STATEMENT OF WORK FORMAT
NON-PERSONAL SERVICES
1. INTRODUCTION/BACKGROUND:
a. The Rehabilitation & Engineering Center for Optimizing Veteran Engagement & Reintegration (RECOVER) requires the acquisition of a replacement wireless Electromyograph (EMG) system for its motion analysis lab, or a lab that measures human movement. Due to the nature of RECOVER’s research work and support of clinical work including measuring the impact of rehabilitation interventions on Veterans including interventions such as research devices, rehab interventions, and measuring movement over time after a diagnosis.
b. The current EMG system has failing batteries and are no longer compatible/supported by the motion analysis software since updating the existing camera system in 2025.
c. Previous research in this area has included the impact of alternate wheelchair designs on muscle activation of the shoulder, which will continue on pending wheelchair designs. Additionally, the VA has pending research looking at the impact of diagnoses that impact arm function and how muscle use patterns and recoveries differ between diagnoses. The VA also has uses for these EMGs on clinical patients who live with abnormal and high levels of muscle activity that limit walking to measure the impact of clinical interventions to manage that abnormal activity.
2. OBJECTIVE:
Procurement, and delivery of a wireless Trigno EMG system, software updates, and Galileo neuromapping add-on to the Minneapolis VAHCS, 1 Veterans Dr, Minneapolis, MN 55418, building 70, room 3Q 111.
Once the contract is awarded, the vendor shall ship and deliver the Trigno Centro Avanti System EMG system and Trigno NeuroMap 2 Galileo (per quote #6617) within 30 days of the award date.
3. MAJOR REQUIREMENTS:
In order for the Contractor to accomplish the work under this task order/purchase order, it shall be necessary for the Contractor to complete the following tasks:
· Deliver items quoted to Minneapolis VA Medical Center campus, at cost quoted.
· Fulfill their support quoted including training and warranty services as quoted from the delivery date.
· Wireless compact EMG sensors
· Sensors with integrated accelerometry and gyroscopy (IMU capabilities)
· Motor unit decomposition and motor unit action potential mapping
· Integrates directly into pre-existing software (Qualisys Motion Capture Systems (QTM))
· Real-time data streaming
The Government and the Contractor understand and agree that the services to be delivered under this contract by the Contractor to the Government are non-personal services and the parties recognize and agree that no employer-employee or master-servant relationships exist or will exist under the contract between the Government and the Contractor’s employees.
Equipment or Supply
· The government will inspect items within 30 days of the real delivery date. Upon delivery, the vendor shall provide a delivery receipt with the item that will be used to determine the 30 days. If installation or training for equipment or supply is required, vendor shall provide availability and schedule within 30 days. Installation and training is a part of the purchase order and must be completed to mark item complete. Incompletion of this task may lead to delays in payment.
9. PERIOD OF SERVICE:
All work to be performed under the order will be completed within 30 from the date of award of the order.
