ATTICE INSULATION ADDITION
010150 – 1
GENERAL REQUIREMENTS
SECTION 010150
PART 1 – SUMMARY OF WORK
1.1 DESCRIPTION
A. Work for this project requires the Contractor to be responsible for supplying all labor, materials, equipment, utilities, miscellaneous items, freight and delivery and all necessary valid licenses and permits for the work summarized as follows:
1. Provide and install Blown-in Fiberglass Insulation to provide R-30 atop existing batt insulation in full building attic.
B. This project is located at the Black Hills National Forest, Mystic Ranger District Office at 8221 Mount Rushmore Road, Rapid City, South Dakota 57702.
C. Building Information: The Mystic Office is approximately 27,438 gross square feet with full building attic space.
1. The building was constructed in 2006.
2. Original R-49 (design) fiberglass attic insulation remains in place,
3. Attic is accessed by exterior stairs and bi-leaf door.
4. Wooden walkways provide access through attic.
D. Provided documentation:
1. Scanned electronic copies of As-Built Attic Plans from 2006.
2. Photos of attic interior.
1.2 USE OF PREMISES
A. Use of Site: Confine constructions operations to immediate area of work. Do not disturb portions of Project site beyond areas in which the Work is indicated.
B. Full Government Occupancy: Government will occupy site and buildings during entire construction period. Cooperate with Government during construction operations to minimize conflicts and facilitate Government usage. Perform the work so as not to interfere with Government's day-to-day operations.
C. Driveways and Entrances: Keep driveways, parking areas, loading areas and entrances serving premises clear and available to Government, Government's employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials. Do not close or obstruct walkways, corridors, or other occupied or used facilities without written permission from Government and authorities having jurisdiction.
1. Schedule deliveries to minimize use of driveways and entrances.

2. Schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site.
1.3 WORK RESTRICTIONS
A. Nonsmoking Buildings: Smoking is not permitted within the buildings or within 25 feet (8 m) of entrances, operable windows, or outdoor air intakes.
1.4 CONTRACTOR’S RESPONSIBILITIES
A. Confine storage of materials to areas as approved by the CO.
B. Provide adequate signing and barricades and take necessary safety measures to protect the public and Government employees during all construction operations.
1.5 FIELD VERIFICATION
A. Field verify all new and existing dimensions affecting the work of this contract before ordering products.
PART 2 – DEFINITION OF ITEMS AND PAYMENT
2.1 DESCRIPTION
A. This section explains what is and what is not included in each pay item; the limits or cut- off points where one item ends and another begins; and basis of payment for work items listed in the Schedule of Items.
B. Payment: For each individual item listed here and in the Schedule of Items, payment shall be full compensation for all work related to the particular item in accordance with these specifications, and as shown on the drawings.
2.2 SCHEDULE OF ITEMS
A. Schedule of Items: The project Schedule of Items includes several sections to organize the work into Base Items and Optional Items.
1. Provide pricing for all items listed in the Schedule of Items.
2. Contract award will be made for all Base Items.
B. Base Items (BI):
1. Base Item No. 1 - Mobilization, Demobilization, Bonding and Insurance
a. Measurement: This item is measured as a Lump Sum quantity.
b. Payment: The contract lump sum price shown in the Schedule of Items shall include all materials, equipment, labor and incidentals required to perform all operations necessary for the movement of personnel, equipment, supplies and incidentals to the project site, and for all other work and operations that must be performed or that cause costs to be incurred prior to beginning work on the various items on the project

2. Base Item No. 2 - Provide and Install Blown-in Fiberglass Insulation to provide R-30 rating in entire attic space.
a. Measurement: This item is measured as a Lump Sum quantity.
b. Payment: The contract lump sum price shown in the Schedule of Items includes all materials, equipment, labor and incidentals required to perform all operations necessary for the common work results for providing and installing blown-in fiberglass insulation of sufficient thickness to provide R-30 ratings including all ancillary materials and equipment necessary for complete and operational use as specified and shown in the construction documents.
