About this file

This document is a Statement of Work for RNA sequencing services issued by the USDA Agricultural Research Service (ARS). The solicitation seeks a vendor to process 420 cotton RNA samples through a comprehensive sequencing workflow, which includes RNA quality assessment, library construction, and next-generation sequencing using platforms like Illumina 2000 or NovaSeq. The vendor is required to generate 6 Gb of sequence data per sample using paired-end 150 sequencing and deliver the data on a hard disk within 30 business days of receiving the samples.

The procurement is structured as a Firm Fixed Price contract using the Lowest Price Technically Acceptable (LPTA) evaluation method, with a NAICS code of 541714 for Biotechnology Research and Development. The solicitation (Number 1232SA25Q0609) is targeted at small businesses with up to 1,000 employees, and will be awarded by the USDA ARS Center for Food and Biotechnology Research located in New Orleans, Louisiana. Vendors must submit a detailed quote breaking down pricing elements and providing technical specifications that demonstrate compliance with the Statement of Work.

Statement of Work

Sequencing 420 cotton RNA samples:

The USDA-ARS intends to purchase a service to sequence 420 cotton RNA samples. Upon receiving RNA samples from the customer, the vendor will first measure the RNA quantity and check the quality to determine whether the RNA samples are good for library construction. After passing the quality control, the vendor will use a specific preparation method to construct a specialized library using each of the provided RNA samples. Then the libraries will be sequenced using a next-generation sequencing instrument such as Illumina 2000, NovaSeq, or other system. A pair-end 150 is required. The vendor will generate 6 Gb sequence data from each sample. The vendor will upload all sequence data into a hard disk and ship it to the customer.

The vendor will complete the work within 30 business days after receiving DNA samples from the customer.
