Attachment 1: Aviation Gasoline (AVGAS)
STATEMENT OF WORK (SOW)
2023 Air Show
1. SCOPE: To provide all tools, materials, equipment, personnel, transportation, storage and any related items and logistics necessary to supply aviation fuel during the 2023 Wings over Wayne Air show, 18-21 May 2023 on Seymour Johnson Air Force Base.
2. MATERIALS: The following shall be provided by Fuel Supplier.
· Approximately 2,358 gallons of 100LL Aviation Fuel is required for the duration of the show (18-21 May at the Seymour Johnson AFB Flight Line), but a full truck is requested as daily quantities will vary.
b. Trucks, pumps, tools, equipment, and personnel to transport fuel and personnel to refuel aircraft via AVGAS refuel truck driving physically to the aircraft locations, starting from 1200-2000 on 18 May, and from 0800 through 2000 for 19-21 May
c. The Fuel Supplier will document the aircraft type and tail marking/identifier for all aircraft fueled, and the quantity taken by each aircraft with the date/time/location included. This documentation will be provided to the 4th Logistics Readiness Squadron, the 4th Contracting Squadron, and the Airshow Staff upon conclusion of the services for the airshow.
The following shall be provided by the Sponsor:
d. Seymour Johnson will provide a location to park truck on Airfield ramp.
e. Seymour Johnson will provide a military or civil service member to accompany AVGAS Fuel Supplier during the required hours of the airshow support (0800 through 1800hrs on 18-22 May 2023) for the purpose of communication and dispatch to the locations and aircraft requiring refuel or oil support.
3. LOCATION: This performance is to be accomplished on, Seymour Johnson Air Force Base, Goldsboro, NC, 18-21 May 2023.
4. CLEANUP: The contractor is responsible to return all work sites to the condition in which they were found.
5. WARRANTY: N/A
6. EMPLOYEES: The contractor shall ensure all employees working on Seymour Johnson Air Force Base possess proper identification and/or citizenship documentation. Under the Immigration and Nationality Act (INA), employers may hire only persons who may legally work in the United States (i.e., citizens and nationals of the U.S.) and aliens authorized to work in the U.S. The employer must verify the identity and employment eligibility of anyone to be hired (Ref:

7. Confidentiality: All terms and conditions set forth in this contract shall remain confidential between the “Supplier” and the “Sponsor” and its agents.
8. The “Supplier” agrees to indemnify and hold harmless the United States Air Force, its invitees, heirs, and assigns from all liability and against any demands, actions or causes of action arising out of or relating to “Supplier’s” participation in the WOW Air Show 2023 including costs, expenses, and attorney’s fees associated with said actions or causes of action. “Supplier” has in effect a policy of insurance, including liability insurance, covering such events.
9. Contract Cancellation: The Contracting Officer (in concert with the Seymour Johnson Air Show Director) is the Sole Authority to cancel the agreement. Cancellation of the agreement by the Contracting Officer due to weather, natural disaster, Force Protection issues, or military contingency will not constitute breach of contract or subject the Sponsor to any liability for damages, if cancelled before scheduled arrival date of Supplier.
10. Environmental Compliance: The Supplier shall be responsible for compliance with all Federal, State and local statutes and policies regarding transport, fueling operations and clean-up of any fuel spill resulting from transport or fueling operations.
