leakage test on pipes and fittings installed.

c. Mechanical equipment requires commissioning and testing. Contractor to provide a HVAC system balancing report with operating parameters.

d. Septic system permit application and inspection.

H. Secure work area and provide for continued access to the existing facility.

I. Construct project.

J. Create and provide operations and maintenance manuals and warranty documentation.

K. Provide as-constructed drawings.

2.2 DESCRIPTION OF DESIGN SCOPE OF WORK

The Design phase of the project shall include a design kick-off meeting, and weekly (virtual) design check-in meetings. Contractor shall provide meeting notes within 3 business days of each meeting. The contractor shall also schedule a review meeting at each milestone submittal and a written response to comments received for each submittal. At least once during each of the three design phases shall the Contractor provide an update on the project budget/schedule of values.

The list below describes in general what shall be provided at each design submittal milestone.

2.2.1 50% DRAFT DESIGN DEVELOPMENT DOCUMENTS: This will fully define and describe the elements required for constructing this project. The level of completion for the design and engineering sections of work shall be as follows:

A. This submittal package shall describe all the architectural and engineering design elements to be included in the final document package, including, but not limited to the following: site plans and site details, floor plans, exterior elevations, sections, details, interior elevations, ceiling plans, engineering design drawings, design calculations, code analyses, fire protection systems, schedules, energy savings calculations and description, specifications in word format, cover sheet, and demolition plans, as required.

B. The Contractor shall review and become familiar with the Inadvertent Recovery Plan to be used in case of any findings during excavation activities.

C. The drawings shall indicate work that has added any scope (beyond the original scope of work described by this solicitation) using clouds and callouts. A separate accounting shall be provided in excel format for the changes and these shall be approved by the government prior to proceeding with the next phase. The submittal shall also identify “work by others” required for the project to be successfully constructed as designed and priced.

D. The Contractor’s engineer shall conduct a Safety Analysis - Perform code reviews and ensure the design & construction complies with (but not limited

to) the USFWS manual, current edition of the federal and state OSHA safety requirements, National Fire Protection Association 101 Life Safety Code, National Electrical Code, International Plumbing Code, International Building Code, International Energy Conservation Code, International Mechanical Code, and similar model codes.

E. The Contractor shall complete applicable Utility Permit Applications & Supporting Documents). Unless explicitly agreed to otherwise by the USFWS, identify, annotate, and prepare permit application for USFWS signature complete with supporting documents as required.

Deliverables:

A. 50% Design Drawings and Code Analysis B. Draft Submittals on Major Products and Maintenance Requirements C. Comment Response to 50% FWS review comments

2.2.2 90% DRAFT CONSTRUCTION DOCUMENTS: The A&E will prepare 90% Draft

Construction Documents consisting of drawings, specifications, and an engineer’s opinion of possible construction cost and the Contractor’s opinion of possible construction schedule. The Contractor will furnish review copies of the 90% Construction Documents to the USFWS within 30 business days after receipt of comments concerning the 50% Construction Document submittal.

2.2.3 100% FINAL CONSTRUCTION DOCUMENTS: After completing the response to the

FWS 90% review comments, the A&E will prepare Final Construction Documents consisting of final plans, specifications, and an opinion of possible construction schedule.

Contractor shall provide construction documents in accordance with the approved 100% Final Construction Documents: submit to FWS a PDF of IFC – Issued for Construction documents.

2.2.4 AS-BUILT DRAWINGS: Contractor shall work with the site superintendent during construction to document any field changes and provide CAD accurate as-built drawings at the completion of the project.

Deliverables:

A. Electronic set of accurate as-built drawings in CAD and PDF format B. Electronic GIS shape files of all newly added utilities if applicable

2.3 DEFINITION OF CONTRACT LINE ITEMS

The intent of this section is to explain, in general, what is included in each contract line item, limits or cut-off points where one item ends, and another begins. If no item exists for a portion of the work, include the costs in a related line item. Refer to attachments for additional information.

CONTRACT LINE-ITEM NO. 01 – MOBILIZATION AND VERIFICATION

For this line item the Contractor shall confirm project scope-of-work with Project Leader, CO and COR and confirm on-site conditions including utilities. This item includes an updated work plan on completion of the scope verification. It also includes mobilization to the project site and the coordination of the placement of dumpsters, portable toilets, material storage and other necessary provisions with the Project Leader.

