STATEMENT OF WORK
NOAA/NATIONAL MARINE FISHERIES SERVICE
Southwest Fisheries Science Center
Operations and Management
Aquaria Life Support System Pump APP-1 Repair
Performance Site: 8901 La Jolla Shores Drive, La Jolla CA, 92037
Period of Performance: Date of award through 120 days
BACKGROUND: NOAA National Marine Fisheries Service, Southwest Fisheries Science Center (SWFSC) has a requirement to repair various components of our experimental aquaria life support system. Historically the SWFSC aquarium focused on the early life history of sardine and anchovy and the development of egg and larval parameters for stock assessments. SWFSC mission has broadened to include continued validation of assessment parameters; Climate related studies; Recovery of ESA listed species; improving aquaculture outcomes; Rockfish barotrauma and impacts of rockfish re-descending management measures. Additional one-off projects are also supported.
SCOPE OF WORK: Contractor shall provide all labor, materials, and electrical to repair pump system for Aquaria Life Support System’s Seawater delivery system, specifically repairs to existing pump nameplated APP-1. La Jolla Laboratory’s experimental aquarium life support system shall be operational and delivering approximately 70 GPM at all times. The Facility Manager shall approve all required shutdowns. Tasks are detailed below:
TASKS:
1. Aquaria Life Support System Pump APP1 (Fybroc 1500 1.5X3-8 SN 100724)
a. To provide one (1) Sundyne Ansimag sealless ANSIMAG PUMP
#K+3158C05BK111110 magnetic drive non-metallic pump to be compatible with existing Variable Frequency Drive (VFD).(Brand name or equal)
b. Provide one (1) compatible power monitor system (HPL580) (Brand name or equal). See attachment HPL580 Technical Information_English.pdf
c. Provide one (1) compatible Replacement Base Mounting Plate (Bastek Polymer)(Brand name or equal). See attachment BaseTek PoxyBase PB- 17.pdf
d. Installation and Repair

Health & Safety Regulations:
It is the responsibility of the contractor to comply with all applicable Local, State, and
Federal Laws governing the Health & Safety of its employees including all regulations under the Occupational Safety & Health Act (OSHA). Such compliance shall include but is not limited to ensuring that all employees are properly trained for the work to be performed and have been supplied with all necessary protective and safety equipment.
Dispose of hazardous waste from service in accordance with California State Law.
Operation and Maintenance Records:
Contractor shall provide a Manufacturer’s startup report to the Facility Manager, who is responsible for the equipment. Note and report any discrepancies that would affect equipment operations. Provide operation and maintenance manuals (O&Ms) and any other technical documents to perform preventative maintenance. Provide list of all spare parts and ordering instructions.
Contractor Sign in and out:
Contractors shall sign in/sign out at the Reception Desk when arriving/leaving. All contractors shall wear company branded/labeled attire and contractors shall display the Southwest Fisheries Science Center (SWFSC) visitor badge at all times.
Non-Personal Service Contract Statement:
Contractor employees performing services under this contract shall be controlled, directed and supervised at all times by management personnel of the contractor.
Contractor employees shall perform independent of and without the supervision of any Government official. Actions of contractor employees may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the U.S. Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulations. The Government will perform the inspection and acceptance of the completed work.
Contract Administration:
The Facility Manager is responsible for the overall scheduling of the project activity and selection of communication needs. The contractor is responsible for scheduling the work to be done each day, within the work schedule of the SWFSC staff.
Work described herein may require that personnel have access to Privacy Information.
Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a, FAR 52.224-1, Privacy Act Notification, and FAR 52.224-2, Privacy Act. Contractor personnel are responsible for maintaining confidentiality of all subjects and materials.
The Government does not provide insurance to the Contractor and, under most circumstances, is not liable for injuries suffered by the Contractor during the performance of duties.
