About this file

This notice announces a potential sole source contract award for habitat modeling consulting services. The U.S. Geological Survey intends to negotiate a purchase order with the University of Idaho for tasks supporting an integrated water science study in the Willamette River Basin. Services include synthesizing existing salmon distribution and limiting factor data, developing biological metrics and thresholds, assisting with stream flow and habitat modeling, and evaluating climate and dam scenario effects. The value is undetermined. Responses were due by January 22, 2024. The University of Idaho is considered the only source with over a decade of relevant research in the basin. The North American Industry Classification code for other scientific and technical consulting applies.

The document provides details on a potential sole source contract for habitat modeling consulting services to support an integrated water science study in the Willamette River Basin being conducted by the U.S. Geological Survey. The University of Idaho is identified as the only source capable due to over a decade of related research. Services required include synthesizing existing data on salmon distribution and limiting factors, developing biological metrics and thresholds, assisting with stream flow and habitat modeling, and evaluating climate and dam scenario effects. The response deadline was January 22, 2024, and value is to be determined.

Statement of Work for Professional Services, Integrated Water Science, USGS

Project Title: Integrated Water Science (IWS) in the Willamette Basin

Background: The USGS has selected the Willamette River Basin (WRB) as the fourth of ten Integrated Water Science (IWS) basins in the U.S. The IWS will include an Integrated Water Availability Assessment (IWAA) centered on balancing ecological sustainability and human water management. Phase 1 of this study (FY2023 – FY2026) will focus on synthesizing existing information on the sustainability of suitable physical habitat for spring Chinook salmon (Oncorhynchus tshawytscha), a WRB species that is listed as threatened under the U.S. Endangered Species Act

Primary Objectives: The goal of this study is to advance understanding of the spatial and temporal variability in streamflow, hydraulics, and water temperature in the past, present, and future and the drivers of that variability in the WRB to help identify when, where, and why surface water conditions sustain use by people and/or spring Chinook Salmon. Water managers and other stakeholders will use the scientific insights from the study to develop strategies for managing water and ecological resources in the WRB.

Task Descriptions: To address the IWAA study objectives, USGS is soliciting expertise from regional salmon researchers and scientists. The outside experts will assist on four tasks, including:

1) synthesizing existing data and information on the historical and present day distribution of Chinook salmon in the WRB, with an overview of life stage-specific (i.e., juvenile, adult) limiting factors for the species.

2) developing biological metrics and thresholds for environmental effects on habitat and Chinook salmon in the WRB.

3) assisting the USGS team tasked with modeling stream flow and salmon habitat.

4) developing and applying models of future scenarios (e.g., climate change, dam operations) and there effects on WRB habitat availability and sustainability for Chinook salmon.