PART 3 – ACCIDENT PREVENTION
3.1 DESCRIPTION
A. This section consists of establishing an effective accident prevention plan and providing a safe environment for personnel and visitors.
3.2 SUBMITTALS
A. Accident Prevention Plan: Before on-site work begins, submit a company approved accident prevention plan. This plan will be posted in the contract file. Design the plan to address Federal, State, and Local Occupational Safety and Health requirements that apply to this project. Notice to Proceed will not be made until the plan is received. As a minimum the plan shall include:
1. Name, position title and contact information of company executive responsible for approving the Accident Prevention Plan.
2. Name and contact information of supervisor responsible to carry out the plan.
3. Outline of each phase of the work, the hazards associated with each major phase, and the methods proposed to ensure property protection and safety of the public, government personnel, and the Contractor's employees. Identify the work included under each phase by reference to specification section or division numbers.
4. Contingency plans for emergency situations such as medical, fire, hazard material spills and other contract assessed hazard prevention and abatement requirement needs that apply to this project.
B. Upon request, submit proof of employees' qualifications to perform assigned duties in a safe manner.
3.3 QUALITY ASSURANCE
A. Clauses entitled "Accident Prevention" and "Permits and Responsibilities" of the General Provisions: In case of conflicts between Federal, state, and local safety and health requirements, the most stringent shall apply. Equipment or tools not meeting OSHA requirements will not be allowed on the project sites. Failure to comply with
010150 – 4 the requirements of this section and related sections may result in suspension of work.
B. Qualifications of Employees: Ensure employees are physically qualified to perform assigned duties in a safe manner.
3.4 ACCIDENT REPORTING
A. Reportable Accidents: A reportable accident is defined as death, occupational disease, traumatic injury to employees or the public, property damage by accident in excess of $100, and fires. Within 7 calendar days of a reportable accident, fill out and forward to the CO a CA-1 form, which may be obtained from CO.
B. All Other Accidents: Report all other accidents to the CO as soon as possible and assist the CO and other officials as required in the investigation of the accident.
3.5 FIRST AID FACILITIES
A. Provide adequate facilities for the number of employees and the type of work at the site.
3.6 EMERGENCY INSTRUCTIONS
A. Post telephone numbers and reporting instructions for ambulance, physician, hospital, fire department, and police in conspicuous locations at the work site.
3.7 ESCAPE ROUTES
A. Provide and maintain adequate escape routes at all times in accordance with the Life Safety Code (NFPA 101). No corridor, aisle, stairway, door or exit shall be obstructed or used in a manner that interferes with escape routes.
3.8 PROTECTIVE EQUIPMENT
A. Personal Protective Equipment (PPE) shall meet requirements of NIOSH and MSHA, where applicable, as well as ANSI.
B. Inspect personal protective equipment daily and maintain in a serviceable condition. Clean, sanitize, and repair, as appropriate, personal items before issuing them to another individual.
C. Inspect and maintain other protective equipment and devices before use and on a periodic basis to ensure safe operation.
3.9 SAFETY MEETINGS
A. As a minimum, conduct weekly 15-minute "toolbox" safety meetings. These meetings shall be conducted by a foreman and attended by all construction
010150 – 5 personnel at the worksite.
3.10 TRAINING
A. First Aid: Provide adequate training to ensure prompt and efficient first aid.
B. Hazardous Material: Train and instruct each employee exposed to hazardous material in safe and approved methods of handling and storage. Hazardous materials are defined as explosive, flammable, poisonous, corrosive, oxidizing, irritating, or otherwise harmful substances that could cause death or injury.
PART 4 – SUBMITTAL PROCEDURES
4.1 PROCEDURES
A. Processing Time: Allow enough time for submittal review, including time for re- submittals, as follows. Time for review shall commence on CO's receipt of submittal.