CONTRACT LINE-ITEM NO. 02 – ARCHITECTURAL-ENGINEERING SERVICES FOR DESIGN –

NEW FIRE CACHE

This item consists of the design and construction administrative services for the new Fire Cache building.

CONTRACT LINE-ITEM NO. 03 – CONSTRUCTION OF THE NEW FIRE CACHE

This item consists of the complete construction of the new fire cache, including concrete aprons, and utilities within a 5’ perimeter of the foundation. Refer to attachments for further details.

CONTRACT LINE-ITEM NO. 04 – DESIGN AND CONSTRUCTION OF GRAVEL DRIVE,

PARKING AREAS AND SITE UTILITIES

This item consists of the design and construction of the site layout, grading for site drainage, site utility connections for fire cache and bunkhouse (see OPTION items), dirt/gravel drive aisles and parking areas as well as grading for a future bunkhouse placement (see OPTION items).

CONTRACT LINE-ITEM NO. 05 – DESIGN AND CONSTRUCTION OF A NEW SEPTIC SYSTEM

This item includes the design, permit and construction of a new septic system to serve the Fire Cache and the future Bunkhouse.

CONTRACT LINE-ITEM NO. 06 – ARCHAEOLOGICAL MONITORING

This item includes an SOI-qualified* archaeological monitor or Tribal cultural monitor on-site during all ground disturbing activities in order to address the low potential for unanticipated discovery. This item includes daily written reports for every day of ground-disturbing activities attended. *Secretary of the Interior's Standards

CONTRACT LINE-ITEM NO. 07 – CLOSE OUT AND DEMOBILIZATION

This item includes the correction of ‘punch-list’ items, as-built record drawings and CAD files, Owner training, Owner’s Maintenance Manuals, and other items per base contract requirements. This item also includes demobilization from the project site.

CONTRACT LINE-ITEM NO. 8 – OPTION ITEM A: PHOTO-VOLTAIC ARRAY

This item includes the design, net-metering application and construction a 12-kW ground-mounted array to provide renewable power and shade at the parking area.

Include monitoring application to remotely track the array production and performance via internet website.

CONTRACT LINE-ITEM NO. 9 – OPTION ITEM B: CONCRETE PAVING AT FIRE CACHE

PARKING AREA

This item includes the design and construction of a concrete parking area for the fire cache.

CONTRACT LINE-ITEM NO. 10 – OPTION ITEM C: CONCRETE PAVING AT BUNKHOUSE

PARKING AREA

This item includes the design and construction of a concrete parking area for the bunkhouse.

CONTRACT LINE-ITEM NO. 11 – OPTION ITEM D: DESIGN AND CONSTRUCTION OF A 10

BEDROOM 2 BATH BUNKHOUSE

This item includes the design and construction of a bunkhouse to accommodate 10 staff.

CONTRACT LINE-ITEM NO. 12 – OPTION ITEM E: PROCUREMENT AND INSTALLATION OF

AN 8 BEDROOM “OIL-FIELD” TYPE BUNKHOUSE

This item includes the foundation design including building access, procurement, installation and utility connections. Refer to attachments for details.

CONTRACT LINE-ITEM NO. 13 – OPTION ITEM F – DESIGN AND CONSTRUCTION OF A 5

BEDROOM 2 BATH HOME

This item includes the foundation design including building access, construction and utility connections. Refer to attachments for details.

CONTRACT LINE-ITEM NO. 14 – OPTION ITEM G – INSTALLATION OF A PERIMETER

FENCE

This item includes the procurement of and the installation of approximately 1000 lineal feet of 8’ tall chain-link fencing surrounding the project site. Two new electrically operated gates shall be installed.

CONTRACT LINE-ITEM NO. 15 – OPTION ITEM H – ADD ONE FIRE BAY

This item includes the addition of one additional fire bay (single overhead door).

2.4 PROJECT MEETINGS

2.4.1 Project Kick-Off Meeting on Site

After award of the contract and acceptance of the Performance and Payment Bonds, the Contracting Officer (CO) or Contracting Officer’s Representative (COR) will arrange a Project Kick-Off Meeting with the Design-Build Contractor. This meeting will be held at the site at Corn Creek Administrative Site. Part of the purpose is to review the scope of work for, discussions with the station staff and assessment of the site. Services will also include coordination with AHJ and tribal representatives. A review of the project requirements shall be conducted with the key USFWS stakeholders to confirm the Project Requirements and Budget Constraints.

