About this file
This Statement of Work outlines requirements for an Advanced Mobility Training course designed to prepare warfighters to operate non-standard tactical vehicles (NSTV) in desert, mountainous, and high-angle terrain environments. The training requires a 1:4 instructor-to-student ratio and must be taught by former elite SMU members and driving experts with current operational experience.
The course comprises eight major training components: Ground School covering vehicle dynamics and handling; Non-Standard Vehicle Repairs focusing on austere environment repairs with limited tools; Practical Application of drivetrain and repair skills; Evening-to-Night Off-Road Trail Driving including NVG operations; Vehicle Defense/Counter Ambush training; Rollover Training with bailout drills; Recovery Procedures for stuck vehicles; and a Long-Duration Vehicle Convoy practical exercise. Each component includes both classroom instruction and hands-on training, with emphasis on real-world applications in hostile environments. The training focuses on developing technical driving skills, vehicle maintenance capabilities, defensive tactics, and team coordination in challenging operational conditions.

Statement of Work Advanced Mobility Training
Course Objective:
This course shall prepare the warfighter to operate in any non-standard tactical vehicle (NSTV) safely and effectively in any desert, mountainous, or high-angle terrain environment, no matter the obstacle. Instruction shall be provided by former members of elite SMUs and world-class driving experts with the most current experience and ground-level knowledge specific to the warfighter’s environment and battle space.
Advanced Mobility participants are exposed to methods for operating vehicles in hostile or complex environments, enhancing movement skills across varied terrains. Additionally, participants will gain techniques to detect, evade, and mitigate surveillance efforts from hostile entities. The contractor shall produce no less than one instructor per four students to maximize training points of instruction.
Primary Topics of Instructions:
GROUND SCHOOL
· Description: Instructors discuss vehicle dynamics and handling high center of gravity vehicles in a desert environment.
· Objective: After this module, students will be able to explain the risk factors of high-center vs low-center of gravity vehicles, how anti-lock brake systems (ABS) affect extreme braking with turning, and how to overcome and compensate for under and oversteering situations in a desert environment.
NON-STANDARD VEHICLE REPAIRS WITH LIMITED TOOLS
· Description: Instructors guide students through vehicle repair with limited tools in an austere environment focusing on lockout, fuel tank repair, tire plug, radiator repair, electrical problem solving, belt repair, battery welding, repair kit considerations, on-board diagnostics gen 2 (OBDii) diagnosing, and non-specific vehicle walk-through-talk-through.
· Objective: In an austere environment, students will be able to identify, fix, and repair most damage(s) that are caused within a hostile environment to a tactical or NSTV.
PRACTICAL APPLICATION: DRIVETRAIN AND AUSTER REPAIR
· Description: Students will walk around the vehicle and point out to the instructor all key points of the drivetrain and powertrain and explain functionalities. Instructors will provide students with all resources and tools required, and then students will be given time-sensitive repairs related to an austere environment and will fix and repair with the equipment provided.
· Objective: After this module, students will be able to point out key components associated with the powertrain and drivetrain and will be able to repair common issues faced in a hostile environment with minimal tools.
EVENING-TO-NIGHT | OFF-ROAD TRAIL DRIVING
· Description: This module will enhance their driving skills and confidence in evening-to-night conditions. Students will learn essential techniques for navigating challenging terrains and adapting to reduce visibility while ensuring safety and vehicle performance.
· Objective: Students will focus on understanding off-road dynamics, night driving techniques, navigation skills, safety protocols, and NVG driving considerations.
VEHICLE DEFENSE/ COUNTER AMBUSH
· Description: Instructors guide students through vehicle ambush immediate action drills. This module focuses on threat identification, evasive driving, and defensive tactics in and around a vehicle.
· Objective: The students will develop Immediate Actions to counter vehicle ambush.
ROLLOVER TRAINER WITH BAILOUT DRILLS
· Description: The vehicle rollover trainer is an advanced simulation and training device designed to prepare students for the challenge associated with vehicle rollover incidents. The rollover trainer replicates the dynamics and hazards of real-world rollover scenarios, allowing students to experience and practice immediate actions in a controlled environment.
· Objective: The students will develop Immediate Actions for a vehicle rollover in hostile and non-hostile environments.
RECOVERY PROCEDURE
· Description: Instructors will guide students on how to safely and effectively recover vehicles that are stuck or stranded in challenging terrains. This module combines theoretical instruction with hands-on exercises, ensuring that students can apply their knowledge in real-world recovery scenarios.
· Objective: Students will learn recovery techniques, safety protocols, equipment familiarization (with and without a winch), terrain assessment, team coordination, and hands-on recovery practice. By the end of this module, students will be equipped with the knowledge and skills necessary to perform effective vehicle recoveries in off-road environments, enhancing their confidence and safety during missions.
PREPARATION AND EXECUTION OF LONG-DURATION VEHICLE CONVOY PRACTICAL EXERCISE
· Description: This intensive practical exercise is designed to enhance convoy operations skills in diverse terrain. Students will engage in a series of challenging obstacles, including sand pits, rock gardens, water crossings, and transitional pavement handling, as well as navigating organic mountainous environments. The exercise combines classroom instruction with hands-on experiences, fostering teamwork and strategic problem-solving in real-world scenarios.
· Objective: The students will focus on team coordination, obstacle navigation, terrain adaptation, NVG driving, problem-solving, endurance, and resilience. By the end of this exercise, students will have gained valuable hands-on experience in convoy operations, improving their technical driving skills and enhancing their ability to work as a cohesive team in off-road environments.