1. Initial Review: Allow 10 working days for initial review of each submittal.
Allow additional time if processing must be delayed to permit coordination with subsequent submittals. CO will advise Contractor when a submittal being processed must be delayed for coordination.
2. If intermediate submittal is necessary, process it in same manner as initial submittal.
3. Allow 10 working days for processing each re-submittal.
4. No extension of the Contract Time will be authorized because of failure to transmit submittals enough in advance of the Work to permit processing.
B. Identification: Place a permanent label or title block on each submittal for identification.
1. Indicate name of firm or entity that prepared each submittal on label or title block.
2. Provide a space approximately 2 by 3 inches on label or beside title block to record Contractor's review and approval markings and action taken by CO.
3. Include the following information on label for processing and recording action taken:
a. Project name.
b. Date.
c. Name and address of Contractor.
d. Name of manufacturer.
e. Unique identifier, including revision number.
f. Number and title of appropriate Specification Section.
g. Drawing number and detail references, as appropriate.
h. Other necessary identification.
C. Deviations: Highlight, encircle, or otherwise identify deviations from the
Contract Documents on submittals.

D. Additional Copies: Unless additional copies are required for final submittal, and unless CO observes noncompliance with provisions of the Contract Documents, initial submittal may serve as final submittal.
E. Use for Construction: Use only final submittals with mark indicating action taken by CO in connection with construction.
F. Review each submittal and check for compliance with the Contract Documents.
Note corrections and field dimensions. Mark with approval stamp before submitting to CO.
G. Submittals not required by the Contract Documents will not be reviewed and may be discarded.
4.2 SUBMITTALS
A. General: Prepare and submit Submittals required by individual Specification Sections.
1. Number of Copies: Submit three copies of each submittal, unless otherwise indicated. CO will return two copies. Mark up and retain one returned copy as a Project Record Document.
B. Contractor's Construction Schedule: Provide a construction schedule.
C. Product Data: Collect information into a single submittal for each element of construction and type of product or equipment.
1. Mark each copy of each submittal to show which products and options are applicable.
2. Include the following information, as applicable:
a. Manufacturer's written recommendations.
b. Manufacturer's product specifications.
c. Manufacturer's installation instructions.
d. Manufacturer's catalog cuts.
PART 5– TEMPORARY FACILITIES AND CONTROLS
5.1 DESCRIPTION
A. This section consists of requirements for temporary facilities and controls, including utilities, support facilities, and security and protection facilities.
5.2 UTILITIES
A. Sanitary Facilities: Use of Government sanitary facilities will be permitted, as long as facilities are cleaned and maintained in a condition acceptable to CO. At Substantial Completion, restore these facilities to condition existing before initial

B. Electric Power and Lighting Service: Use of Government's existing electric power and lighting service will be permitted without metering and without payment of use charges, as long as equipment is maintained in a condition acceptable to CO.
C. Telephone Service: The Contractor is responsible for providing telephone service deemed necessary for the duration of the construction.
5.3 DELIVERY, STORAGE, AND HANDLING
A. Deliver blown-in fiberglass insulation materials in factory packages, marked with manufacturer, and product name.
B. Coordinate on-site storage requirements with the Contracting Officer (CO).
C. Locate temporary construction and support facilities for easy access and to avoid conflict with existing Government operations.
D. Store items at on-site location as determined by CO. Confine storage of materials to areas approved by the CO.
5.4 CONSTRUCTION WASTE DISPOSAL FACILITIES
A. Provide waste-collection containers in sizes adequate to handle waste from construction operations. Containerize and clearly label hazardous, dangerous, or unsanitary waste materials separately from other waste.
B. Implement waste reduction and recycling techniques to the maximum extent possible.
1. Breakdown packaging cardboard and boxes into flat sheets. Bundle and store in a dry location prior to transport.
2. As much as possible, require deliveries using pallets and crates to remove them from Project site. For pallets and crates that remain onsite, break down into component wood pieces for recycling.
