This is a non-personal services contract to provide one magnetic imager for the examination of U.S. currency. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn is responsible to the Government.

1.1 Background: The Counterfeit Forensic Section (CFS) needs to replace their current magnetic imager.

The magnetic imager is needed to analyze magnetic inks, specifically on U.S. currency. The magnetic imager will be utilized to perform non-destructive examination of both hard and soft magnetic inks.

1.2 Objective: The contractor shall provide one (1) magnetic imager to the CID at the USSS Headquarters building located at 950 H Street, NW, Washington, DC 20223. The contractor shall provide the instrument and necessary parts in a timely and safe manner. The contractor shall also provide a minimum of one (1) day of training on the operation of the instrument to multiple users.

1.3 Scope: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide one (1) magnetic imager as defined in this Statement of Requirements (SOR) except for those items specified as Government furnished property and services. If magnetic fields produced by the instrument are not safe for individuals with medical implants, such as a pacemaker, a sign shall be included with the instrument stating as such.

The instrument shall include a magnetic unit(s) for magnetization of each sample prior to analyzing the sample for hard magnetics.

The instrument shall be able to generate images in both soft magnetics (no magnetic field applied during imaging) and hard magnetics (magnetic field applied during imaging).

The instrument shall be able to generate both soft magnetic and hard magnetic images in less than three (3) minutes per sample.

The instrument shall hold currency in place during examination. Note: this includes both pristine “new” notes, soiled/torn/worn notes, as well as counterfeit notes of varying thicknesses.

The instrument shall be able to generate magnetic images for samples approximately 160mm x 70mm in size; however, a wide range of sizes is preferred.

Captured image resolution shall be clear enough to visualize printed text/images.
