WY – BB Visitor Center Parking Lot Solicitation # 140R6021Q0014
STATEMENT OF WORK
1.0 Background
The work included in this solicitation consists of subsurface explorations at a parking lot and access road at the Buffalo Bill Dam Visitor Center on U.S. Highway 16/20, the Cody to Yellowstone Highway, approximately 6 miles west of Cody, Wyoming.
The Visitor Center parking lot and access road are reportedly composed of uncontrolled material from tunnel and road cut excavation spoils wasted/dumped during widening of U.S. Highway 16/20 and construction of the Shoshone Canyon Tunnel. The tunnel and road cut were excavated using drill and blast methods through various rock types, mapped as dolomite, dolomitic limestone, shale, limestone conglomerate, and granite. The rocks exposed in the road cut are also locally intersected by a fault.
The character of the uncontrolled fill comprising the Visitor Center parking lot and access road is unknown. However, based on available construction photographs, it is anticipated to contain clay or silt to boulder-sized materials (soil and rock) that was dumped and wasted over the original reservoir shoreline. Portions of the fill may have been placed on unconsolidated colluvial deposits of variable character, potentially containing boulders. During the 1980’s Buffalo Bill Dam construction modification project, the Visitor Center Parking Lot was used as contractor staging area and a haul road, and additional fill materials were added. Following the dam modification, the staging area and haul road were paved with asphalt to create the Visitor Center parking lot and access road to the Visitor Center and dam.
Shortly after the dam modification project, tension cracks in the asphalt and sloughing of the shoreline slope was observed, indicating fill slope movements. Repairs were made in the 1990s including the addition of slope revetment and replacement of the damaged asphalt pavement.
Similar movement and pavement cracking have been noted in recent years.
2.0 Scope
The work to be completed under this contract includes providing a geotechnical data report which will be comprised of data from five exploratory drill holes, soil and bedrock sampling, laboratory testing and inclinometer casing installations in two of the drill holes. The details of specific tasks and deliverables are discussed in the following sections. The intent of the work is to provide the government with data to characterize the subsurface conditions at the Visitor Center parking lot and access road. Geotechnical interpretations or recommendations are not part of the scope.
3.0 Objectives
The purpose of this work is to provide subsurface data for planning and design of potential repairs to the parking lot and access road. Primary objectives of the work are to collect and report subsurface data to identify the depth to bedrock beneath the parking lot and access road, characterize the uncontrolled fill material, and install inclinometer casings for future monitoring (by the government) of the fill movement.

After the kickoff meeting with Government representatives and prior to commencing drilling work, the contractor shall mark the drill hole locations confirmed by the Government, submit the one-call ticket, and coordinate as required to clear all utilities located within 50 feet of each drill hole location.
The parking lot will be open for public use during the drilling work. Prior to the start of drilling, the Contractor shall establish a perimeter around the work area with the aid of a Government representative, as discussed in Section 6.0. The Contractor is responsible for the barriers and signage to restrict public access. The perimeter shall be marked with Caution tape (or equivalent). Two Caution/Stay Out signs (or equivalent) shall be erected at each side of the perimeter to notify vehicles and people to avoid the active work areas.
The Contractor shall locate each completed drill hole using a hand-held GPS device with at least 3-feet horizontal accuracy.
4.1.1. Drill Holes
The Contractor shall drill five (5) vertical drill holes at locations shown on Figure 1 and listed in Table 1, to be confirmed by the designated Government Representative prior to drilling. Drilling method(s) selected by the Contractor shall accommodate the completion of SPTs according to ASTM D1586 in the upper 20 feet of each drill hole, above the bedrock. In two (2) drill holes, drilling methods shall facilitate the installation of 70 mm (2.75 inch) O.D. grooved inclinometer casing. Drilling methods shall include HQ or HQ3 size rock coring to sample 10 feet of bedrock at the terminus of each drill hole. The primary intent of rock coring is to confirm the location of the top of bedrock contact, as opposed to boulders, in each drill hole.