C. Do not burn waste materials.
D. Transport waste materials off Government property and legally dispose of them.
5.5 SECURITY AND PROTECTION
A. Environmental Protection: Provide protection, operate temporary facilities, and conduct construction in ways and by methods that comply with environmental regulations and that minimize possible air, waterway, and subsoil contamination or pollution or other undesirable effects.
B. Restrict use of noisemaking tools and equipment to hours that will minimize
010150 – 8 complaints from persons near Project site.
C. Avoid use of substances that contribute to indoor air quality deterioration. Provide Safety Data Sheets for all substances upon request of CO.
D. Coordinate with CO on settings and adjustments to existing HVAC equipment to minimize spread of dust, debris, insulation, odors, noise and other disruptive substances and conditions into occupied parts of building.
E. Fire Protection:
1. Store combustible materials in containers in fire-safe locations.
2. Maintain unobstructed access to fire extinguishers, fire hydrants, fire-protection facilities, stairways, and other access routes for firefighting.
Prohibit smoking in hazardous fire-exposure areas.
3. Prohibit smoking within government facilities and within 25 feet of existing building.
PART 6 – EXECUTION REQUIREMENTS
6.1 DESCRIPTION
A. This section consists of general procedural requirements governing execution of the Work including, but not limited to, the following:
1. Schedule
2. General installation of products.
3. Progress cleaning.
4. Correction of the Work.
6.2 SCHEDULE
A. Occupied Work Area: Work will performed in occupied and functioning
Government office facility.
B. Schedule: Contractor shall submit Proposed Schedule to CO. Proposed Schedule shall include estimated time to order and obtain materials, perform work, and clean-
up. CO will review Proposed Schedule with Facility Manager and provide comments and revisions to Contractor.
C. Coordination of Work: Contractor shall coordinate with CO on any changes to existing HVAC system settings and operations required to minimize spread of dust, debris, insulation, odors, noise and other deleterious substances and conditions into occupied Government office. Similarly, Contractor shall abide by any requirements from CO to adjust operations to minimize same deleterious effects.
D. Progression of Work: Contractor will keep CO informed daily of work progress and status towards completion.

6.3 EXAMINATION
A. Existing Conditions: The existence and location of existing insulation and accessways are not guaranteed. Before beginning work, investigate and verify existing conditions affecting the Work.
B. Acceptance of Conditions: Examine areas and conditions with CO. Record observations.
1. Verify compatibility with existing materials including batt insulation, walkways, and other building materials.
6.4 PREPARATION
A. Existing Office Interruptions: Minimize interruption to Government facilities and operations. Notify CO not less than two (2) working days in advance of proposed utility interruptions.
B. Field Measurements: Take field measurements as required to provide blown-in insulation to attain Specified R-value
C. Review . Contract Documents and Field Conditions: Immediately on discovery of the need for clarification of the Contract Documents, submit a request for information to CO. Include a detailed description of problem encountered, together with recommendations for changing the Contract Documents.
D. Verification: Before proceeding with Work, verify information shown on project
Documents in relation to actual conditions. If discrepancies are discovered, notify CO promptly.
6.5 INSTALLATION
A. General: Apply insulation materials in accordance with Manufacturer’s Written
Instructions and recommendations to attain Specified R-value.
B. Install products at the time and under conditions that will ensure the best possible results.
C. Protect existing building surfaces and components from over-spray and damage by equipment, materials and Contractor personnel.
D. Hazardous Materials: Use products, cleaners, and installation materials that are not considered hazardous.
6.6 PROGRESS CLEANING
A. General: Clean Project site and work areas daily, including outside storage areas.
Dispose of materials lawfully.

1. Comply with requirements in NFPA 241 for removal of combustible waste materials and debris.
2. Do not hold materials more than 7 days during normal weather or 3 days if the temperature is expected to rise above 80 deg F (27 deg C).
