Bureau of Human Resources

I. SCOPE OF WORK

The Pennsylvania Department of Conservation and Natural Resources (DCNR) is seeking the services of a contractor to provide chainsaw and tree felling training to approximately one hundred (100)

Department employees at eight (8) different locations throughout the Commonwealth, in accordance with the Contract Tasks below.

The training format should be similar to or modeled after the nationally recognized “Soren Eriksson’s

Game of Logging” training.

Note: The Department will provide the trees to be utilized at these trainings, as well as all Department employee’s tools, equipment, personal protective equipment, and necessary fuel, fuel containers and lubricants for the equipment. The instructor will only be responsible for providing their own tools, equipment, personal protective equipment, fuel and lubricants.

Any questions regarding the specific aspects of this bid should be directed to Juan F. Requena Jr. at

717-787-8369. Questions regarding the contracting or bidding aspects of this bid should be directed to

Nancy Weibley at 717-783-4884.

II. CONTRACT TASKS

Instructor will train a maximum of 100 employees from the Bureaus of Forestry and State Parks.

The training will be conducted at eight (8) different training sites: five (5) regional state park locations, and three (3) forest district locations, throughout the Commonwealth. (See Attachment A for these locations.)

All eight (8) training sites will consist of a maximum of ten (10) employees (students). In addition, the

Department will maintain a buffer of 20 additional slots, with interested employees filling those slots at the

8 training sites. Note: An additional training class may be added to handle additional interested employees. This additional (optional class) will be held at the Greenwood Furnace State Park location.

The cost of this additional optional class will be based upon the same price originally bid and awarded for that location.

The comprehensive training program should consist of four (4) levels of training, with each level advancing to a more sophisticated level of proficiency. These levels and their tasks are outlined in

Attachment B. Each of the four (4) levels of training at all eight (8) sites will be 1 full day (7.5 hour day, with a ½ hour lunch period, and a 15 minute break in the morning and afternoon), totaling 32 days of training. It is desired that the different level trainings be spaced out so there are 3 weeks between each level of training.

Each training day shall provide for at least four (4) hours of hands-on training. This will allow for adequate demonstration of the skills learned during the training day and should reflect the trainee’s ability to perform the tasks at each level.

The awarded vendor will work with the DCNR contact to develop a mutually agreed upon training schedule.

NOTE: All associated costs incurred by the instructor such as travel, lodging, food, etc., must be included in the per class bid price. No additional costs will be permitted. Vendors shall acquaint themselves with Commonwealth of Pennsylvania Management Directive 230.10 – Travel and

Subsistence Allowances, for establishing bid pricing. Consideration should be given to compliance with these guidelines.

The management directive is essentially modeled after GSA travel allowances. The
