About this file

This document is a Statement of Work for a federal contract opportunity issued by the U.S. Geological Survey (USGS) Alaska Science Center Seabird and Forage Fish Program. The USGS is seeking qualified businesses to provide seabird population and demographic data collection services in Lower Cook Inlet, Alaska to continue long-term monitoring.

The key requirements include conducting cliff population plot counts for Common Murres and Black-legged Kittiwakes, full island census counts using binoculars and photography, capturing birds to obtain morphometric information and samples for analyses, and monitoring birds to assess reproductive performance, diet, and attendance patterns. The period of performance is approximately May 1 through September 30, 2024. This is a pre-solicitation notice, and the USGS is conducting market research to determine industry capabilities to meet the stated requirements. Responses are due by April 1, 2024 at 2 PM PDT. Text version

Statement of Work Background The USGS Alaska Science Center (ASC) Seabird and Forage Fish Program has been leading research in Lower Cook Inlet, Alaska since the 1990’s. Monitoring of seabird populations in potential oil and gas lease areas has been a Bureau of Ocean Energy Management (BOEM) priority for decades, both to mitigate impacts of development and to assess the impact of potential oil spills. Planning for resilience of seabird populations to development or spills in the future will be enhanced by knowledge of seabird population trends and demographic rates. This work will provide information to BOEM managers to mitigate potential environmental impacts from oil and gas activities under the National Environmental Policy Act (NEPA). To continue the monitoring efforts required to inform management responsibilities in the region, we will contract local experts who can conduct the work safely to provide the data.

Requirement Our requirements include:

*Cliff population plot counts for Common Murres and Black-legged Kittiwakes at different stages of breeding to assess population change over time

*Full island census counts using both binoculars and taking/counting photos

*Capture birds to obtain morphometric information, biotoxin data, and samples for stress hormone and isotopic analyses

*Conduct in person monitoring of birds to assess their reproductive performance, identify diet items, and assess attendance patterns

* Enter data and write a summary report

Period of performance may be shortened as this work is contingent on uncontrollable factors such as weather, equipment failure, or animal behavior.

Task:

· Provide services/access as described in “Requirements”.

Deliverables: Services/requirements are available during the period of performance.

Period of Performance: May 1 through September 30, 2024 (approximate).
