Governance, Risk, and Compliance Security Engineering
The purpose of this support is to modernize and strengthen Defense Security Cooperation Agency (DSCA)’s Governance, Risk, and Compliance (GRC) posture through the application of automation and Policy-as-Code (PaC) capabilities. The Government seeks to enable a secure, scalable, and continuously monitored IT environment across both cloud and legacy systems by automating repetitive processes, codifying security policies, and improving compliance accuracy in alignment with Department of Defense (DoD) cybersecurity standards.
This initiative aims to reduce manual effort, increase efficiency, and ensure consistent enforcement of information security policies and procedures. Through the integration and implementation of automation and PaC technologies, DSCA will achieve enhanced visibility, faster response times, and greater assurance of compliance across its enterprise systems. These objectives directly support DSCA’s mission to deliver secure, effective, and globally integrated security cooperation capabilities. The effort aligns with DoD’s Cybersecurity Maturity Model, Adaptive Acquisition Framework principles, and Executive Order 14275 on AI and automation in Federal systems.
This effort encompasses the design, development, and deployment of enterprise-level automation and PaC solutions that improve the efficiency, consistency, and accuracy of DSCA’s cybersecurity operations. The Contractor shall deliver capabilities that:
• Automate and streamline core security and compliance processes across DSCA’s AWS cloud and non-cloud systems.
• Enable codified, machine-readable policy enforcement for near real-time compliance validation.
• Integrate continuous monitoring, reporting, and alerting capabilities.
• Utilize scalable, modular frameworks adaptable to evolving DoD guidance and emerging threats.
• Foster collaboration among security, operations, and program stakeholders to sustain and extend implemented solutions.
The Contractor’s solution shall seamlessly integrate with DSCA’s enterprise cybersecurity architecture, data management systems, and cloud operations environments, as well as applicable DoD enterprise platforms. Integration must align with existing automation and monitoring tools, identity and access management systems, and compliance frameworks under DSCA’s authority.
The Contractor shall identify all external dependencies, such as data access, network connectivity, and policy review cycles, and account for them within project planning to maintain mission alignment and uninterrupted performance.
Objectives
Objective 1: Enable Automation Frameworks for Infrastructure Configuration
Develop and deploy automation frameworks that streamline cybersecurity and IT operations, reduce manual intervention, and improve operational efficiency. The resulting solutions shall enable automated provisioning, configuration, and enforcement of cybersecurity controls across DSCA’s hybrid environments. This includes implementing Infrastructure-as-Code (IaC) to automate provisioning and configuration of systems in alignment with DoD standards and integrating the proper tools (e.g., Ansible, Terraform, AWS CloudFormation/Config/SecurityHub, etc.) into existing AWS and legacy environments.
Expected Results:
• Reduction in manual security enforcement and provisioning activities by at least 25% within the first year.
• A 50% reduction in manual processes supporting cybersecurity within the first year.
• Interoperable integration of automation frameworks across AWS and applicable legacy systems to ensure consistent policy enforcement.
Objective 2: Codify Security Policies through Policy-as-Code
Translate DSCA security and compliance requirements documentation into machine-readable code that enables automated enforcement, validation, and auditability of security controls.
Expected Results:
• Implementation of automated version-controlled, auditable Policy-as-Code (PaC) compliance checks supporting DoD RMF, NIST SP 800-53, and DSCA directives.
• Automated configuration management of at least 25% of current manual security controls within 12 months.
• Reduction of configuration drift of initial configuration to near zero across managed infrastructure.
Objective 3: Enhance Continuous Monitoring and Reporting
Integrate automation and PaC solutions into DSCA’s continuous monitoring environment to deliver real-time visibility into compliance posture, risk indicators, and security metrics. This includes integrating data from newly implemented and existing security tools (Splunk, ELK Stack, AWS CloudWatch, etc.) to view collective information on security posture.
Expected Results:
• Real-time dashboards and automated reports providing visibility into 100% of cloud-native systems where PaC is implemented.
• Automated alerting and remediation triggers to minimize manual monitoring requirements.
Objective 4: Achieve Scalability and Adaptability
Design solutions that are modular, reusable, and scalable across all DSCA systems, ensuring adaptability to evolving DoD policies, compliance frameworks, and technology environments.
Expected Results:
• Scalable automation and PaC templates deployable across 100% of applicable DSCA systems within 12 months.
• Modular and adaptable architectures capable of supporting new DoD cybersecurity mandates and emerging technologies without rework.
• Cross-training of 100% of the DSCA GRC team within 12 months to ensure sustainability and in-house capability.
Objective 5: Advance Governance and Stakeholder Collaboration
Facilitate coordination across DSCA security, compliance, and program offices to ensure solution alignment with mission needs, enterprise governance frameworks, and stakeholder expectations.
Expected Results:
• Governance structures and decision frameworks established for the management and evolution of automation and PaC initiatives.
• Specify cadence for regular reoccurring meetings to identify barriers and refine priorities.
• Full stakeholder approval of implemented solutions and measurable increases in adoption rates.
Performance Standards
The Contractor’s performance will be evaluated based on measurable outcomes, adherence to cybersecurity standards, and delivery timeliness.
Performance Measures Include:
