About this file

This is a Statement of Work (SOW) for Continuing Medical Education (CME) Joint Providership Services between the United States Office of the Surgeon General (US OSG) and the American College of Preventive Medicine (ACPM). The contract period runs from September 1, 2026 through September 30, 2028, with performance expected to be primarily virtual/remote. ACPM, as an ACCME-accredited provider, will serve as the accredited CME provider and final decision authority on CME accreditation matters for US OSG educational activities including reports, seminars, journal publications, and enduring educational materials.

ACPM's primary responsibilities encompass comprehensive CME accreditation oversight and activity planning, content review and independence assurance, financial disclosure and conflict-of-interest management, commercial support handling (if applicable), accreditation and credit designation, and evaluation and reporting. Specific deliverables include activity planning/kickoff support, CME eligibility reviews, content and objectives approval, disclosure/conflict-of-interest documentation, accreditation statements and credit language, evaluation instruments, CME certificates and credit records, participant-level summary reports, and post-activity evaluation compilations. The Government will complete activity-specific joint providership applications, participate in planning conferences, manage budgets, design and produce educational materials and evaluation instruments, and obtain required financial disclosures. Performance standards require accuracy and compliance with CME accreditation requirements, timely completion of reviews per agreed schedules, complete documentation before milestone closure, and evidence-based, balanced content free of commercial bias. The SOW identifies several acquisition-specific details requiring finalization in the solicitation, including estimated activity volume, turnaround times, pricing structure, CLIN organization, any travel or onsite support needs, and applicable federal information-security, privacy, and records-management requirements.

1. Background The United States Office of the Surgeon General (US OSG) requires an accredited continuing medical education (CME) provider to support jointly provided educational activities. ACPM is accredited by the Accreditation Council for Continuing Medical Education (ACCME) and, under the underlying joint providership agreement, serves as the accredited CME provider and final arbiter for CME matters. The contemplated activities include Office of the Surgeon General reports, educational seminars, journal publications, and related enduring educational materials.

2. Objective The objective of this requirement is to obtain accredited CME joint providership services that enable eligible US OSG educational activities to be planned, reviewed, implemented, evaluated, documented, and reported in accordance with applicable ACCME requirements, AMA requirements for AMA PRA Category 1 Credit™, and other relevant accreditation policies.

3. Scope The Contractor shall provide CME accreditation and joint providership support for individual CME-eligible activities authorized by the Government during the period of performance. Each activity will require coordination between US OSG and ACPM and will be subject to ACPM review and approval before CME credit is designated or accreditation statements are used.

This SOW defines performance requirements and deliverables. It does not itself authorize commercial support, establish funding amounts, or specify the number of activities or credits. Those items shall be addressed, as applicable, through the contract, task authorization, approved budget, or activity-specific planning documentation.

4. Applicable Standards and Requirements

• ACCME accreditation requirements and policies applicable to jointly provided CME activities.

• AMA requirements applicable to certified continuing medical education and AMA PRA Category 1 Credit™.

• Applicable standards and guidance governing commercial support, independence, financial disclosure, and conflicts of interest.

• Applicable U.S. and international intellectual property laws and treaties for educational materials.

• Government review, approval, records, security, accessibility, and publication requirements incorporated elsewhere in the solicitation or contract, if applicable.

• Collaborate with US OSG to develop and/or approve educational content, activity objectives, and, for enduring materials, the content outline before production proceeds.

• Review each activity-specific joint providership/CME application and determine whether the activity is eligible for

CME credit.

• Serve as the final decision authority on CME accreditation matters for activities performed under this requirement.

5.2 Content Review and Independence

• Review educational content for consistency with the identified educational need, stated objectives, clinical/scientific standards, and the applicable scope of practice.

• Ensure educational materials are valid, reliable, accurate, based on the best available evidence, balanced, free of commercial bias, and designed for educational rather than commercial purposes.

• Require generic rather than brand names for medications, devices, or therapies except where an exception is approved by ACPM.

• Maintain control over CME content and selection of faculty and approve faculty honoraria when applicable.

• Review and approve, as needed, promotional materials, educational materials, and evaluation/knowledge-check instruments before use.

• Maintain required disclosure documentation and provide or approve disclosure language for participant-facing materials.

5.4 Commercial Support, if Applicable

• When commercial support is proposed, establish or approve the applicable written terms and conditions and ensure the activity remains independent and conducted for scientific and educational purposes only.

• Ensure acknowledgement of commercial support is appropriately presented and does not use commercial supporter logos in the acknowledgement statement.

• Ensure commercial or non-commercial grantor promotional activity is appropriately separated from live CME activity and that grantor personnel do not engage in sales activity immediately before, during, or immediately after the CME activity.

5.5 Accreditation and Credit Designation

• Provide or approve the required joint providership accreditation statement for promotional materials, activity handouts/syllabi, and enduring materials.

• Determine the appropriate number of AMA PRA Category 1 Credit™ credits/contact hours for each eligible activity and provide the exact credit designation language required for use.

Category 1 Credit™ to non-physicians.

5.6 Evaluation, Records, and Reporting

• Conduct or approve post-activity evaluation processes that assess, at a minimum, relevance to clinical practice, achievement of stated objectives/goals, intended practice change, and evidence of commercial bias.

• Maintain a database or equivalent record of individual CME credits awarded.

• Review post-activity documentation and materials for completeness and compliance.

15. Inspection and Acceptance The Government will inspect deliverables for conformance with this SOW and the contract. The COR, if designated, may review deliverables and recommend acceptance; final contractual authority remains with the CO. The Government may return nonconforming deliverables for correction in accordance with the contract.

16. Assumptions, Constraints, and Items to Be Finalized Before Solicitation/Award The source agreement does not establish several acquisition-specific details. The acquisition team should complete these items in the solicitation/award rather than infer them from this SOW:

• Activity-specific turnaround times/service levels for reviews, approvals, certificates, and reports.

• Pricing structure, CLINs, funding, invoicing, and whether work will be ordered by task, activity, or fixed period.

• Any required travel, onsite support, platform/hosting services, registration services, or learning-management-system integration.

• Federal information-security, privacy, Section 508/accessibility, records-management, and data-retention requirements applicable to the selected acquisition approach and systems used.

• Required contract clauses concerning intellectual property/data rights, confidentiality, organizational conflicts of interest, and publication/branding approvals.