3. Containerize hazardous and unsanitary waste materials separately from other waste. Mark containers appropriately and dispose of legally, according to regulations.
B. Site: Maintain Project site free of waste materials and debris.
C. Work Areas: Clean areas where work is in progress to the level of cleanliness necessary for proper execution of the Work.
D. Existing Building Materials and Components: Clean existing building materials, equipment and components to remove over-blown insulation, substances and wastes.
E. Waste Disposal: Burying or burning waste materials on-site will not be permitted. Washing waste materials down sewers or into waterways will not be permitted.
6.7 PROTECTION OF INSTALLED CONSTRUCTION
A. Provide protection and maintain conditions that ensure installed Work is without damage or deterioration at time of Acceptance by Government.
B. Installed Work: Keep installed work area clean.
C. During handling and installation, clean and protect construction in progress and ad-joining materials, equipment and components already in place. Apply protective covering where required to ensure protection from damage or deterioration.
D. Limiting Exposures: Supervise construction operations to assure that no part of the construction completed or in progress is subject to harmful, dangerous, damaging, or otherwise deleterious exposure during the construction period.
6.8 CORRECTION OF THE WORK
A. Repair or remove and replace defective construction. Restore damaged substrates and finishes.
1. Repairs includes replacing defective parts, refinishing damaged surfaces, touching up with matching materials, and properly adjusting operating equipment.
B. Restore permanent facilities used during construction to their specified condition.
C. Remove and replace damaged surfaces that are exposed to view if surfaces cannot
010150 – 11 be repaired without visible evidence of repair.
D. Repair components that do not operate properly. Remove and replace operating components that cannot be repaired.
PART 7 – PRODUCT DATA
7.1 SUBMITTALS
A. Submit two copies of Manufacturer’s Product Data and Warranty within 5 working days of completion of installation.
B. Submit two copies of Installers Warranty within 5 working days of completion of installation.
C. Provide Product Information and Installation Information: Operation and
Maintenance data shall include:
1. Include manufacturer’s information, product(s) name and material identification number, quantity required to attain specified R-value, quantity installed, dates of installation.
2. Copies of warranties and lists of circumstances and conditions that would affect validity of warranties
3. Source Information: For each product, list name, address, and telephone number of Installer or supplier.
PART 8 – CLOSEOUT PROCEDURES
8.1 DESCRIPTION
A. This section consists of administrative and procedural requirements for contract closeout, including, but not limited to, the following:
1. Inspection procedures.
2. Project Record Documents.
3. Final cleaning.
8.2 SUBSTANTIAL COMPLETION
A. Definition of Substantial Completion: The Date certified by the CO when work is sufficiently complete, in accordance with the Contract Documents, so the Government can occupy or utilize the Work or designated portion thereof for the use for which it is intended, as expressed in the Contract Documents.
B. Inspection: Submit a written request for inspection for Substantial Completion. On receipt of request, CO will either proceed with inspection or notify Contractor of unfulfilled requirements. CO will prepare the Certificate of Substantial Completion after inspection or will notify Contractor of items, either on Contractor's list or additional items identified by CO, that must be completed or corrected before
010150 – 12 certificate will be issued.
1. Reinspection: Request reinspection when the Work identified in previous inspections as incomplete is completed or corrected.
2. Results of completed inspection will form the basis of requirements for Final Completion.
8.3 FINAL COMPLETION
A. Preliminary Procedures: Before requesting final inspection for determining date of
Final Completion, complete the following:
1. Submit certified copy of CO’s Substantial Completion inspection list of items to be completed or corrected (punch list), endorsed and dated by CO. The certified copy of the list shall state that each item has been completed or otherwise resolved for acceptance.