The Contractor shall advance drill holes in order starting with DH-1, then DH-2, then DH-4, then DH-3, and then DH-5. The Contractor shall advance each hole to the top of bedrock using the selected drilling method(s) and then an additional 10 feet into bedrock using HQ or HQ3 rock coring methods. The Contractor shall terminate each drill hole at 10 feet below the top of bedrock, unless otherwise directed by the designated Government Representative. Anticipated drill hole total depths are shown in Table 1. It is possible that some drill holes will be shallower/deeper than what is listed in Table 1. The Contractor shall notify the Quality Assurance Evaluator (QAE) and the designated Government Representative if total depths of each or any drill hole exceeds depths listed in Table 1. Government Representative will approve all drill hole depths in the
WY – BB Visitor Center Parking Lot Solicitation # 140R6021Q0014 field during construction. The subsequent drill hole depths may be adjusted by the Government Representative so long as the total drill hole length does not exceed 180 feet. The Contractor shall not drill more than 180 total linear feet unless otherwise directed by the QAE.
As part of the drilling activities, the Contractor shall advance drill holes through approximately 3 inches of asphalt pavement (core or saw cut and patch), approximately 6 inches of road base materials, uncontrolled fill material that reportedly consists of tunnel and road cut excavation spoils dumped/wasted at the location of the parking lot and access road, potential underlying colluvium or residuum, and underlying bedrock. The uncontrolled fill material is likely to range from clay or silt to boulder-sized materials (soil and rock) and may include a minor amount of organic material.
The Contractor shall conduct a maximum total of 20 SPTs according to ATSM D1586, including a maximum of four (4) SPTs per drill hole. The Contractor shall attempt to conduct a SPT at intervals of each 5 feet of depth; one SPT between 0 to 5 feet, 5 to 10 feet, 10 to 15 feet, and 15 to 20 feet from the top of the asphalt surface. The Contractor should try to avoid advancing SPTs where cobble and boulder-sized material or bedrock is expected to result in immediate refusal or damaging of the sampling equipment. The Contractor shall use an automatic hammer to conduct SPTs. Refusal shall be at 50 blows within a six-inch-test interval or 10 consecutive blows with no advancement. SPT samples shall be logged and processed as specified in Section 4.1.3.
The Contractor shall switch to HQ or HQ3 diameter rock coring methods at the top of bedrock. The Contractor shall advance rock core drilling and collect HQ or HQ3 diameter rock core samples to a minimum depth of 10 feet below the top of bedrock. The intent of rock coring is to confirm that bedrock has been encountered in each drill hole, as opposed to boulders. All rock core samples collected shall be logged as specified in Section 4.1.3 and stored in core boxes purpose-built for HQ or HQ3 diameter rock core samples.
4.1.2. Inclinometer Casing Installation and Drill Hole Completion The Contractor shall install 70 mm (2.75 inch) O.D. grooved inclinometer casing in two (2) drill holes, DH-1 and DH-4, unless otherwise directed by the Government. (RSN 4.1.1) The Contractor shall install the casing starting at the base of each drill hole according to ASTM D6230 and the inclinometer casing manufacturer’s installation specifications. (RSN 4.1.2) The Contractor shall align one set of grooves perpendicular to the shoreline and the orientation shall be documented in the drill log. The Contractor shall not allow the inclinometer casing to rotate or twist during installation but shall maintain vertical alignment of the casing grooves.
The Contractor shall use a grout mix proportioned and batched in accordance with the inclinometer casing manufacturer’s specifications, and placed with tremie
WY – BB Visitor Center Parking Lot Solicitation # 140R6021Q0014 methods starting at the bottom of the drill hole and grout the annulus between the drill hole wall and inclinometer casing. The Contractor shall not allow the inclinometer casing to move vertically or undergo vertical compression from buoyancy uplift during the completion of the inclinometers. The Contractor shall insert a dummy cart or inclinometer probe to ensure the casing groves do not have an offset and that the casing joints are intact before completion. The Contractor shall cut the top of the inclinometer casing to allow enough room for the inclinometer cap to be secured and to allow the steel casing cover to be installed and remove any burs.
The Contractor shall protect each inclinometer with a 1-foot-diameter, flush-mounted DOT-approved steel casing and cover. (RSN 4.1.3) The Contractor shall secure the steel casing with a small concrete pad constructed between the outside of steel casing and the asphalt surface. The concrete pad shall be sloped away from the steel casing to prevent storm water runoff collecting in the steel casing.
The Contractor shall backfill all drill holes that are not completed as inclinometers with bentonite or grout from about 2 feet from the top of the asphalt surface to the total depth of the drill hole, according to applicable state and federal regulations. The Contractor shall use cuttings or road base type materials to backfill the drill holes from about 4 inches from the top of the asphalt surface to 2 feet of depth. The Contractor shall place and compact cold patch material to repair damage to the asphalt caused during drilling. The Contractor shall dispose of drill cuttings not sampled or used for backfill, and drilling fluids at an off-site location.