Deliverables:

1 Agenda prior to Meeting 1 Meeting minutes and findings within 5 calendar days of meeting 1 Proposed Project Schedule with Milestones for each task

The meeting agenda for the Project Kick-Off Meeting shall include the following at a minimum:

Review and prioritize USFWS Requirements and Design Objectives.

Discuss Environmental and Sustainability Requirements Identify Commissioning Requirements Discuss Schedule of Values Review Design Schedule (provide minimum of ten color hard copies).

Discuss Process for Modifications during Design Review Required Design Submittals Review Areas available for use by the Design-Build Prime Contractor Review Access Requirements of the USFWS

Discuss Natural and Cultural Resource Protection Review Payment Procedure Review the Inadvertent Discovery Plan

2.4.2 Formal Design Review Meetings

In addition to regular project meetings, the Contractor shall be responsible for preparing meeting agendas, meeting minutes, and scheduling of required Formal Design Review Meetings with the owner (USFWS). Prior to performing a Design Review Meeting, the Prime Contractor will provide an electronic PDF copy of the Construction Documents at least 7 days in advance of the scheduled Design Review Meeting per section 2.1.2. The purpose of providing Construction Documents in advance to a Design Review Meeting is to provide the USFWS with sufficient time to review the current iteration of the Construction Documents and provide comments.

Formal Design Review Meetings will be scheduled by the Contractor for the 50%, 90%, and 100% Final Construction Document milestones.

2.4.3 Pre-Construction Meeting

The following Project Requirement deliverables shall be submitted a minimum of one week prior to the Pre-Construction Meeting.

Letter designating Contractor’s Project Superintendent Project Schedule with Construction Activities delineated Accident Prevention Program Safety Plan A list of sub-Contractors for this project (this item shall match initial proposal submitted at solicitation) Waste Management Plan (WMP) Quality Control Plan (QCP) Storm Water Pollution Prevention Plan (SWPPP) Submittal Process Contractor’s Commissioning Plan (CCxP)

After 100% Final Construction Documents are approved (or completed portions of Contractor’s necessary for fast tracking the project), and prior to the start of construction, the CO or the COR will arrange an on-site Pre-Construction meeting with the Contractor. The meeting agenda will include the following as a minimum:

Correspondence procedures Roles and responsibilities Lines of Authority Progress Payments Submittal process Construction schedule (please provide hardcopies upon request). Note: No portion of the work can begin construction until 100% Complete DB

Construction Documents are approved for that portion and any other portion of the work that may be affected by it.

Labor standards Payroll reports Modifications Accident reporting Refuge Rules and Regulations Medical emergency processes, availability, emergency numbers, and contacts.

Refuge permits, burning construction waste, rules of the road, alcohol use, housekeeping, firearms, pets, natural and cultural resource concerns.

Access road and site constraints.

Visitation and public relations.

Archeological Resources Protection Requirements Saturdays, Sundays, holidays and night work Traffic control

2.5 CONSTRUCTION PROGRESS MEETINGS

The Contractor shall be responsible for preparing meeting agendas, meeting minutes, and scheduling of required Construction Progress Meetings. The USFWS requires the Contractor to schedule progress meetings weekly during construction. The purpose of weekly construction progress meetings with the USFWS is to report on project progress and any potential issues, which were encountered or continue to develop during construction and installation. The weekly construction progress meetings will be by phone or on site and will have, as a minimum, the following agenda items:

Approval of minutes of previous meetings Submittal status Review of off-site fabrication and delivery Requests for Information (RFI’s) and issues Modifications Work in progress and projected Schedule update (provide updated CPM schedule) Status of Project Record Drawings and O&M Manuals Other business relating to contracted work

2.6 PROJECT SCHEDULE

General: The Contractor shall provide an electronic copy of the project schedule after award and before the first Design Review Meeting. The schedule shall include a detailed design phase with design deliverable submission dates, review periods, and a construction schedule with important milestones included for both phases.