2. Submit evidence of final, continuing insurance coverage complying with insurance requirements.
3. Instruct Government personnel in operation, adjustment, and maintenance of products, equipment, and systems.
B. Inspection: Submit a written request for final inspection for acceptance. On receipt of request, CO will either proceed with inspection or notify Contractor of unfulfilled requirements. CO will prepare a final Certificate for Payment after inspection or will notify Contractor of construction that must be completed or corrected before certificate will be issued.
1. Reinspection: Request reinspection when the Work identified in previous inspections as incomplete is completed or corrected.
8.4 FINAL CLEANING
A. General: Provide final cleaning. Conduct cleaning and waste-removal operations to comply with local laws and ordinances and Federal and local environmental and antipollution regulations.
B. Cleaning Agents: Use cleaning materials and agents recommended by manufacturer or fabricator of the surface to be cleaned. Do not use cleaning agents that are potentially hazardous to health or property or that might damage finished surfaces.
C. Complete the following cleaning operations before requesting inspection for certification of Substantial Completion for entire Project or for a portion of Project:
1. Clean Project site and areas disturbed by construction activities of rubbish, waste material, litter, and other foreign substances.
2. Remove tools, construction equipment, machinery, and surplus material from Project site.
3. Clean exposed hard-surfaced finishes to a dirt-free condition, free of
010150 – 13 stains, films, and similar foreign substances. Restore reflective surfaces to their original condition.
4. Remove debris and surface dust from work area and adjacent areas affected by work.
5. Touch up and otherwise repair and restore building surfaces, materials, equipment and components. Replace finishes and surfaces that cannot be satisfactorily repaired or restored or that already show evidence of repair or restoration.
a. Do not paint over or otherwise obscure “UL” and similar labels, including mechanical and electrical nameplates.
6. Ensure Government-occupied areas affected by Work are clean and repaired and ready for continuing occupancy.
D. Comply with safety standards for cleaning. Do not burn waste materials. Do not bury debris or excess materials on Government property. Do not discharge volatile, harmful, or dangerous materials into drainage systems. Remove waste materials from Project site and dispose of lawfully.
PART 9 – QUALITY REQUIREMENTS
9.1 DESCRIPTION
A. This section includes administrative and procedural requirements for quality assurance and quality control.
B. Testing and inspecting services are required to verify compliance with requirements specified as indicated. These services do not relieve Contractor of responsibility for compliance with the Contract Document requirements, and do not limit the Contractor’s quality control procedures that facilitate compliance with Contract Document requirements.
9.2 CONFLICTING REQUIREMENTS
A. General: If compliance with two or more standards is specified and the standards establish different or conflicting requirements for minimum quantities or quality levels, comply with the most stringent requirement. Refer uncertainties and requirements that are different, but apparently equal, to CO for a decision before proceeding.
B. Minimum Quantity or Quality Levels: The quantity or quality level shown or specified shall be the minimum provided or performed. The actual installation may comply exactly with the minimum quantity or quality specified, or it may exceed the minimum with reasonable limits. To comply with these requirements, indicated numeric values are minimum or maximum, as appropriate, for the context of requirements. Refer uncertainties to CO for a decision before proceeding.
9.3 QUALITY CONTROL

A. General: The quality of all work shall be the responsibility of the Contractor.
Testing shall be the responsibility of an independent testing laboratory.
B. Inspect and test all work often enough to ensure that the quality of materials, workmanship, construction, finish, and functional performance is in compliancewith applicable specifications and drawings and as necessary to attain specified R-value.
Failure to test often enough does not relieve Contractor of responsibility of testing or redoing work to accommodate testing.
B. Manufacturer's Field Services: Where indicated, engage a factory-authorized service representative to inspect field-assembled components and equipment installation, including service connections. Report results in writing.
C. Retesting/Reinspecting: Regardless of whether original tests or inspections were
Contractor's responsibility, provide quality-control services, including retesting and reinspecting, for construction that revised or replaced Work that failed to comply with requirements established by the Contract Documents.
