About this file
This Statement of Work (SOW) outlines requirements for multiple-award IDIQ contracts to provide Architect-Engineer (A&E) services at NIST's Gaithersburg, Maryland campus. The contracts will support a 578-acre campus with 52 buildings, focusing on technically sophisticated laboratory facilities with specialized environmental and utility systems.
The IDIQ contracts have a total ceiling value of $9.8 million over five years (one base year plus four option years), with individual task orders ranging from $10,000 to $2 million. Required services include facility evaluations, designs for renovations/repairs, demolition planning, commissioning, interior design, cost estimating, historical assessments, hazardous material surveys, and construction quality management. Work must be performed in Montgomery County, Maryland during regular business hours (6:00 am to 6:00 pm ET). Contractors must use AUTODESK AUTOCAD 2025 for drawings and obtain NIST security badges for campus access. All task orders will be competitively bid among contract holders per FAR 16.505, with specific requirements, deliverables, and performance periods defined at the task order level.

STATEMENT OF WORK
GENERAL ARCHITECT-ENGINEER (A&E) SERVICES
INDEFINITE DELIVERY, INDEFINITE QUANTITY (IDIQ)
CONTRACT
National Institute of Standards and Technology Office of Facilities and Property Management
November 15, 2024
I. BACKGROUND INFORMATION
The National Institute of Standards and Technology (NIST) Gaithersburg, Maryland campus is a Research and Development (R&D) facility with 52 buildings located on a 578-acre campus. Other facilities are located within Montgomery County, Maryland.
Most R&D buildings are technically sophisticated laboratory facilities with specialized environmental and utility systems required for research and experimental activities. Laboratory facilities typically utilize specialized controls such as uninterrupted power, compressed gas systems, clean-room technologies, and tight-tolerance air temperature control systems for the conduct of research and experimental studies.
Utilities are distributed to the individual buildings by underground pipe and electrical distribution systems from central plant services owned and operated by NIST.
Existing buildings are 3-60 years old and generally steel superstructure with block and brick wall construction. Several facilities have specialized layouts with below grade concrete sub-basements and/or combination window/panelized storefront façade. Facility interior and exterior rehabilitation and renovations are continuous as buildings and systems age, or scientific projects require new layouts to accommodate on-going research.
II. PURPOSE
The purpose of this multiple award Indefinite Delivery/Indefinity Quantity (IDIQ) contract is to provide professional A&E services via the issuance of Task Orders. The IDIQ contract will have a total aggregate value up to $9,800,000 for up to a five (5) year period with a base award of one (1) with up to four (4) additional one-year periods.
The IDIQ contract will be used to execute multiple individual Task Orders ranging in value from $10,000 up to $2,000,000. Task Orders will be offered to be competitively bid by the General A&E IDIQ contract holders as per FAR 16.505.
Place of Performance Montgomery County, Maryland – NIST
Regular Business Hours Regular business hours are Monday through Friday, 6:00 am to 6:00 pm Eastern Time, excluding Federal holidays and NIST closures.
Period of Performance The period of performance of this IDIQ shall be for five (5) years. Individual Task Orders will have their own period of performance.
III. SPECIFIC REQUIREMENTS
Specific requirements shall be detailed at the Task Order level.
IV. GENERAL REQUIREMENTS
General A&E services for NIST will be detailed by a Statement of Work within each individual Task Order. Task Orders under this contract may include the evaluation, design and engineering services for building architectural renovation, additions, reconfiguration and repairs within the NIST Gaithersburg campus and other facilities located in Montgomery County, Maryland. Selected offerors shall employ professionals with qualified credentials for each task being completed.
Tasks Deliverables provided under this contract may include but are not limited to reports, basis of design, drawings, specifications, cost estimates, calculations, and schedules associated but not limited with the following tasks:
· Evaluation and feasibility studies to include engineering modeling and simulation
· Demolition of NIST structures, utilities, and infrastructure
· Repair and/or repair by replacement, modification/reconfiguration, building additions, and upgrades to NIST facilities (e.g., laboratories/scientific research, office, industrial). Including but not limited to architectural, mechanical, electrical, communications, structural, fire protection, and building enclosure (e.g., roofs, windows, foundations).
· Repair and/or repair by replacement, modification/reconfiguration for campus utility systems and supporting underground structures
· Comprehensive historical assessments for the preservation, rehabilitation, and restoration of historic property
· Interior design services consisting of programming and space assessment, fit plans, and office furniture to enhance aesthetics, comfort, efficiency, and workplace safety.