Develop in its entirety the construction portion of the schedule and submit to the Contracting Officer and Contracting Officer’s Representative before the Pre-

Construction Meeting or prior to any construction start date. The project schedule shall be updated on a monthly basis throughout the entire contract period of performance and until project substantial completion. The status date of each schedule update shall be a minimum of 10 days before the progress payment request date.

2.6.1 Purpose: The purpose of the project schedule is to ensure adequate planning, coordination, scheduling, and reporting during execution of design and construction activities by the Contractor. The project schedule will assist the Contractor, the Contracting Officer, and the Contracting Officer’s Representative in monitoring the progress of the work, evaluating proposed changes, and processing the Contractor’s monthly progress payment requests.

2.6.2 Schedule Development: The project schedule shall cover the entire contract period. The late finish date of the project schedule shall be the same date as the established completion date of the contract.

Contractor’s project schedule shall consist of procurement activities (including mobilization, submittal, and the fabrication and delivery of key and long-lead procurement items) and construction activities.

2.6.3 Project Schedule Updates

Monthly updates: The monthly updating of the project schedule shall be an integral part and basic element of the estimate upon which progress payments shall be made under this contract. If, in the judgment of the Contracting Officer, the Contractor fails or refuses to provide a schedule of values and a complete schedule update or revision as specified hereinafter, the Contractor shall be deemed to have not provided the required information upon which the progress payment may be made and shall be subject to retainage of a portion of the payment.

Time Impact Analysis for Contract Modifications, Changes, Delays, and Contractor Requests Requirements: When contract modifications or changes are initiated, delays are experienced, or the Contractor desires to revise the project schedule, the Contractor shall submit to the Contracting Officer a written time impact analysis illustrating the influence of each modification, change, delay, or Contractor request on the contract time.

Time Extensions: Activity delays shall not automatically mean that an extension of the contract time is warranted or due the Contractor. It is possible that a modification, change, or delay will not affect existing critical activities or cause non-critical activities to become critical. A modification, change, or delay may result in only absorbing a part of the available total float that may exist within an activity chain of the project schedule, thereby not causing any effect on the contract time. Time extensions will be granted in accordance with the terms of the contract.

Float: Float is not for the exclusive use or benefit of either the U.S. Fish and Wildlife Service or the Contractor. Extension of the contract time will be granted only to the extent the equitable time adjustments to the activity or activities affected by the modification, change, or delay exceeds the total (positive or zero) float available on a particular activity.

2.7 ADDITIONAL DESIGN REQUIREMENTS

The use of fossil fuels or propane will not be permitted in the operation of the new building.

3.0 PERFORMANCE REQUIREMENTS

DESIGN IMPERATIVES: utilize the following at all stages of the design and construction processes:

4.0 ADDITIONAL INFORMATION

4.1 PLACE, DELIVERY, AND PERIOD OF PERFORMANCE

4.1.1 The project is located at the Desert National Wildlife Refuge (NWR) at the Visitor Center located at Corn Creek, NV.

4.1.2 Period of Performance: the work is to be completed within 465 calendar days of Notice to Proceed (NTP) being issued.

4.1.3 Deliverables shall be submitted in pdf format, with clearly identified bookmarks.

File size shall not exceed 10 MB.

4.2 INSPECTION/ PERFORMANCE AND ACCEPTANCE

4.2.1 The Contractor shall consider local U.S. Fish and Wildlife Service (USFWS) guidance pertaining to the endangered species act requirements while on refuge land. Construction activities shall respect any special concerns and/or restrictions regarding the protection or disturbance of the surrounding infrastructures and/or wildlife habitat. Most notably the presence of the endangered desert tortoise will require protective measures to be implemented.

4.2.2 The work shall be accepted when all the work is completed as described here within and in accordance with any contract documents.

4.3 GOVERNMENT FURNISHED MATERIALS

The following data and materials will be provided to the Contractor upon award:

4.3.1 Geotechnical Engineering Report and Percolation Test Results

4.3.2 Topographical Survey

4.3.3 Tortoise Protection Plan

4.4 AVAILABILITY

Unless approved by the Facilities Manager and or on-site management team, work hours are Monday thru Friday, from 7:30 am until 4:30 pm except for federal holidays.

Work shall be performed during these hours unless alternate hours are prearranged with the Project Leader.
