This Statement of Work (SOW) outlines the requirements for replacing underground fuel storage infrastructure at Federal Prison Camp (FPC) Yankton, located at 1016 Douglas Avenue, Yankton, South Dakota 57078. The project involves removal of an existing 2,500-gallon underground storage tank (UST) and replacement with a new 3,000-gallon above-ground split tank (500 gallons diesel, 2,500 gallons unleaded fuel), along with installation of new fuel dispensing and tracking systems. The single-award contract requires the contractor to provide all equipment, labor, materials, and incidental services necessary for project completion.
Demolition work includes notifying the South Dakota Department of Agriculture and Natural Resources (DANR) 30 days prior to tank removal, decommissioning the existing fuel dispenser system, properly pumping out and disposing of remaining fuel and residues per API RP 1604 standards, performing soil sample analysis for petroleum hydrocarbon contamination, and obtaining a tank closure letter from DANR. New work comprises excavation and backfill, installation of a reinforced concrete pad (minimum 6 inches thick, 4000 psi with rebar), positioning of the new Fireguard or equal double-wall AST with secondary containment and required accessories (overfill prevention, leak detection, electronic level gauge, gaging rods), installation of two new Gasboy 9823K-F Astra or approved equal fuel dispensers with UL-listed components, connection to an automated fuel tracking system with key fob activation and reporting capabilities, bollard installation around the AST and dispensing area, pressure/leak testing, and spill containment installation. All work must comply with NFPA, IFC, National Electrical Code (NEC), Underwriters Laboratories (UL) standards, and federal/state/local regulations. Work hours are restricted to 7:00 AM – 3:30 PM, Monday through Friday, excluding weekends and federal holidays, with all contractors requiring security clearance and contractor badges.
