About this file
This is a Statement of Work (SOW) for the procurement of PTC Apex Ada software licenses and support for the Mission Software Fleet Support Team (MSFST) at the Naval Air Systems Command. The Navy requires two specific software versions: PTC Apex Ada V4.4 for Solaris/SPARC (1 license) and PTC Apex Ada v5.0 for Linux/Intel targeting LynxOS/PowerPC (5 licenses), which are critical for maintaining the MH60RS software system. The procurement is a sole-source award to PTC, Inc. with a one-year support period that includes annual software licensing, technical support, license file updates, software patches, and technical assistance available Monday through Friday during specified hours.
The associated federal contract opportunity (Solicitation N68520-25-SIMACQ-KN00000-0300) is a Special Notice for a direct award to PTC, Inc. in Boston, Massachusetts, with justification that they are the only qualified source capable of supporting the MH-60RS Airborne Operational Program software. The Navy emphasizes that PTC is the exclusive developer of the Apex Ada compiler necessary for their specific software compilation needs, and any procurement delays could negatively impact the MH-60RS maintenance cycle. Vendors have two calendar days from the notice's publication to submit capability statements, though the government retains sole discretion on competitive procurement determination.
