About this file
This is a specification document for Project 26Z1AY2, an FSA Horticulture and Composting Program procurement for FPC Alderson, a federal correctional facility. The specification outlines requirements for procuring and implementing equipment to support institutional sustainability initiatives and inmate rehabilitation through vocational training. The primary deliverable is one BioSpeed M4 In-Vessel Composter (or approved equal) housed in a 20-foot prefabricated container measuring 219 inches in length, 62 inches in height, and 36.5 inches in depth. The composting system features two composting chambers and one compost collection chamber with a daily capacity of 132 gallons (937 lbs or 0.7 cubic yards). The system requires 200–240 VAC, 50–60 Hz input voltage with 30 Amp service and maximum power consumption of 6.5 kWh. Electrical components include a 1 kW main motor, 5 kW heat tracing, 0.25 kW fan, and 0.25 kW output motor with compost output auger featuring sequence-controlled dispensing and adjustable intervals.
The contractor must also provide one 40-foot prefabricated shipping container, a hydraulic lift system for container handling, and comprehensive services including delivery to FPC Alderson in Glen Ray, West Virginia 24910, on-site installation, system commissioning, and training for staff and program participants on safe and effective equipment operation. The composting system incorporates multiple safety features including individual motor alarm feedback, high-temperature safety switches, hatch safety switches active during operation, manual emergency stop, automatic standby mode, automatic repower after power loss, alarm and event recording, and fault indicator lamps. The program aims to divert food waste, shredded paper, lawn clippings, and fall leaves from landfills to produce compost for use in two greenhouses (50×50 feet and 16×30 feet) and institutional flower beds and produce gardens, while enabling female inmates to earn First Step Act credits and pursue certifications in horticulture, composting and waste management, and environmental sustainability.
