STATEMENT OF WORK JLWS212123

2021 HVAC Project

1. LOCATION: Delaware Air National Guard (DANG) Base, New Castle, DE 19720-1615. Arrangements for entrance onto the Base must be made between the hours of 7:00 a.m. and 4:30 p.m., Monday through Friday. Contact may be made through the Project Manager (PM), Capt Adarsh Menon at (302)-323-3348; Alternate contact may be made through the Base Contracting Officer, Ms. Kelly Hess at (302) 323-3418.

2. PURPOSE: The 166th Airlift Wing (AW) requires heating, ventilation and air conditioning (HVAC) to support Wing operations and the maintenance of the unit’s current C-130 mission. Several HVAC units are at end of life and very little has been upgraded since the original installation. While they have been maintained regularly, upgrades to heat pumps and DX units are necessary to meet requirements. The Government requires a solution that is durable, reliable and economical that meets all requirements of the Department of Defense (DOD), Air Force (AF) and National Guard Bureau (NGB).

3. SCOPE OF WORK: The work covered by this Statement of Work (SOW) consists of furnishing all labor, equipment, tools, materials, travel, lifts, licenses, and permits required to perform the work described herein. Contractor shall provide HVAC system any State of Delaware applicable codes, and industry standards. The project will be managed by the Project Manager.

a. 2902-HP20

· Replace heat pump 20 on Building 2902 unit to address the following:

· Tripping low suction pressure added 2 lbs of R410A

· After adding refrigerant, head pressure increased but suction pressure would not rise. Possible failed TXV.

b. 2812-DX

· The (2) DX units on building 2812 require constant maintenance and have reached end of life. Both units need to be replaced and are no longer functional.

c. 2815-DX

· The (3) DX units on building 2815 require constant maintenance and have reached end of life. Both units need to be replaced and are no longer functional.

5. SPECIFICATIONS

a. Submittals: The contractor shall submit samples of all materials prior to commencing work on site; submittals shall be on AF Form 3000. Upon approval, the PM will return to the contractor an endorsed copy of the submittal request.

c. Other Contractor Responsibilities:

· The contractor shall protect existing conditions to the extent possible. Shall repair and paint any damage incurred to exactly match existing conditions, including any damage or cutting of the walls, floors and ceilings.

· Above ground piping systems, pipe class ratings, and pipe materials and pipe fittings must match equivalent existing systems.

· The contractor shall make, modify, or enlarge penetrations through the interior and exterior walls as necessary to support placement of the unit, and routing of pipes.

· The contractor shall re-confirm and/or and determine the appropriate pipe sizes, design water flow rates, and heating and cooling capacities, and equipment sizes.

· The contractor shall perform all heating/cooling load calculations necessary to determine the required capacities and to support equipment sizing and selections.

· The contractor shall perform all hydronic calculations necessary to determine the required flow rates, pipe sizing and equipment sizing and selection. The contractor shall size piping and equipment IAW the manufacturer’s recommendation. Ensure that the work does not result in pipe noise or cavitation.

· Pipes and equipment shall be sized so that water velocities are kept low enough to avoid excessive noise or disturbance, and to allow energy efficient flow, and smooth operation

· Both equipment and piping and equipment shall be insulated with pipe insulation with an all-service-jacket, with all seams sealed vapor tight. Minimally, pipe and equipment insulation must match that of equivalent, existing systems. Hydronic pipes located outdoors shall be wrapped in an aluminum all-service-jacket to protect from sun and outdoor weather elements.

· Hydronic flows and system operation shall be checked and confirmed by the contractor and approved by government before acceptance. The equipment and controls shall be adjusted to the final operating conditions.

· The contractor shall add, replace and/or install all necessary electrical wire, conduit, contactors, disconnects, homeruns, breakers and other electrical features as required to support the new electrical needs of the new equipment.

· The contractor shall replace and reconnect any plumbing or piping connections as necessary.

· Contractor shall provide a minimum one year warranty on parts, equipment and labor.

· Contractor shall make and seal building exterior walls and roof penetrations, as required and shall maintain the buildings envelope integrity.

6. DELIVERABLES:

a. Upon completion of project, Contractor shall provide (1) three-ring binder with paper copies of all shop drawings, catalog cuts, equipment manuals and warranty information and

· CD with an electronic copy containing specifications for all installed equipment

b. Contractor shall provide training for State and Federal HVAC craftsman personnel on site.

c. Prior to starting work submit the C&D Debris Diversion Plan – this plan describes how the contractor will recycle (or dispose) of scrap metal, refrigerants, concrete, wood, green waste, asphalt or products. The contractor shall report the weight in tons of any materials that are recycled.

d. Contractor shall submit a waste management plan prior to starting work describing how waste will be stored and managed on site. The installation’s dumpsters cannot be used by the contractor. The contractor shall report in tons the weight of any wastes shipped off site for disposal and where the waste was taken.

e. Contractor shall submit safety data sheets (SDS) for any chemicals or hazardous materials that will use while working on the installation. The list shall state the commercial name, manufactures’ name, chemical name, and quantity to be used or stored on government property.

f. Contractor shall submit certificates of compliance and Technical Data Sheets are required for all materials supplied.

