STATEMENT OF REQUIREMENTS
MULTIPLE NATURAL PRODUCTS
1. BACKGROUND
The Mass Spectrometry Data Center (MSDC) at the National Institute of Standards and
Technology (NIST), Material Measurement Laboratory (MML), Biomolecular Measurement
Division (BMD) is responsible for the development of the NIST, National Institutes of Health
(NIH), and Environmental Protection Agency (EPA) Mass Spectral Library and Tandem Mass
Spectral Library. To carry out this responsibility, the MSDC has a requirement for a variety of natural products. These natural products are compounds that are predominantly plant metabolites. They are used to enhance NIST Mass Spectral Libraries and do not require special approval through NIST.

3. SCOPE
The Contractor shall deliver the 1,076 natural products listed in Attachment 1- Natural Products
Spreadsheet.
4. REQUIREMENTS
4.1. The contractor shall deliver the natural products set forth in Attachment 1 in quantities not less than 1 mg. Larger quantities may be provided if sufficiently small quantities are not available, but not more than 1 g. Split shipments of natural products are acceptable so long as the number of shipments does not exceed two (2) shipments per month, in accordance with partial payment invoicing discussed under "Payment Schedule."
4.2. The identity of all natural products must be confirmed by mass spectrometry (MS) and nuclear magnetic resonance (NMR) by the Contractor.
4.2.1. The natural products shall be of a purity of greater than, or equal to, 70%.
4.3. The Contractor shall supply and deliver each natural product in a clear, sealed glass vial.
Vials will have a capacity of approximately 4 ml and shall be packaged in individual boxes containing approximately 100 vials per box.
5. DELIVERY AND PACKAGING
Delivery of all natural products shall be FOB DESTINATION and shall occur within 60 days from date of award. Natural products shall be delivered to the NIST campus in Gaithersburg, MD during NIST regular business hours Tuesday through Thursday; deliveries will not be accepted on Friday, Saturday, Sunday, or Monday. Contractor shall supply tracking information to the NIST Technical Point of Contact (TPOC) prior to shipping natural products via email.
Due to current to access restrictions, delivery shall not take place until the contractor coordinates with the designated Technical Point of Contact (TPOC) and Contracting Officer (CO).
Prior to shipment, the Contractor must ensure NISTs campus is open and accepting deliveries. If the restrictions of access to the campus impacts delivery schedules, a modification may be executed by the CO to establish an extended delivery timeframe.
All natural products shall be packaged and shipped in a manner that will reduce degradation while in transport. Any associated safety information such as Safety Data Sheets (SDSs) for the natural products shall be delivered to the NIST TPOC via e-mail, hyperlink, or CD/DVD disc.
6. INSPECTION AND ACCEPTANCE
Chemists in the Mass Spectrometry Data Center at NIST will conduct an analysis of natural products delivered, which can take up to three months to complete for all, to inspect the purity of the natural products. If natural products are deemed to be unacceptable, the Government’s
Technical Point of Contact (TPOC) will notify the Contractor of the natural product(s) rejected.
The Government reserves the right to reject any natural product that does not meet the required purity percentage after analysis. The Contractor shall replace the natural product, at no additional cost to the Government, within 60 calendar days of being notified.
7. PAYMENT SCHEDULE
Advance Payment is not authorized. Payment will be made upon receipt of a proper invoice from the Contractor, and upon receipt and acceptance, by the Government, of natural products quoted by the Contractor. Partial payments shall be authorized in accordance with the following terms:
- The total number of invoices submitted shall not exceed two (2) invoices per month;
- Natural products being invoiced have been accepted by NIST.
Should a natural product on the list become unavailable between the time of award and the time of shipment, the Contractor shall notify the NIST TPOC and the Contracting Officer in writing, no later than 3 business days after learning that the product has become unavailable. The
Contracting Officer will modify the contract and adjust the price accordingly.