D. Off-Site Control: Items that are fabricated or assembled off-site shall be inspected for quality control at the place of fabrication. Provide documentation of fabrication.
E. Enforcement: The Contractor shall stop work on any item or feature pending satisfactory correction of any deficiency noted by the quality control staff, testing agency, or the CO.
9.4 REPAIR AND PROTECTION
A. General: On completion of testing, inspecting, sample taking, and similar services, repair damaged construction and restore substrates and finishes.
B. Restore patched areas and extend restoration into adjoining areas in a manner that eliminates evidence of patching.

THERMAL INSULATION
PART 1 - GENERAL
1.1 RELATED DOCUMENTS
A. Drawings and general provisions of the Contract, including General and Supplementary
Conditions and Division 01 Specification Sections, apply to this Section.
1.2 SUMMARY
A. Section Includes:
1. Loose-fill insulation.
1.3 ACTION SUBMITTALS
A. Product Data: For the following:
1. Loose-fill insulation.
a. Description of each product
b. Copy of packaging label
c. Installation Instruction
B. Sustainable Design Submittals:
1. Identify post-consumer and pre-consumer recycle content percentage by weight.
2. Minimum recycled content of loose fill fiberglass insulation material shall be minimum
20% recycled glass cullet.
1.4 INFORMATIONAL SUBMITTALS
A. Installer's Certification: Listing type, manufacturer, and R-value of insulation installed in each element of the building thermal envelope.
1. For blown-in fiberglass loose-fill insulation, indicate initial installed thickness, settled thickness, settled R-value, installed density, coverage area, and number of bags installed.
2. Provide the certification to the Contracting Officer as Information Submittal.
B. Product Test Reports: For each product, tests performed by a qualified testing agency.
C. Indoor Air Quality Requirements: Provide product certified to meet indoor air quality requirements by UL 2818 (Greenguard) Gold, SCS Global Services Indoor Advantage Gold or provide certification by other third-party programs. Provide current product certification from certification body.
1.5 DELIVERY, STORAGE, AND HANDLING
A. Deliver products in manufacturer’s original sealed packaging.

B. Mark packaging legibly. Indicate manufacturer’s name or brand, type, production run number, and manufacture date.
1. Include referenced specification number, type and class as applicable, recommended method of installation (pneumatic or pouring), minimum net weight of insulation, coverage charges, R-values, and required warning statements.
C. Before installation, return or dispose of products within distorted, damaged, or opened packaging.
D. Store inside and in a dry location. Comply with manufacturer's written instructions for handling, storing, and protecting during installation.
E. Protect insulation materials from physical damage and from deterioration due to moisture, soiling, and other sources.
1.6 SAFETY
A. Provide installers with dust/mist respirators, training in their use, and protective clothing, all approved by National Institute for Occupation Safety and Health (NIOSH_/Mine Safety and Health Administration (MSHA) in accordance with 29 CFR 1910.134 and 29 CFR 1926.103 as applicable to the industry.
PART 2 - PRODUCTS
2.1 GENERAL
A. The R-Value must be as indicated on drawings. The R-value must be the value the product achieves after settlement.
B. Provide insulation from one manufacturer.
2.2 LOOSE-FILL INSULATION
A. Provide Fiberglass Loose-Fill Insulation materials containing minimum 20% Recycled Glass cullet.
B. Glass-Fiber Loose-Fill Insulation: ASTM C764, Type I for pneumatic application.
1. Flame-Spread Index: Not more than 5 when tested in accordance with ASTM E84.
2. Smoke-Developed Index: Not more than 5 when tested in accordance with ASTM E84.
3. Loose-Fill fiberglass Insulation shall be applied to provide R-30 value as specified by
Manufacturer’s product data, applied with no less than the minimum number of bags, installed at no less than the minimum thickness with the minimum specified density to achieve the Desire R-rating.
