About this file

This Statement of Work (SOW) details the United States Coast Guard Aviation Logistics Center's requirement for HALON gas concentration testing and analysis for the MH-65E engine fire extinguishing system. The contractor must provide test equipment and labor to conduct comprehensive testing at the Aviation Logistics Center in Elizabeth City, NC, following specific regulatory guidelines including FAA Advisory Circular 20-100 and MIL-HDBK-516C.

The testing scope includes conducting on-ground and in-flight HALON gas concentration tests across multiple aircraft configurations, with specific flight regimes such as In Ground Effect hover, single engine level flight at 2,000 ft AGL, and maximum power single engine climb. The contractor must collect data from 12 discrete engine compartment locations, analyze the data for concentration by weight, percent by volume, and relative concentration percentage, and determine if a modified engine cowling configuration provides an effective engine compartment fire extinguishing environment. The contractor must be FAA-approved for certifying HALON 1301 and use certified in-flight test equipment, with USCG maintenance personnel assisting with test equipment installation and removal.

1.0 SCOPE

The United States Coast Guard (USCG) Aviation Logistic Center (ALC) Short Range Recovery (SRR) product line has a requirement for on ground and in-flight HALON gas concentration testing and analysis for the MH-65E engine fire extinguishing system. The contractor shall provide all necessary test equipment and labor for testing and analysis. Work under this contract shall be performed at the Aviation Logistics Center SRR, in Elizabeth City, NC.

2.0 Applicable Documents.

a. FAA Advisory Circular 20-100 General Guidelines for Measuring Fire-Extinguishing Agent Concentrations in Powerplant Compartments

b. MIL-HDBK-516C

3.0 TESTING REQUIREMENTS

Contractor must have the capability to test and analyze HALON gas concentrations in helicopter powerplant compartments for in-flight and on ground conditions in accordance with MIL-HDBK-516C section 8.4.12, 14 CFR 25, FAA AC 20-100, and the SRR Halon Concentration Test Plan. Contractor must be FAA approved for certifying Halon 1301. A ground systems check shall be completed to ensure proper test equipment operation. The flight regimes shall include In Ground Effect (IGE) hover, single engine level flight at 2,000ft AGL, and maximum power single engine climb. The USCG seeks to test at least one and up to four different aircraft configurations in all phases of the test plan. All test equipment to be used in-flight shall be certified for such use. The Contractor will collect data at 12 discreet engine compartment locations during all required ground and flight regimes and will provide an analysis of the data to include concentration by weight, percent by volume, and relative concentration percentage at each sensor location. The goal is to determine if a modified engine cowling configuration will provide the proper environment for effective engine compartment fire extinguishing. The US Coast Guard will provide aircraft maintenance personnel to assist with test equipment installation and removal.
