STATEMENT OF REQUIREMENTS
Rapid Chloride Permeability Test (RCPT) Equipment
I. BACKGROUND INFORMATION
The National Institute of Standards and Technology (NIST) Engineering Laboratory (EL) Materials and Structural Systems Division (MSSD) studies the durability and service life of infrastructure materials (polymers, concrete, engineered composites, etc.) for resilient infrastructure applications.
One of the key research focuses is to evaluate the durability of these materials to environmental factors that could expedite deterioration. One such environmental factor that can impact the long-term structural integrity of concrete structures is exposure to chloride ions (Cl-). The MSSD will benefit from rapid chloride permeability test (RPCT) equipment to evaluate concrete materials in the “Engineered Materials for Resilient Infrastructure” program in projects such as “Assessing Pyrrhotite in Concrete”, “Forward Looking Building Codes”, and “Additive Manufacturing with Cement Based Materials” as well as Disaster and Failure program investigations such as Champlain Towers South.
II. PURPOSE
The MSSD requires a rapid chloride permeability test set-up to measure chloride-ion penetration of concrete.
III. MINIMUM REQUIREMENTS
The Contractor shall deliver a quantity of ONE (1) voltage application and data acquisition system to measure applied voltage across concrete specimens, and SIX (6) sets of test cells for 4-inch diameter specimens with associated cables and accessories for accurate testing.
The Contractor shall provide equipment that meets all technical specifications identified below. All items must be new. Used or remanufactured equipment will not be considered for award.
Experimental, prototype, or custom items will not be considered. The use of “gray market” components are not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
Line Item 0001:
Description: Voltage Application and Data Acquisition System Quantity: ONE (1)
A. Technical Specifications
a. Capability of testing up to EIGHT (8) concrete specimens at once
b. Power supply of 110 V to 120 V and 50 Hz to 60 Hz
c. Power supply must have a NEMA Type B plug
d. Voltage measurement accuracy of at least ± 0.1 V
e. Current measurement accuracy of at least ± 1 mA
f. User-defined programmable applied voltage between 5 V and 60 V
g. User-defined programmable test duration
h. Ability to measure temperature up to 100 °C via temperature probe with an accuracy of ± 1 °C
i. Data acquisition system capable of managing test parameters, storing data, and exporting data in a common file format (e.g., csv or xlsx) for data analysis
i. Data acquisition system must either be in a self-contained unit or include software that can be operated on a computer with a Windows 11 operating system
Line Item 0002:
Description: Applied Voltage Test Cells Quantity: SIX (6) Sets
A. Technical Specifications
a. Each set of applied voltage test cells shall include two symmetric poly (methyl methacrylate) chambers, each containing electrically conductive mesh and external connectors
i. Cell 1 of set capable of holding up to 3 % Sodium Chloride (NaCl) solution
ii. Cell 2 of set capable of holding up to 0.3 N Sodium Hydroxide (NaOH) solution
b. Capable of testing 4-inch diameter concrete cylinder
c. Include cables to connect each test cell to voltage application and data acquisition system
d. Include bolts and internal gaskets to fully seal specimen between Test Cells
e. Include temperature probe to measure solution temperature
IV. WARRANTY
The contractor shall warranty all products for a period of a minimum of 1 YEAR and the warranty shall be in accordance with terms in FAR 52.212-4.
V. DELIVERY TERMS
Delivery shall be F.O.B Destination and shall occur within twelve (12) weeks after contractor receipt of order in accordance with the table below.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. VI. INSPECTION & ACCEPTANCE
In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify product performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
Performance Tests:
1. Ensure that the equipment is operational and has no defects or missing parts.
NIST may choose at its discretion to forego this part of acceptance testing.
A visual inspection of the equipment will be performed by the NIST Subject Matter Expert (SME) to identify surface defects or any form of indication that any equipment was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance. The vendor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the equipment.
Ownership of the equipment shall transfer to NIST upon acceptance by the Government.
The Government will test, inspect, and accept or reject the equipment within 5 business days of the receipt of the equipment unless otherwise indicated above. The Government reserves the right to conduct quality assurance testing to confirm that a given instrument(s) meets the manufacturer’s and/or the Government’s performance specifications. It is anticipated that the equipment will meet all manufacturer’s specifications and/or the Government’s performance specifications identified in the most recent operations and maintenance manual for each piece of equipment and/or in this document.
VII. PAYMENT SCHEDULE
Advance payment is not authorized. The Contractor must invoice in arrears according to the payment schedule. The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1. 100% after acceptance by the SME, AND
2. After the successful completion of the testing requirements set forth in this document, AND
3. After receiving an invoice submitted properly, IAW the purchase order terms and conditions.
NOTE: Partial shipments and partial invoices will not be accepted, unless otherwise requested and accepted by the Contracting Officer prior to award offer. Proposed payment schedules shall be submitted with vendor’s response to the RFQ for consideration.
