About this file
This is a Statement of Requirements document for the United States Secret Service (USSS) Leadership Connect procurement. The USSS Congressional Affairs Program requires access to an online service and software solution that provides real-time congressional information, enabling users to reach out to congressional contacts with verified and current information, visualize congressional reporting structures and organizational roles, and build cross-agency connections within congressional offices. This capability is intended to support the legislative priorities of the Secret Service.
The solicitation is issued as a Request for Quotation (RFQ) on a sole source basis to Leadership Connect, the identified single available source, pursuant to FAR 12.102(a) and FAR Class Deviation 25-21. The requirement is for Leadership Connect licenses providing access to online directories and legislative information for one base year plus four (4) option years (five years total). This is a commercial services acquisition under FAR Part 12, and this announcement constitutes the only solicitation. The acquisition is not set-aside for small business concerns. Interested parties may submit capability statements, though no telephone responses will be accepted. Award is anticipated as a purchase order from the Department of Homeland Security, US Secret Service.
