STATEMENT OF WORK
Mobile Vehicle Lifting System
30 June 2025
I. Background:
The 88th LRS/LGRV requires periodic lifting capabilities to service and maintain Air Force vehicles within WPAFB, Area A, Building 30013. Currently, Vehicle Maintenance has limited lifting capability to accommodate a diverse fleet ranging from sub-compact sedan to civil engineering infrastructure support vehicles, and various airfield and structural fire protection vehicles. Obtaining a mobile column lift system will enable existing maintenance facility to accommodate wide range of vehicle applications throughout and not limit to one stall for underbody maintenance.
II. Minimum Technical Requirements:
The Contractor shall meet the following Technical Requirements:
a. Provide eight (8) mobile direct current (DC) battery powered mobile column lifts with 115VAC, 60Hz, 1-PH charging system.
b. Lift system supplied must have available a compatible fork truck adapter with a minimum
20,000 lbs capacity available for future purchase if required by the government. Provide model and technical information with submission.
c. Minimum Lifting capacity16,000 lbs per lift.
d. System lifting capacity minimum 120,000 lbs.
e. Lifts must be easily moved and repositioned by a single technician across a typical coated or uncoated concrete shop type floor to include the transition of in-floor grating not to exceed ¼” height.
f. Lift carriage width must accommodate 20” or less – and up to 52” vehicle tire diameters, with adjustable width carriages.
g. The system must accommodate single and dual wheel configurations. On standard truck type dual wheel axles, carriages must be able to fully engage the inner dual tire to raise vehicle safely and to ensure the outer dual tire does not exceed its rated capacity, to prevent damage to non-pneumatic foam filled tires.
h. Lift system must be able to control and operate lifts both individually and divided into separate pairs. Lift needs to be able to be operated either as four (4) sets of two (2), two (2) sets of (4), one (1) set of two (2), one (1) set of six (6), and/or one (1) set of eight (8). All configurations shall be able to operate from single lift control pad which includes a pendant control that allows for a walk around during lifting and lowering operations.
i. Lift system must have a control lock out or an on/off operator key system.
j. Wired or wireless (preferred) communication between lifts is acceptable. Wireless configurations must provide frequency and system information, and specifications included in the proposal.
Wired system must include any required shorting plugs or adapters with a minimum of 2 spares.
k. The lifts and/or lift system must include individual lift weight display or system weight display.
This can be accomplished by weight gauges on hydraulic lift systems or a digital display read out on the control pad/displays.
l. Lifts must have redundant/backup or mechanical safety system to prevent unintentional lowering in the event of system failure.
m. Lift system must be wet/damp location rated in the event of intermittent contact with water/moisture.
n. Individual lifts must have included safe working range slope indicator. For visual confirmation of floor slope range for safe set up and operation.
o. Lift system must be able to be lowered manually in the event of a power failure.
p. Lifts and lift systems shall have an ambient temperature safe operational range between 35 deg F and 115 deg F.
q. Lift motor duty cycle, if not continuous, shall not be less than 3 complete full raise and lower cycles within 15-minute period.
r. Lifting system must meet National ANSI/ALI automotive lifts standards.
s. Install, set up of lift and test as required.
t. Lift shall include a one (1) year warranty period for parts.
u. Lift shall include a one (1) year warranty for labor with onsite repair.
III. Minimum Technical Requirements:
The Contractor shall meet the following Performance Requirements:
a. Contractor shall provide a fully functional lift system upon completion of delivery and set up of complete system.
b. Contractor shall provide training on the operation and maintenance of the lift system and attachments at no additional cost after delivery and set up is complete.
IV. Delivery/Place of Performance: The mobile column heavy duty truck lift shall be delivered to the address listed below and be fully operational no later than 120 days after award unless previously negotiated and agreed to by government.
88 LRS/LGRVCM
1820 Allbrook Dr.
Bldg. 13 Vehicle Management/Maintenance Wright Patterson AFB, Ohio 45433 POC: Mr. Naqari Jackson (937) 257-6350
V. INVOICE AND PAYMENT: Contractor will not be entitled to payment for any delivery, or part thereof, until the acceptance and inspection report have been approved, and full function of the equipment is approved by the government. The Contractor shall be paid upon submission of a properly prepared invoice and after final inspection and acceptance has been made. A proper invoice shall cite the Contractor’s name and address, invoice number, invoice date, order number, contract line-item number (CLIN), description of the supplies or services, unit of issue, unit price and extended price, terms of any prompt payment discount offered, and who to notify in the event the invoice is defective. Invoice shall be submitted to the Wide Area Workflow (WAWF) in accordance with the terms of the final contract award.
VI. Delivery Procedures – Commercial Vehicles: All vehicles larger than a large pick-up truck are required to be inspected by the Wright-Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation.
a. Vehicles to be inspected include, but are not limited to, the following:
1. Step van/panel truck
2. Tractor/trailer, box and flatbed containing cargo
3. Tanker trucks
4. Box trucks
5. Tour buses
6. Garbage/recycled waste trucks
7. Concrete trucks/mixers, dump trucks
8. Cranes, recreational vehicles, petroleum tanker
b. This inspection will be conducted at Gate 26A located off State Route 235. The following are exemptions to vehicles utilizing the CVDG:
1. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG.
a. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base.
b. This shall be accomplished 24 hours prior to requested entry time. If entry is requested on Monday, this list must be submitted by Friday at 1630 hours.
c. All lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B.
d. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.
2. If a delivery vehicle must exit, and then re-enter the base to complete its route, the vehicle shall be resealed upon exiting the base.
a. After initially passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and 22B. The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG.
b. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery. The controller will reseal the truck and give the delivery driver a pre-clearance form. The driver shall present the pre-clearance form to the entry controller at the next point of installation entry. This reentry can be through any base gate.
c. Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM.) Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
