PERFORMANCE WORK STATEMENT – DRYDOCKING
ITEM 1. SAFETY PLANS AND SUBMITTALS, BARGE BC-6214
Accident Prevention Plans in accordance with specification Section 01 35 29, SAFETY AND OCCUPATIONAL HEALTH REQUIREMENTS and USACE Engineer Manual 385-1-1 Appendix A shall be prepared and submitted within 14 days of award of the contract. No work on the vessels will be permitted until the Contracting Officer has reviewed and found the plan acceptable. Portions of the plan that are disapproved shall be promptly corrected and re-submitted. If additional work items are added to the contract work the Accident Prevention Plan shall be amended as necessary and approved prior to the start of the additional work items. A combined safety plan may be prepared for all of the vessels as long as sufficient detail is provided to address all unique conditions and work for each vessel.
The interior of BARGE BC-6214 was originally primed with lead paint, and this paint is still present on the interior of the vessel. No lead paint exists on the exterior surfaces in way of the work of Item CLEAN AND RECOAT HULL, BARGE BC-6214. However, it is possible that lead paint will be present in way of repair work awarded under the Optional Items for ELECTRIC WELDING and/or CROP AND RENEW STEEL, BARGE BC-6214. Because of this risk, a Lead Compliance Plan as described in specification Section 02 83 00 LEAD REMEDIATION and USACE Engineer Manual 385-1-1 must be submitted for this Item. The Lead Compliance Plan must include a discussion of the measures that will be put in place to prevent dispersal of lead and protect the safety of workers during construction, to remove hazardous material, to transport hazardous waste, and to dispose of hazardous waste. The Lead Compliance Plan must also include a discussion of the elevated risk of dealing with hazardous wastes and the measures implemented in order to mitigate those risks.
The price offered for this item shall include the costs for preparing and revising the Plan as required, and reporting to the government. All other costs associated with performance of the work of the Contract in accordance with the Lead Compliance Plan, including containment, personal protective equipment, ventilation, cleanup, handling, transport, disposal, environmental and regulatory compliance, etc., shall be included in the prices offered for the associated items of work. The contractor shall be the responsible party for the testing, generation, documentation and disposal of the lead-based paint related debris. Copies of all tests, manifests, etc. shall be provided to the government in a cradle to grave paper trail sequence. The government shall be held harmless in any subsequent action regarding this matter.
ITEM 2. DOCKING AND UNDOCKING, BARGE BC-6214
Properly drydock the vessels for such time as may be necessary to complete all underwater work specified herein including sight and survey (including ABS survey), inspection, repairs, and to refloat the vessels upon completion of all work. Blocking for BARGE BC-6214 shall be sufficient to safely support the total weight of the vessel and water as required for ITEM LEAK TESTING, BARGE BC-6214. Provide safe and convenient means of boarding the vessels at all times. This item will include any charges for

This item shall also include facilitation and coordination of all inspections of the vessel and witnessing of various repairs and maintenance work to satisfy ABS requirements. Allow a sufficient number of days in drydock to complete the mandatory underwater work herein specified. The contractor shall state in their proposal the schedule to perform all mandatory items after delivery of the plant. Assume that a maximum of one day per week that the vessel is in the contractor’s facility will be unsuitable for painting. If unsuitable days are more frequent, time allowances will be made by the Government. Proposals will be evaluated on the basis of time to complete the work in addition to price and other factors. Payment for these items will be lump sum.
ITEM 3. CLEAN AND RECOAT HULL, BARGE BC-6214
Pressure wash to clean, sweep blast to profile, and then spray paint to preserve the hull and skegs of the barge. All coatings shall be delivered to the work site in sealed containers. Each container shall show:
Name of the manufacturer, name of the paint, formula of the paint, the batch number and date of manufacture (not coded). The paint shall be thoroughly mixed in accordance with the manufacturer’s instructions. All painting shall be done during daylight hours, and then only when atmospheric conditions will permit proper curing and bonding. Scaffolds or other means of providing access to the surfaces to be worked on shall be provided for use by the persons blasting and painting, and included in the cost of this item. The use of extension pipes for abrasive blasting and paint spraying will not be permitted. All abrasive blasting shall be done from above when working the sides of the vessel, with the blast nozzles pointed downward to minimize the spread of abrasive to the upper portion of the vessel.
All ventilating air inlets and other openings into the vessels shall be secured so that no abrasive grit or debris enters the vessel. No paint shall be applied until the surfaces to be coated have been inspected and approved for painting, and in no case shall paint be applied over damp, oily, or greasy surfaces or over any foreign substances. The offeror may be required to provide a covered and heated enclosure to ensure that the paint is applied and cured in accordance with manufacturer’s requirements.
The contractor shall ensure that surface preparation and paint application are performed in accordance with the paint manufacturer’s requirements. The contractor shall provide a written report to the Corps of Engineers documenting the application parameters, coating thickness applied, and stating that the paint system application meets all manufacturer’s requirements for warranty coverage.
The entire hull and skeg exteriors shall be high-pressure water blasted in order to remove any fouling or other contaminants and allowed to dry. Any areas of failed paint shall be blasted to near white metal (SSPC SP-10) and immediately primed with a primer compatible with the selected paint system (see below), to the minimum dry film thickness recommended by the manufacturer of the primer. Assume that no more than 300 square feet of the exterior of the vessel will require blasting to near white metal and repainting under this payment item. If the area is greater or lesser an adjustment will be made to the price to reflect the actual cost of the work.