C. Prohibited Materials: The following materials are prohibited in the loose fill insulation:
1. Asbestos-containing materials
2. Urea Formaldehyde containing materials
3. Ammonium sulfate containing materials

D. Reduced Volatile Organic Compounds (VOC) for Insulation Materials: Provide certification of indoor air quality for insulation materials.
2.3 ACCESSORIES
A. Insulation for Miscellaneous Voids:
1. Glass-Fiber Insulation: ASTM C764, Type II, loose fill; with maximum flame-spread and smoke-developed indexes of 5, per ASTM E84.
PART 3 - EXECUTION
3.1 EXAMINATION
A. Examine locations receiving loose-fill insulation. Identify the following:
1. Discolorations of mold growth indicating previous water leaks. Openings through which loose-fill insulation may escape.
2. Heat producing devices such as recessed light fixtures and flues.
3. Air ducts with unsealed joints.
4. Defects in electrical fixtures, equipment, junction boxes and the like which may adversely affection application of insulation or be adversely affected by insulation.
B. Report unsatisfactory conditions to Contracting Officer.
C. Do not install insulation until unsatisfactory conditions are corrected.
3.2 PREPARATION
A. Examine and verify substrate suitability for product installation.
B. Blocking
1. Prior to installation of insulation, install permanent blocking to prevent insulation from covering, clogging, or restricting air flow through soffit vents at eaves.
C. Protection of Ventilation System
1. Prior to installation of insulation, inspect existing HVAC equipment and ductwork to ensure that insulation will not infiltrate the air distribution/ventilation system.
2. Where potential infiltration sources have been identified, do not install insulation until repairs/modifications have been made to rectify the problem.
D. Clean substrates of substances that are harmful to insulation, including removing projections capable of puncturing insulation or vapor retarders, or that interfere with insulation attachment.
E. Protect existing construction and completed work from damage.
3.3 INSTALLATION, GENERAL

THERMAL INSULATION
A. Comply with insulation manufacturer's written instructions applicable to products and applications.
B. Install insulation that is undamaged, dry, and unsoiled and that has not been left exposed to ice, rain, or snow at any time.
1. Any materials that show visual evidence of biological growth due to the presence of moisture must not be installed.
C. Ensure personal protective clothing and respiratory equipment is used as required. Observe safe work practices.
D. Use only pneumatic equipment compatible with insulation materials.
1. Operate equipment in accordance with the manufacturer’s instructions.
2. Use lowest air pressure allowed by manufacturer’s instructions.
3. Do not blow insulation into electrical devices, soffit vents, or mechanical vents which open into attic.
E. Install insulation using the amount (be weight) of material per square foot required to achieve the specified thermal value (R-value) after insulation settlement.
F. Apply Loose-Fill Fiberglass Insulation to provide R-30 value as specified by Manufacturer’s
Product Data Sheet Coverage Chart.
1. Apply with no less than the minimum number of bags per square foot, nor more than the maximum number of bags per square foot as stated on Manufacturer’s Coverage Chart.
2. Apply with no less than the minimum thickness as stated on Manufacturer’s Coverage Chart.
3. Apply to obtain the Maximum Weight per square foot (density) as stated on Manufacturer’s Coverage Chart.
G. Fill Space between and above ceiling joists and atop existing batt insulation to provide the specified R-value. Fill voids and gaps at batt insulation.
H. Level horizontal applications to uniform thickness as indicated, lightly settle to uniform density, but do not compact excessively.
I. Install insulation and allow natural settlement to final density. Do not tamp or rod insulation.
J. Do not install insulation in a manner that would sandwich electrical wiring between two layers of insulation due to potential heat buildup.
3.4 PROTECTION
A. Protect installed insulation from damage due to harmful weather exposures, physical abuse, and other causes.
B. Provide temporary coverings or enclosures where insulation is subject to abuse and cannot be concealed and protected by permanent construction immediately after installation.

3.5 CLEANING
A. Remove excess insulation.
B. Remove temporary blockings over openings.
