About this file
This is a Statement of Work (SOW) from the Pennsylvania Department of Transportation (PennDOT) for general maintenance and repair of stockpile facilities across York County, Pennsylvania. The contract covers preventative maintenance, inspections, and repairs for 12 different PennDOT stockpile locations from July 1, 2025 to June 30, 2026, with four optional 1-year renewal periods. The scope of work includes maintenance and repair services for building components such as siding, trim, windows, entry doors, garage doors, bird netting, and waterproofing, with annual spring inspections required. Repairs must be pre-approved by the PennDOT Facilities Manager or Contract Administrator, and work must be performed between 7:00am and 3:00pm, with limited emergency repair capabilities outside those hours.
The contract is specifically designated for DGS-certified small businesses, with a public bid opening scheduled for June 4, 2025 via Microsoft Teams. Bidders must submit a Worker Protection and Investment Certification Form with their proposal. Pricing is structured with multiple pay items, including hourly rates for technicians, equipment, emergency callouts, and stockpile/garage door inspections. The contract allows up to a 10% markup on materials, with no single material purchase exceeding $500 without prior approval. All work performed must comply with PennDOT's Strategic Environmental Management Program (SEMP) requirements, meet safety regulations, and be warranted for 180 days from the last date of service. The total contract value is not specified, but the comprehensive scope suggests a significant maintenance commitment for PennDOT's York County infrastructure.
