About this file
This Statement of Work (SOW) details the U.S. Geological Survey's requirement for acquiring 60 line-miles of 2D seismic reflection data in the Cook Inlet region of Alaska. The project aims to support geologic research for assessing undiscovered oil and gas resources, potential CO2 storage, and enhanced oil recovery. Specific data requirements include pre-stack time migration in SEG-Y format, complete navigation metadata, and sufficient quality for regional geologic interpretation.
The related federal contract opportunity (Solicitation Number 140G0125Q0197) is a competitive Request for Quotations (RFQ) set aside for small businesses under NAICS code 541360 for Geophysical Surveying and Mapping Services. The contract is with the Department of the Interior's US Geological Survey, with an anticipated award date of 09/17/2025. Vendors must be registered in SAM.gov, and quotations should be submitted to Mindie Dixon at mdixon@sgs.gov. Delivery of the seismic data is expected within 60 days after contract award to the Reston, VA location.

Statement of Work (SOW) Project Title: Seismic Reflection Data for the Alaska Basins and Petroleum Systems Project
1. Background and Objective The Alaska Basins and Petroleum Systems Project seeks to acquire digital two-dimensional (2D) seismic reflection data from the Cook Inlet region of Alaska. This data acquisition is essential for conducting geologic research aimed at assessing undiscovered oil and gas resources in the area. Cook Inlet has historically served as a key source of heating fuel for the Anchorage metropolitan area, and recent declines in production have heightened interest in petroleum resource assessments.
In addition to hydrocarbon exploration, the basin has been identified as a potential site for CO₂ storage and enhanced oil recovery. There is also growing interest in the liquefaction and export of Alaskan natural gas. To support these initiatives, the project is reestablishing its focus on Cook Inlet and requires seismic reflection surveys to address spatial gaps in existing datasets, particularly those obtained through the Alaska State tax credit program.
The goal is to develop a comprehensive 3D geologic framework that enhances understanding of the petroleum system and supports future energy storage applications.
2. Scope of Work The contractor shall provide 60 line-miles of 2D seismic reflection data located within the boundaries of Cook Inlet, Alaska, with emphasis on the northern portion where data gaps are most critical. The data must meet the following specifications:
· Data Type: 2D seismic reflection data
· Location: Northern Cook Inlet, Alaska
· Quantity: 60 line-miles
· Format: Pre-stack time migration in SEG-Y (.sgy) format
· Navigation Data: Complete and accurate navigation metadata must be included
· Quality Requirements:
· Data must be of reasonably modern vintage
· Sufficient quality in terms of channels and fold coverage to support regional geologic interpretation
· Preferably reprocessed using modern techniques
· Preview Requirement:
· USGS staff must be granted access to preview the data prior to purchase
· Preview will be used to verify compliance with quality and location criteria
3. Deliverables
· 60 line-miles of 2D seismic reflection data in SEG-Y format
· Complete navigation data for all seismic lines
· Documentation of data vintage, acquisition parameters, and processing history
· Access to preview data for verification by USGS staff
