About this file

This is a Statement of Requirements (SOR) Draft for a Competition Drone Bundle procurement for the Air Force Junior ROTC (AFJROTC) program.

The objective is to provide an intermediate-level instructional unmanned aerial systems (UAS) platform that bridges introductory and advanced drone instruction across geographically dispersed AFJROTC units. The system will support aerospace education, STEM learning, critical thinking, teamwork, and technical skill development. The required Competition Drone Bundle includes one drone, one controller, three interchangeable modules (passive, motorized, and magnetic object manipulation), two high-capacity and two low-capacity batteries, communication headset, propeller sets, charging cables, power adapters, and a welcome kit with team registration. The drone must be Section 889 compliant with dimensions of 190mm length by 220mm width, maximum weight of 249g, 7.4v lithium polymer battery, brushless DC motors, and permanent 360-degree propeller guards. The drone electronics must include dual forward and downward-facing cameras with first-person view and object detection capabilities, optical detection for color and April Tags, optical position stabilization, inertial sensors (gyroscope and accelerometer), bottom rangefinders for up to 5-meter altitude, forward obstacle detection and avoidance, dual-band Wi-Fi and Bluetooth connectivity, 2GB storage, and hardware-enforced firmware verification. The 5-inch LCD color touch screen controller must display live video feeds from both cameras and telemetry data overlay. Coding capabilities must support graphical blocks and Python programming across Windows, Mac, Chromebook, Tablet, and Browser platforms.

Delivery must occur on an on-demand basis to locations listed in the JROTC Unit List in Appendix A, with delivery initiated within five working days of request. Training must be provided to AFJROTC instructors on curriculum, building, coding, and flying with each delivery order. The contractor must provide original equipment manufacturer (OEM) standard commercial warranty at no additional cost, including all manufacturer documentation, manuals, and written warranty procedures with technical support contact information prior to project acceptance. All items must be brand new; refurbished or used items are not authorized.

Statement of Requirements (SOR) Draft Competition Drone Bundle

1.0 OBJECTIVE. The mission of Air Force Junior ROTC is to “develop citizens of character dedicated to serving their nation and community.” AFJROTC supports this mission through classroom instruction, aerospace education, leadership development, and hands-on STEM learning opportunities that enhance cadet engagement and real-world application of aerospace concepts. The use of unmanned aerial systems (UAS) technology provides cadets with practical exposure to aviation principles, flight operations, coding, systems integration, problem solving, and emerging aerospace technologies in a structured educational environment. These instructional tools support the development of critical thinking, teamwork, communication, and technical skills aligned with AFJROTC aerospace science and STEM objectives. The platform will serve as an intermediate-level instructional system within AFJROTC’s multi-tiered drone learning progression. This platform will bridge introductory drone instruction and more advanced UAS applications currently utilized throughout the program while providing standardized instructional capability across geographically dispersed AFJROTC units. Implementation of a standardized intermediate UAS platform supports instructional continuity, instructor familiarization, classroom safety, and scalable STEM integration while enhancing cadet exposure to aerospace and technology-focused educational opportunities.
