The contractor will test 160 MK8 life raft cylinders using Modal Acoustic Emissions (MAE) technology in accordance with Department of Transportation Special Permit (DoT-SP) 16320. The work involves conducting recertification testing on government-furnished cylinders that are beyond their normal service life, with specific requirements for marking and handling both passing and rejected cylinders.

The performance period is from January 26, 2026, to March 26, 2026, with testing to be performed at the contractor's facility. The US Government will fund shipping of the cylinders to and from the contractor's location. Upon completion, the contractor must return the cylinders to Norfolk Naval Shipyard using the original tri-wall pallets, with specific marking requirements including labeling passed cylinders with "DoT-SP 16320" and "MAE" and condemning rejected cylinders.
