INDIAN HEALTH SERVICE
PHOENIX INDIAN MEDICAL CENTER
Statement of Work
Background The cooling towers were installed in 2010 and the cooling tower fill (heat exchange medium for evaporative cooling) needs to be replaced. The drift eliminator portion of the fill is damaged and needs to be repaired.
Objective The objective of this contract is to replace the fill independently, keeping one cooling tower in operation while the other is maintenance. The hospital either depends on the chiller or the flat plate heat exchanger, which both depend on one cooling towers for heat transfer.
This will improve the heat transfer capacity. The fill itself has deposits which reduce the surface area available for heat transfer. The water is chemically treated but the chemicals do not remove all of the deposits. When the tower is cleaned mechanically, the power spray cleaners often damage the material.
System Requirements Main deliverable is the cooling tower fill with drift eliminators.
Contract Awardee Responsibilities & Tasks The awarded vendor shall be fully responsible for the cooling towers fill replacement. The contractor shall coordinate with the Engineering department and schedule the replacement for when the cooling demand is low. One cooling tower can be shut down while the fill is replaced. The preferred option is to complete the work during the weekend, since the potential for cooling demand and the impact is low.
The working tower sump shall be protected from debris while the fill replacement is occurring. Assuming the sump is drained, all debris shall be removed from the cooling tower sump. The contractor shall be responsible to refill the sump, the nearest fire hydrant is located through the block fence to the West of the cooling tower.
The contractor will be responsible for repairing and or fixing any problems that occur during the performance of work.
Support and Maintenance Services The contractor shall make sure the water in the adjoining sump remains clean/clear while the fill removal and replacement is being done.
Training The contractor shall provide training on the care of the cooling tower fill, if requested by the government.
Web Requirements No web requirements.
Period of Performance (POP) Performance of the contract(s) shall be from 60 days from contract award, and with the work on one tower scheduled at least one week in advance so the government will have time to notify the security and other staff, the second part of the tower shall be scheduled with approval from the facility.
Minimum Qualifications Contractor shall have a minimum of 5 years of experience in mechanical contracting with experience in changing out cooling tower. The contractor shall furnish at least three references from the projects that they have worked on within the past five years.
Delivery Delivery and installation to all items is required within 90 days after receipt of order or sooner.
