About this file
This is a Statement of Work for the installation and upgrade of overhead patient ceiling lifts at the Michael E. DeBakey VA Medical Center in Houston, Texas. The Department of Veterans Affairs intends to award a sole source firm fixed price contract to Premier Medical Distributers LLC, an SDVOSB located in Myrtle Beach, South Carolina, for the procurement and installation of Guldmann GH3+ patient lift systems. The work involves site preparation and installation of multiple lift units across various clinical departments, including the Proctology Clinic (1 unit), Radiology (5 units), GI Clinic (6 units), and SCI Unit PT Gym (1 unit), among others. The lifts specified are 605-pound safe working load systems with WiFi capability, integrated control and monitoring modules, hanger bars, rails, trolleys, and hardware, configured for either 3-meter by 3-meter or 5-meter by 5-meter spaces depending on departmental requirements.
The procurement is classified under NAICS code 339113 (Surgical and Medical Instrument Manufacturing) with a small business size standard of 800 employees and is assigned FSC/PSC code 6515. The sole source justification is based on market research findings that only one responsible SDVOSB source can provide the required upgrades, authorized under the Veterans Benefits Act of 2003 and FAR 19.1406. This notice constitutes both the Notice of Intent to Sole Source and the synopsis of proposed action, serving as the primary notification for this non-competitive acquisition.