7. UTILITIES.

a. Contractors shall use lock out tag out with all local utilities when removing and installing equipment.

b. Contractor shall be responsible for injury to water pipes, gas pipes, oil pipes, electrical wires, conduits, drains, sewers, buildings and other structures that may be set within prosecution of the work, owned by individuals, firms, corporations or by the municipality.

8. SITE INSPECTION. The Contractor is required to acknowledge that said contractor is fully cognizant of conditions at the site. No allowance or consideration will be given after award for any condition(s), which existed at the time of award. Any site visits will be coordinated through Base Contracting office.

9. BASE ACCESS. The contractor shall provide a list of names, DOB, full SSN, Driver’s License number and state of issue of all employees who will be requesting base access to the PM, at least 2 weeks prior to the start of work. All employees will have a background check conducted by Security Forces prior to being granted base access. Once vetted the employees will go to the Security Forces Squadron to get issued a DBIDS badge. Each person must wear the badge in a prominent location. Access to the Base is limited to travel from the Main Gate to the Civil Engineering Office, Bldg. 2803. All other areas are off limits. All Contractor vehicles on Base must have proof of Insurance and operator must have a valid driver’s license. Violations of these security requirements will revoke any or all passes. The government reserves the right to deny access to any person, with no consequence to the contract.

10. SAFETY.

a. The Contractor shall conduct his operation in accordance with all Federal, State and Local regulations and/or standards pertinent to "Safe Practices". Base Safety personnel shall inspect the job site to insure safety standards are met. Base Safety, through the PM, shall issue warnings or stop work not in compliance. All contract workers must wear proper personal protection equipment per OSHA requirements (i.e. ear plugs, safety goggles, welding helmet, improper Lockout Tag out).

b. Contractor shall not allow his employees, subcontractors, material, men or any other persons over whom he has control to enter or remain upon or allow any plant or materials to be brought or to remain upon any part of the Airport, which in the opinion of the PM would be a hazardous location. Equipment not actually in operation shall be kept clear of aircraft operating areas.

c. The Contractor shall furnish, erect, and maintain all barricades, warning signs, “rope offs”, detours, markings and other protection for hazards. When used during periods of darkness, the protection provided shall be suitably illuminated. Contractor shall place said protection prior to commencing work until their dismantling is directed by the Contracting Officer or his designated representative.

d. Radio Transmitter Restrictions. To preclude accidental actuation of sensitive electronic equipment transmitters shall not be used without prior approval. Cell phones greater than 4 watts, and any cell phone within the munitions compound, shall not be powered on.

11. FIRE PREVENTION AND PROTECTION. The Contractor shall comply with all fire protection measures prescribed by the base policies and practice. A written fire permit shall be obtained from the Base Fire Department each day for use of open flame devices, such as blowtorches, portable furnaces, tar kettles or gas and electric welding and cutting equipment. The Contractor shall be liable for any fire loss to Government property attributable to negligence on his part of the Contractor, including failure to comply with fire prevention measures prescribed by terms of this contract. The request for the Burn Permit shall be initiated three (3) days prior to work commencement. The contractor may not proceed with burning operations until the Burn Permit has cleared. Keep all waste and rags in metal containers, tightly covered and remove waste from site daily. The contractor will be responsible for cleaning up any spills on the work site and reporting them to the Base Fire Department at 302-323-3450. Contractor shall take all precautions to avoid fire.

12. EMERGENCIES. Should tornado, hurricane, gale or heavy wind warnings be issued, take every practicable precaution to minimize danger to persons, to the work and to the adjacent property. Any damage caused by a failure to take every practicable precaution, shall be rectified or replaced to the complete satisfaction of the Contracting Officer and at no expense to the Owner. Injury to personnel, or damage to adjacent property because of the work shall be the complete responsibility of the Contractor, and he accepts exclusive liability for the same. Precautions shall include, but not be limited to, closing all openings, removing all loose materials, tools and equipment from exposed locations, and removing or securing scaffolding and other temporary work.

13. CLEAN-UP. Clean-up and remove debris generated by this contract to an approved off-base location. Debris shall be trucked off site in an enclosed truck to prevent accidental loss of debris. Two (2) copies of the receiving (tipping or dumping) tickets, with a cover letter from the Prime Contractor stating the full name and address of the location to which debris was taken. Contractor shall keep work area clean at the end of each working day and clean-up entire locations at the completion of contract.

