STATEMENT OF WORK
TO
Deliver MicroC® 2000 (Supplemental Carbon Source) To
Hurlburt Field Advanced Wastewater Treatment Plant
Facility (BLDG. 91500)

1.1 WORK INCLUDED. The supplier shall deliver MicroC® 2000/supplemental Carbon Source or Equal to Hurlburt Field's Advanced Wastewater Treatment Facility (Building 91500). Product will be used as a carbon source for denitrification at the Hurlburt Field AFB Advanced Wastewater Treatment Facility.
1.2 SUBMITIALS. The supplier shall furnish technical data sheets, product samples or any other specific information requested by the government to demonstrate compliance within the specifications.
Suppliers submitting alternate carbon sources (paragraph 1.3) shall also be required to supply the submittals below. The submittals shall include the following:
a. The address and dedicated supplemental carbon storage capacity for the intended primary location of manufacture and any alternative locations that could be utilized for production.
b. An emergency supply plan that describes the protocol that will be utilized to ensure uninterrupted product supply in the event that the primary facility or the supply of raw glycerin is compromised or impacted by a severe storm.
c. At least one year of quality control sampling data from the primary manufacturing location which will serve Hurlburt Field Advanced Wastewater Treatment Facility that demonstrates the supplemental carbon source being supplied is consistent in quality. Quality control data shall not deviate less than 95% of the values from the table located in paragraph 1.5. Insufficient data, missing data or poor results will be grounds for deeming the supplier non- responsible. By submitting this data, the supplier represents and warranties that all data has been generated using the test methods listed within the table.
1.3 ALTERNATE SUPPLEMENTAL CARBON SOURCES. The specifications specifically reference MicroC® 2000 as the identified supplemental carbon product, however, approved equal alternative supplemental carbon will be considered. For this commodity contract, the term "approved equal" shall mean technically acceptable in the judgement of the authorized end-user. Technical acceptability will be determined by a review, accomplished by the end-user, of the proposed item to ensure the item meets or is equal to the manufacterur’s mimimum specifications. Should the supplier seek approval of a product other than the brand named in the specifications, written evidence shall be furnished proving such product conforms in all respects to the specified requirements, and that it has been used successfully elsewhere under similar conditions. Methanol or any product containing 0.3 percent or greater methanol content will not be considered an approved equal. Additionally, any alternative supplemental carbon must have a COD (Chemical Oxygen Demand) that is between 1,050,000 mg/L and 1,150,000 mg/L. Where the specified requirements involve conformance to recognized codes or standards, the bidder shall furnish evidence of such conformance in the form of test or inspection reports, prepared by a recognized agency, and bearing an authorized signature. Manufacturer's standard data and catalog cut sheets will not be considered sufficient in themselves, and the Hurlburt Field Advanced Wastewater Treatment Plant will not be responsible for seeking further data from the manufacturer, or for otherwise researching the product. Failure to provide complete data will be cause for rejection of the product. Suppliers seeking approval of "or equal" products or systems shall provide, at minimum, the following:
Product/System submittals, including, but not limited to:
a. The number of years the manufacturer has been in business of manufacturing supplemental carbon sources for non-industrial (domestic) wastewater denitrification.
b. Product specifications and detailed description of how each product or component is "equal" to the specified product, system or component. A side by side comparison is required.
c. Current product manufacturing locations and product supply locations, including dedicated supplemental carbon storage volumes and the number of years the location has been manufacturing supplemental carbon for denitrification.
d. Evidence of successfully obtaining approval for a supplemental carbon supply contract with similar wastewater treatment plant(s) with Florida Department of Environmental Protection or NPDES permit requirements.
e. Detailed summary of, at minimum, five (5) non-industrial (domestic) wastewater treatment users, including but not limited to:
a. Project name, location and application
b. Years in operation
c. Current average daily flows and design flows
d. Operator name and contact information
e. Representation and warranty that user has not rejected or returned product, received invoice credits, substitute product or some other consideration in exchange for product not meeting quality standards
1.4 EXPERIENCE. The supplemental carbon source shall be manufactured and supplied by a company experienced in the design and manufacture of supplemental carbon sources. Manufacturers shall have at a minimum five (5) years' experience in the supply of supplemental carbon sources for non-industrial (domestic) wastewater denitrification and shall have at minimum five (5) successful supply contracts that utilize the exact supplemental carbon product proposed for Hurlburt Field's Advanced Wastewater Treatment Plant.
1.5 GLYCERIN BASED SUPPLEMENTAL CARBON SPECIFICATIONS. Glycerin based supplemental carbon products shall be manufactured to meet the most stringent product specifications. Furthermore, to achieve consistent product quality, all raw glycerin used in the production of a glycerin based supplemental carbon shall originate from BQ-9000 certified producers. All glycerin based supplemental carbon sources shall adhere to the following specifications:

1. Preference shall be given to supplemental carbon sources with USDA BioPreferred Biobased Certification. The USDA BioPreferred Program certifies that supplemental carbon source is composed of 100% Biobased materials. This certification process ensures that the Federal Government stands behind the Biobased content within the supplemental carbon source. As a result of this, products that bear this label must demonstrate adherence to the application process outlined in the Code of Federal Regulations §2904.5. This label further serves to prove that supplemental carbon has been accepted and certified as Biobased by the USDA.
2. Crude glycerin will not be approved under any circumstances for use as a supplemental carbon source. Hurlburt Field's Advanced Wastewater Treatment Plant is concerned about the impacts crude glycerin could have on existing tanks, pumps, piping and the treatment process. Glycerin shall be considered crude if it is a byproduct of biodiesel production and has any of the following attributes:
a. It is not refined/processed to consistently meet the specification stated in the table under paragraph 1.5.
b. It has not been directly marketed as a supplemental carbon source for more than a year.
c. It does not have more than 1 year history being utilized as a supplemental carbon source for wastewater treatment denitrification in at least 5 wastewater treatment plants with a flow equal to or greater than 1mgd.
d. Potentially contains, fats, solids, or other non-glycerin products that will not pass a 1mm sieve.
e. Contains 1% or greater methanol content.
f. Originates directly from a biodiesel production facility
1.6 MANUFACTURING FACILITIES. To ensure a consistent and uninterrupted supply of product, manufacturer shall maintain multiple manufacturing and/or storage facilities to service the contract.
Facilities shall be geographically located such that at least one facility is not susceptible to damage in the event a major weather event impacts Florida. All listed manufacturing or storage facilities must, at the time of bid submission and at all times during the contract have at least one month of on-hand inventory (1,000 gallons) to supply the Hurlburt Fields Advanced Wastewater Treatment Plant.
1.7 ORDERS. All orders will be placed in increments of 4,400 gallons (plus or minus 100 gallons) to ensure full tanker loads. The manufacturer/supplier shall acknowledge receipt of all orders within one business day. Delivery shall be scheduled with 10 working days or order receipt.
1.8 DELIVERY. All deliveries shall be made between 7:00 AM and 2:00 PM, Monday to Friday, unless approved otherwise by Hurlburt Field's Advanced Wastewater Treatment Plant. Tankers used to haul the supplemental Carbon shall either be dedicated to the supplemental carbon source or cleaned prior to loading to assure that cross contamination with other products does not occur.
a. With each delivery provided under the contract, the supplier must provide a Certificate of Analysis (COA) that includes all parameters listed in section 1.5.
b. For each delivery, the supplier shall retain a representative sample that is taken from the production batch. Samples shall be retained for a period of at least three months before destruction.
