About this file
This is a Statement of Work (SOW) for James Beach NMFS Field Station Construction (Contract Number 143041-26-0015).
The National Marine Fisheries Service (NMFS) requires construction services to create a covered work area at Jones Beach NMFS Field Station in Clatskanie, Oregon. The project involves three primary tasks to be completed within 90 days of contract award: (1) Site Preparation and Foundation—locating utilities, grading using existing sand substrate, installing heavy woven geotextile fabric over three marked gravel pads, hauling approximately 84 tons of crushed 3/4"-0 rock, placing and leveling the rock, and compacting with a roller machine; (2) Structural Configuration—moving two 40-foot-long by 8-foot-wide Conex boxes using heavy machinery appropriate for sandy soil, with specific positioning requirements (Conex #1 remaining stationary as the west wall, Conex #2 rotated 90 degrees to form the south rear wall, and Conex #3 moved 12 feet east to form the east wall), and leveling the moved structures; and (3) Roof Assembly—providing a rated manufactured steel roof kit structure or constructing a custom steel and/or wood structure capable of withstanding heavy weather and wind, covering a 40-foot by 20-foot space between Conex boxes 1 and 3, with minimum height of 10 feet and maximum of 20 feet, assembled and installed using heavy machinery and hardware or welding. The roof installation must minimize RFID interference by eliminating loose metal connections in the gravel bed and removing all metal debris upon completion. The performance location is Jones Beach NMFS Field Station, 12659 River Front Road, Clatskanie, OR 97016. The NOAA Project Lead for acceptance is Curtis Roegner, (503)-791-5954. The contract contact is Joe Vinarcsik at 720-984-5096 or joe.vinarcsik@noaa.gov. Personnel performing work on-site must wear visible identification and do not require PIV/CAC issuance, DOC IT equipment access, or DOC network interconnection.

STATEMENT OF WORK
James Beach NMFS Field Station Construction
143041-26-0015
BACKGROUND:
The National Marine Fisheries Service (NMFS) is contractually obligated by the Bonneville Power Administration (BPA) and the US Army Corps of Engineers to perform research and development of passive integrated transponder (PIT) systems in the Columbia River Basin.
Millions of ESA-listed and non-listed salmonids are tagged with the PIT tags every year to help the fisheries community manage the salmonids, determine survival rates, and to help increase fishing opportunities.
In an effort to increase detection of salmonids tagged with PIT tags, NOAA has developed several novel approaches that include mounting large antennas off of pile dike structures in the lower Columbia River estuary. NOAA is still working on finalizing designs plus it needs a place to construct the current designs being used. To do this effectively, NOAA needs a dry outdoor location for the ongoing construction and testing of large PIT antennas as the extreme rain and wind conditions that are common in Astoria (Oregon) during the winter months often cause issues with RFID electronic equipment and thus, testing results. Plus, it will be more comfortable for the people working. Therefore, this new space will help to produce reliable, repeatable testing results. The dry space will also be used for other applications such as repairing trawl nets.
OBJECTIVE:
The contract will be for moving two existing Conex boxes to create a U shape perimeter, adding 3 gravel pads (two to support the moved Conex boxes and one in front to support vehicles moving), and installing a pole roof unit kit that covers the space between the Conex boxes (see Appendix A for Government diagrams and mock-up). The resulting covered area mostly has an existing gravel bed, but will need around 4 feet to cover the space created when moving Conex Box 3. The covered area shall be installed in a way to minimize any RFID interference (there shall be no metal in the gravel bed and no loose connections in the roof). This construction effort will give NOAA personnel a safe and dry location for the ongoing construction and testing of large PIT antennas as well as protect the sensitive electronic equipment used in testing antennas.
SCOPE:
The scope of this contract covers the installation of three gravel pads, moving two 40-foot-long X 8-foot-wide Conex structures with heavy machinery, and building/installing a metal and/or wood roof structure between two of the Conex boxes.
DELIVERABLES:
Task Due Date
Task 1: Site Preparation and Foundation
a. Contractor will locate existing utilities etc.
b. Contractor will grade using existing sand substrate. Contractor will mark out the three gravel pads.
Within 90 days of award
c. Contractor will install heavy woven geotextile fabric over leveled sand to increase gravel pad longevity.
d. Contractor will haul in approximately 84 tons of crushed 3/4”-0 rock.
e. Contractor will place and level crushed 3/4”-0 rock
f. Contractor will compact gravel with a roller machine.
Task 2: Structural Configuration
a. Contractor will move the two Conex structures into the positions described in Appendix A using heavy machinery appropriate for use in sandy soil. Leave Conex #1 as is (west wall of structure), move Conex 2 90 degrees and back to compose the (south) rear wall of structure, and move the third structure 12’ laterally (to the side) to compose the east wall of the structure (see Appendix A).
b. Contractor will level the two moved Conex structures (within roof manufacturers specifications if outsourcing structure).
Within 90 days of award
Task 3: Roof Assembly
a. Contractor will provide a rated manufactured steel roof kit structure or construct a custom structure able to withstand heavy weather/wind (and rated within the same parameters as a manufactured structure). The roof must cover the 40 foot long X 20 foot wide space between the Conex Boxes 1 and 3. We envision that the back end of the roof structure will connect to the Conex Box.
- Structure must be steel and/or wood and robust to increase longevity and strength (Jones Beach field site is subject to heavy winds and precipitation due to large fetch of river and strong north Pacific storms).
- Structure cannot be fabric due to its reduced longevity and strength in heavy winds.
- Height must be a minimum 10 feet tall and a maximum of 20 feet tall.
b. Contractor will assemble the roof and install it using heavy machinery to lift and place sections of roof and fix it to Conex's using heavy duty hardware or welding.
- Contractor must work with NOAA staff to take steps to reduce loosely coupled metal connections which may result in electromagnetic interference preventing PIT antenna testing. These steps may include adding plastic, Within 90 days of award
PERIOD OF PERFORMANCE:
All work shall be completed within 90 days of contract award.
PERFORMANCE LOCATION:
Jones Beach NMFS Field Station 12659 River Front Road Clatskanie, OR, 97016
All evaluations of final products shall be performed on-site at the selected location. NOAA Project Lead, Curtis Roegner, (503)-791-5954 will be the POC for project acceptance.

SECURITY
While performing work primarily on-site at Government facilities/ Government premises, personnel must wear visible identification at all times. Despite this physical presence, the role is strictly non-technical in nature regarding Government infrastructure; personnel will not require access to NOAA facilities, non-public data, or NOAA email addresses. Furthermore, the position does not necessitate the issuance of a PIV or CAC, the use of Department of Commerce (DOC) owned IT equipment, or the interconnection of non-Government devices to the DOC network.
wood, or rubber spacers/buffers between non-fixed/loose metal joints (i.e., where metal panels touch but aren’t welded or fixed with hardware). All metal debris must be removed from the gravel pad structure upon completion, so it won't cause interference with testing highly sensitive electromagnetic antenna development.