14. GOVERNMENT RESOURCES.

a. No Government resources shall be made available to the contractor beyond the use of restrooms and drinking water for contractor personnel, unless otherwise stated in this Statement of Work. The contractor shall provide for all necessary resources to provide a complete and usable facility or systems as described in the contract documents. The contractor shall not obligate Government resources in any manner. The Government shall seek remedy for any obligation or encumbrance imposed by the contractor’s actions. Government resources include, but are not limited to, government owned materials, equipment, tools, vehicles, personnel and facilities. Contractor shall provide all material handling equipment, properly sized to move all equipment to accomplish the work.

a. Use of the site: Confine operations at the site to the areas permitted under the Contract. Portions of the site beyond areas on which work is indicated are not to be disturbed. Conform to site rules and regulations affecting the work while engaged in project construction.

· Keep existing driveways and entrances serving the premises clear and available to the Owner and his employees at all times. Do not use these areas for parking or storage of materials.

· Do not unreasonably encumber the site with materials or equipment. Confine stockpiling of materials and location of storage sheds to the areas indicated. If additional storage is necessary, obtain and pay for such storage off-site.

· Lock automotive type vehicles, such as passenger cars and trucks, and other mechanized and motorized construction equipment when parked and unattended, so as to prevent unauthorized use. Do not leave such vehicles or equipment unattended with the motor running or the ignition key in place.

15. GOVERNMENT OCCUPANCY. The government will occupy the site and the existing buildings during the entire period of construction. Coordinate with the PM and cooperate fully with the occupant(s) during construction operations to minimize conflicts and to facilitate government usage. Perform the work so as not to interfere with the government’s operations. Immediately report any issues/conflicts to the Contracting Officer or PM.

16. WORK SCHEDULE: Contractor shall submit for review and approval all work schedules with the Contracting Officer or his representative prior to beginning any work. Any deviations are to be submitted, in writing, to the Contracting Officer or his representative for approval.

a. Delays: Unavoidable minor delays during construction caused by essential defense activities (alerts, security checks, fire suppression practices, terrorist alerts, etc.) may occur due to mission requirements. These occur at the rate of about four (4) hours per month during the work day.

b. Construct work in stages to accommodate the Government’s use of the premises during the construction period.

c. There may other contractors working on site or in the in this area. Coordinate the construction schedule and operations with all other Contractors and Subcontractors performing work on the project, on site, or in the area.

d. No work shall be done other than during normal 8-hour, 5-day workweek without 48 hours advance notice to the Contracting Officer.

e. Overtime work for cement finishing must be anticipated by Contractor and shall be included in the contract price.

17. OCCUPIED BUILDINGS. The Contractor will be working in and around existing buildings which are occupied. Do not enter the buildings without prior approval of the Contracting Officer or PM. Leave fixed equipment in place and protect against damage or temporarily disconnect, relocate, protect, and reinstall at completion of work. The Government will remove and relocate other Government property in the areas of the buildings scheduled to receive work.

18. ANTITERRORISM/OPERATION SECURITY (AT/OPSEC) REQUIREMENTS: Contractor and all associated sub‐contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC‐III) and Terrorist Screening Database (TSDB) (AFI 31‐101 and AFI 10‐245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations. All contractor employees, to include subcontractor employees, requiring access Government Installations, Facilities and Controlled Access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. Certificates of completion for each affected contractor employee and subcontractor employee will be maintained by the PM or Antiterrorism Representative. 19. ENVIRONMENTAL: Prior to starting work, the contractor shall meet with the 166 AW Delaware Air National Guard Environmental manager to become aware of installation specific environmental policies and procedures on the installation.

a. As a contractor, you are obligated to comply with federal, state, and local environmental regulations/requirements, and DEANG Environmental Management System (EMS) requirements. Some of the environmental issues to be considered while completing your job at DEANG ANG include:

· Hazardous Material usage & management

· Recovered Materials usage

· Protection of native plants and birds

· Dust control (caused by activities such as land stripping, trenching, sandblasting, etc.)

· Painting or cleaning operations air emissions control

· Stormwater Discharges

· C&D waste recycling / disposal

· Waste management

b. Contractors shall take immediate corrective action to comply with environmental regulations/requirements if informed of a violation by the Contracting Office. If necessary, appropriate actions will be initiated through Contract Management to correct substandard environmental practices or conditions

c. Pursuant to 7 Delaware Admin Code Section 1106 contractors must take controls to prevent dust emissions during land clearing, construction, and demolition activities. Prior to starting work describe how you plan to suppress dust during the project.
