Statement of Work (SOW)
1. Site Preparation and Removal Services
1.1. The Contractor shall provide all labor, supervision, material, tools, equipment, supplies, transportation, and incidentals necessary to safely remove existing structures, prepare the site for new comfort station, and install ADA access ramp/sidewalk. The work will take place within the Apollo Beach District (AD) of Canaveral National Seashore.
2. The work includes:
2.1. Dismantling and removal of two existing concrete block comfort stations, including underground holding tanks, from the designated locations within the park.
2.2. Responsible removal and disposal of all materials in accordance with environmental and safety regulations. All removed materials become the property of the contractor and shall be disposed of at a licensed/registered debris disposal facility. At the end of the demolition, contractor must install construction fence to prevent people or animal to fall in open trench.
2.3. Site grading and preparation (after new building is in place) to accommodate the installation of a new concrete pad and ADA/ABAAS-compliant access ramp, ensuring compliance with accessibility standards. The pad must be 6” above parking lot elevation to match elevation of the new building. (see attached images)
3. Verification of site conditions to ensure all necessary preparation aligns with project specifications and meets federal, state, and local requirements.
4. Regulatory and Safety Compliance
4.1. All work shall be carried out in accordance with US and local codes, industry standards, and current OSHA and EPA regulations.
4.2. The project shall meet the requirements of the Florida Building Code (FBC) and ASCE 7-22
Standards to ensure resilience against environmental conditions.
4.3. All elements shall be designed to meet Miami-Dade Hurricane Standards for durability and protection.
4.4. The Park Safety Officer shall have the authority to stop work if violations or unsafe acts are identified. Any incidents resulting in injury, damage, or safety concerns shall be immediately reported to the Contracting Officer’s Representative (COR).
5. Traffic and Vehicle Regulations
5.1. Contractor employees operating motor vehicles must possess valid driver’s licenses and maintain necessary permits, registrations, and insurance.
5.2. Compliance with posted speed limits, parking regulations, and seatbelt requirements is mandatory.
5.3. The use of drones is strictly prohibited within park boundaries.
6. Field Verification and Submittals
6.1. The contractor shall field verify all proposed materials, dimensions, and quantities before procurement and submit these to the COR for approval.
7. Debris Disposal Plan: The contractor must submit a disposal plan outlining the removal and disposal strategy for all materials.
8. Inclement Weather Plan: The contractor shall submit a plan detailing measures to secure equipment and materials in case of severe weather conditions.
9. Installation Requirements
9.1. The new concrete pad and ADA-compliant ramp shall be installed in alignment with federal and state accessibility guidelines.
9.2. The final site preparation must ensure proper drainage and be suitable for future infrastructure placement.
10. Working Hours
10.1. The contractor shall complete on-site work during normal business hours (7:30 AM –
4:00 PM, Monday through Friday), excluding federal holidays. Any work outside of these hours requires COR approval.

Attachment 1
1. GENERAL REQUIREMENTS
All work shall conform to the latest edition of the IBC, Americans with Disabilities Act (ADA)
Standards for Accessible Design, ASTM standards, and local/state building codes.
The contractor is responsible for obtaining necessary permits, complying with environmental regulations, and ensuring worksite safety.
Worksite shall be restored to pre-construction conditions upon project completion.
2. CONCRETE SIDEWALK CONSTRUCTION (15’ x 5’ x 6”)
2.1. Materials:
Concrete: 4,000 psi compressive strength (28-day cure)
Aggregate Base: Not required due to existing elevation matching the building's Finished Floor
Elevation (FFE)
Expansion Joints: ½” pre-molded expansion joint material only between the sidewalk and the ramp
Control Joints: Saw-cut or tooled every 5 feet if necessary
Finishing: Light broom finish for slip resistance
Curing: Apply curing compound as per ASTM C309
2.2. Execution:
1. Surface Preparation o Ensure that the Finished Floor Elevation (FFE) of the sidewalk matches the building's
FFE.
o No excavation is required.
2. Formwork o Set forms to ensure proper alignment and elevation.
3. Concrete Placement & Finishing o Pour concrete, ensuring an even distribution.
o Apply light broom finish for slip resistance.
o Ensure proper slope for drainage if needed.
4. Curing & Protection o Cover with curing compound or moisture-retaining material.
o Protect from traffic for at least 72 hours.
3. CONCRETE RAMP CONSTRUCTION (15’ x 5’)
3.1. Materials:
Same as sidewalk construction materials above.
Slope not to exceed 1:12 (8.33%) for ADA and ABAAS compliance.
Expansion joint required where the ramp meets the sidewalk.
3.2. Execution: (Same as sidewalk construction materials above.)
4. SITE CLEANUP & FINAL INSPECTION
Remove debris, excess materials, and formwork.
Restore disturbed areas with topsoil and reseed if necessary.
Conduct a final walkthrough with the project manager for approval.
