About this file
This is a Statement of Work (SOW) for commercial cable television (CATV) and broadband internet modem services required by Commander, Naval Surface Force, U.S. Pacific Fleet (COMNAVSURFPAC) at Naval Amphibious Base (NAB) Coronado, specifically for Buildings 11 and 14. The services are intended to be sole-sourced to Cox Communications (Cox California Telcom L.L.C.), the incumbent provider under existing purchase order N00244-21-P-0445. The contract will consist of a 12-month base period from August 11, 2026, through August 10, 2027, with four optional 12-month renewal periods available.
The requirement encompasses continuous delivery of commercial cable television services and broadband internet modem connectivity to support mission-essential operations, situational awareness, and administrative functions at the specified naval facility. Cox Communications maintains existing, operational telecommunications infrastructure at the location, and transitioning to an alternative provider would necessitate comprehensive engineering surveys, installation of new infrastructure, replacement of customer premise equipment, network reconfiguration, and extensive testing. The Government's determination to pursue a sole-source award is justified by the substantial cost duplication and potential operational disruptions that would result from competitive procurement and infrastructure replacement. The NAVSUP Fleet Logistics Center San Diego (FLCSD) is the contracting activity, with the Department of the Navy Naval Supply Systems Command serving as the federal agency.
