A comprehensive warranty package covering 1,000 operating hours or 12 months (whichever occurs first) applies to all supplied components, with the vendor required to provide all parts and labor for repairs during the warranty period. Statement of Work (SOW)

Project Name: Caterpillar 3406 Ship Service Diesel Generator Overhaul Parts Kit Vessel: CGC RESOLUTE (WMEC 620)

Solicitation Type: Restricted to Caterpillar Authorized Parts & Service Centers Only

2. Scope of Work & Vendor Requirements

2.1. Authorized Vendor Restriction

This solicitation is strictly restricted to Caterpillar Authorized Parts & Service Centers. Vendors must be certified by Caterpillar to sell and support OEM marine/industrial engine components.

2.2. Component Requirements

OEM Specification: All parts, seals, gaskets, and components provided in the overhaul kit must be genuine Caterpillar (OEM) new stock or Caterpillar OEM remanufactured components. No aftermarket, third-party, or non-authorized equivalent parts will be accepted.

Parts List Alignment: The kit must contain all components specified in Attachment A:

Caterpillar 3406 Parts List of the contract solicitation.

No Technical Support: The USCG is performing the installation and overhaul utilizing shipboard and port-support personnel. The vendor is not required to provide technical support, on-site engineering, or installation assistance for this project.

1. Project Overview & Background The United States Coast Guard (USCG) is executing a long block exchange of a Caterpillar 3406 engine. This engine serves as a critical Ship Service Diesel Generator (SSDG) onboard the CGCRESOLUTE (WMEC 620).

Because the USCG has utilized Original Equipment Manufacturer (OEM) remanufactured Caterpillar long block replacement engines over an extended period, there is no single, standard serial number associated with the current physical engine.

To successfully complete this exchange, the USCG requires a comprehensive "overhaul kit" composed of the specific OEM components detailed in this document and its attachments.

3. Shipping & Delivery Requirements

3.1. Delivery Schedule

The overhaul kit must be delivered to the vessel's homeport by October 5, 2026.

3.2. Delivery Address & Attention

The overhaul kit must be shipped and delivered directly to the vessel's homeport:

3.3. Shipping Documentation & Inventory Control

To prevent confusion and streamline the inventory receipt process, shipping documents must include:

1. A complete bill of materials / packing list.

2. A direct copy of the USCG-provided parts list (Attachment A) with any updated, superseded, or substituted OEM part numbers clearly noted alongside the original requested numbers.

4. Core Return Process & Terms

The vendor is fully responsible for the logistics and costs associated with returning the engine component cores.

Logistics & Shipping: The vendor is responsible for return shipment of the cores from the vessel's Portsmouth, VA location to the vendor's facility.

Instructions: The vendor must provide clear, written instructions for the core return preparation and documentation process upon delivery of the parts kit.

Notification & Pickup: The USCG will notify the vendor in writing when the cores are decommissioned and packaged for return. Upon notification, the vendor must promptly dispatch a commercial freight carrier to pick up the material from the vessel's location.

Inspection & Acceptance Window (45-Day Rule):

The vendor has exactly 45 calendar days from the date of receipt/return of the cores at their facility to inspect, account for, and either accept or reject the cores in writing via an invoice or formal status report.

Financial Liability Waiver: If the vendor fails to provide a written status

(acceptance/rejection) of the core returns before the end of this 45-day period, the

USCG will be released from all financial responsibility for core charges, including any claims of missing, incomplete, or unacceptable core items.

5. Warranty Terms

As all supplied parts are required to be OEM certified, the vendor must provide a comprehensive warranty package:

Warranty Duration: 1,000 operating hours or 12 months, whichever occurs first.

Coverage: This warranty applies to all individual components, seals, gaskets, and assemblies supplied in the overhaul parts kit.

Scope of Remedy: In the event of a component failure within the warranty period, the vendor must provide all parts and labor required to correct and repair the failure.

Warranty Activation: The warranty period will commence immediately upon the USCG's official physical receipt of the kit at the Portsmouth homeport.
