Statement of Work (SOW) Atlanta Gate & Barrier Wedge Maintenance

1.0 General

Solicitation: Firm-Fixed Price (FFP) Purchase Order for the procurement of monthly/quarterly/02Y maintenance of FEMA Region IV perimeter gates, gate operators and wedge barriers – Location: FEMA Region 4 – Atlanta, GA – 3005 Chamblee Tucker Rd. Atlanta, GA 30341

1.1 Scope

Vendor shall provide:

Monthly/quarterly/02Y maintenance of FEMA Region IV perimeter gates, gate operators and wedge barriers. The follow detailed Statement of Work must be read in entirety:

1.2 Provide monthly/quarterly/02Y inspections and maintenance of :

Two (2) HySecurity Gate/Gate Operators Two (2) Nasatka NSMB VIII Barrier Systems One (1) TyMetal Corp Manual Gate

1.3 HySecurity Gate/Gate Operators – Monthly

1) Check Gate and hardware for damage and wear

2) Check Drive wheels for tightness and wear (Adjust as needed)

3) Check Wheel clamp spring for clamping tension (Adjust as needed)

4) Check Stop limit switches for adjustment (Adjust as needed)

5) Check Deceleration switches for adjustment (Adjust as needed)

6) Check Anchor bolts for tightness (Tighten if needed)

7) Check for Loss of Fluid (Report if needed)

1.4 HySecurity Gate/Gate Operators – 02Y (To be completed in the 1st year and every 2 years after initial replacements) *24 Month Service Requirement

1) Drain and Replace Hydraulic Fluid *

2) Replace Clock battery *

3) Replace Motor Brushes (DC Only) *

1.5 NMSB VIII Barrier System – Monthly

1) Check wedge barrier appearance. Clean/Remove any debris

2) Perform operational checks of the wedge unit, metering arm and safeties. Document any abnormalities.

3) Visual inspection of controls. Document any abnormalities found.

1.6 NMSB VIII Barrier System – Quarterly

1) Lubrication of hinge plate assembly.

2) Inspect mounting bolts to ensure that they are tight.

3) Verify prop bars are in place for safe providing safe maintenance and repairs of the barrier wedges.

1.7 TyMetal Corp Manual Gate – Monthly

1) Open and close the gate and observe its motion.

2) Adjust the guide wheels as necessary to eliminate binding.

3) Inspect all hardware, cables and paint. Document any abnormalities.

1.8 Equipment List

Two (2) HySecurity Slide Gate Operators - M# 222 EX 1.7 ST Two (2) Nasatka NSMB VIII Barrier Systems with metering arms.

One (1) TyMetal Corp Manual Sliding Gate

2.0 Quote details

Vendor shall provide a quote for the base year of service and three (3) option years.

2.1 Quote shall include monthly, quarterly and 02Y maintenance.

Quotes shall include labor rates for normal business hours.

Quote shall include labor rates for after hours and weekend service.

Quote shall include a schedule for replacement parts. (Cost of the part plus shipping and mark up Quote shall include labor rates for the repair of the Security Gates/ Operators and Wedge Barriers to include overtime rates and response times for onsite service in the event of a failure.

3.0 IMPORTANT

Gates are controlled via Allen Bradley Compact Logix L24ER PLC.

Vendor will need to have the capability to access and modify the program if any changes are requested by FEMA. Vendor must state this capability in their quote. The changes, if requested, would occur at an additional cost to FEMA.

4.0 Period of Performance

To be determined based on award.

5.0 Site Visit

5.1 Vendors are highly encouraged to attend the scheduled site visit April 5, 2022, at 10am EST.

Vendors shall inform the CO in writing of their intention to attend the site visit no later than March 29, 2022, at 3pm EST. As this is a secured federal site, all visitors must be on a visitors list in advance of the site visit. Offerors are not allowed to carry weapons on their person or vehicle and will be subject to COVID-19 procedures of proof of vaccinations.

5.2 There will be no questions allowed at the site visit. Instead, should Vendors have questions while on site, they are requested to compile all questions and submit them to the responsible CO no later than April 6, 2022, at 12:00 pm EST. Questions received after the scheduled date and time will not be addressed.

5.3 Vendors shall complete the attached document “Project Experience Questionnaire” (NOT OPTIONAL) – NOTE: Failure to complete this form and submit it with the Quote will result in the Quote not being considered for award. Offerors may submit performance-related documentation with the Quote; but shall not substitute the “Project Experience Questionnaire".

6.0 Submission

6.1 Quote is due April 12, 2022, at 12 pm EST (electronic submission only) to Contracting Officer (CO): Nicole L. Joseph, Nicole.Joseph@fema.dhs.gov with a copy to Contracting Officer's Representative (COR): Chris Temple, Christopher.Temple@fema.dhs.gov. Late submissions will not be accepted. FEMA is not responsible for delays in electronic submission.

6.2 This is a Pass/Fail Requirement. Quotes will be evaluated using Simplified Acquisition Procedures pursuant to FAR Part 13 and FAR Part 15. Award will be made to the contractor with the best value to the Government. The evaluation will be based on the following factors:

6.3 Technical – must provide demonstrated evidence of software and working knowledge of the Allen Bradley Compact Logix L24ER PLC. Photo below:

6.4 Past performance – provide relevant work history of similar projects.

6.5 Price – must be fair and reasonable.
