About this file

This Statement of Work outlines requirements for designing and building an environmental housing for the National Park Service's (NPS) fisheye night sky imager system. The contractor must develop a waterproof housing for a ZWO ASI 6200 mono astronomy camera with Sigma 8mm fisheye lens, including a clear dome or mechanical cover system, condensation/dew prevention, and modular mounting capabilities. The system requires AC power with battery backup, cellular gateway communications, and the ability to remotely transmit data to NPS SharePoint sites.

The base period of performance is 12 months with three one-year options. Key deliverables include designing/building the environmental housing within 8 months, developing data transfer protocols within 6 months, and providing complete system documentation. The contractor must also provide ongoing technical support and annual maintenance of communication pathways. NPS will provide the camera system for testing and will handle installation and routine operations. Payment will be made on a firm fixed price basis at the end of the performance period. The work requires delivery to Fort Collins, Colorado.

Statement of Work: Fisheye Night Sky Imager Housing Design and Build

Introduction

The National Park Service (NPS) is charged with the protection of unique and varied resources such as the night sky, while providing visitor access and enjoyment. Understanding the effects and changing nature of light pollution in and around parks is an important component of this work.

NPS has developed a new fisheye camera system (fisheye night sky imager)1 which can capture the entire night sky in a single shot, is less expensive than other night sky camera systems, and allows for more flexibility in when and where data can be collected. NPS does not have the expertise to develop and build an enclosure for the fisheye night sky imager so that it can be deployed for long periods of time in remote national park sites, nor does it have the expertise to develop a data upload/download routine to transmit data from remote camera sites to NPS work sites. NPS seeks assistance with these tasks so that the fisheye night sky imager can be deployed and used as a complement to existing NPS camera systems. This will help NSNSD provide high quality information about night sky quality (and trends) to national parks in a timely manner.

Task Objectives and Purpose

The purpose of this contracting action is to design and build one environmental housing for a fisheye night sky imager and develop a data upload/download routine to remotely transmit data and camera commands between the deployment location and an NPS office.

The contractor will:

• Design, test, and build an environmental enclosure for NPS’s fisheye night sky imager system (ZWO ASI 6200 mono astronomy camera with a Sigma 8mm fisheye lens) o The enclosure will:

be a waterproof housing for the fisheye camera and associated components include a clear dome (with flange for mounting) above the lens to allow an uncompromised view of the night sky or include a mechanical mechanism that can be automatically controlled to open and close the protective part above the lens and automatically close when not actively collecting data ensure the camera system remains free of condensation inside the dome ensure dew doesn’t form on the exterior of the enclosure (e.g. through the use of a dew heater) as needed have a modular mounting system so that it can be mounted in a variety of locations, likely atop a building or a mast o The system will:

be configured to run on AC power but will include a lithium-ion battery (or other equivalent battery source) and charge controller to power the system during brief interruptions

DRAFT

include communications capability, such as a cellular gateway, for remotely transmitting camera commands and images to an NPS office via a public Sharepoint site, configured by NPS

Include microcomputer capable of interfacing with ASIair mini/pro via ethernet or WiFi

Support the transfer of images to a NPS-accessible MS Sharepoint site Be capable of receiving startup commands, executing operations scripts and internally storing images, storing a nightly command execution/activity log for troubleshooting and diagnostics, and entering sleep mode autonomously for deployments when cellular communication is unavailable

Be capable of running for at least 1 month and storing data locally if cellular communication is not available

• Create a bill of materials for all parts used in the configuration

• Provide a standard operating procedure for the components of the system that the contractor has designed or built

• Provide technical support for the data transfer communication between camera and NPS office

• Be approved to provide data as a service (DaaS)

• Ship or deliver the fisheye camera housing to 1201 Oakridge Drive, Suite 100, Fort

Collins, Colorado 80525

NPS will:

• Provide a complete fisheye night sky imager package to use in the design/build/testing process (ZWO ASI 6200 mono astronomy camera with a Sigma 8mm fisheye lens)

• Install the enclosure once built

• Routinely operate and maintain the camera system(s)

• Specify required camera commands such as: power on, cool down, initiate measurement cycle, power down, and timing

• Set up a Sharepoint site accessible by NPS and the vendor with adequate storage to house transmitted images

• Manage the image processing pipeline after data have been transmitted to NPS
